About measures for enhancement of the international military cooperation

For the purpose of enhancement of activities in the field of the international military cooperation and arms control I decide:
1. Form based on National control and inspections agency - department of the Ministry of Defence of the Republic of Belarus and management of the international military cooperation of the Ministry of Defence of the Republic of Belarus Department of the international military cooperation of the Ministry of Defence of the Republic of Belarus with the rights of the legal entity.
2. Approve the enclosed Regulations on Department of the international military cooperation of the Ministry of Defence of the Republic of Belarus.
3. Determine that the means received from implementation of foreign inspection activities in the territory of the Republic of Belarus within international treaties in the field of arms control (including received by National control and inspections agency - department of the Ministry of Defence of the Republic of Belarus), remain at the disposal of Department of the international military cooperation of the Ministry of Defence of the Republic of Belarus, are not assessed with taxes, charges (duties) and are used according to the procedure, determined by Council of Ministers of the Republic of Belarus.
4. Assign to the Ministry of Internal Affairs and Committee for State Security of function on safety of foreign inspectors and observers in the territory of the Republic of Belarus.
5. Make changes to the following presidential decrees of the Republic of Belarus:
paragraph two - for office use;
the paragraph third - for office use;
in the Section "Ministry of Defence" of the list of departments with the rights of the legal entity in central offices of state bodies approved by the Presidential decree of the Republic of Belarus of May 5, 2006 No. 289 "About structure of the Government of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2006, No. 74, 1/7567), line item

take other measures for its realization.
7. This Decree becomes effective in the following procedure:

1. The department of the international military cooperation of the Ministry of Defence of the Republic of Belarus (further - Department) is structural division of central office of the Ministry of Defence, authorized to perform functions of the Ministry of Defence in the field of the international military cooperation and arms control.
2. The department in the activities is guided by the Constitution of the Republic of Belarus, other acts of the legislation of the Republic of Belarus, including this Provision.
3. The department has rights of the legal entity, has separate balance, accounts in organizations of banks, seal and forms with the image of the State Emblem of the Republic of Belarus, the name and the name of the Ministry of Defence, and also the corresponding seals and stamps.
4. The property of Department is republican property and is assigned to it on the right of operational management.
5. The department when implementing the activities interacts with other bodies of military management, associations, connections, military units and the organizations of Armed Forces, and also with state bodies and other organizations, establishes and develops military cooperation with foreign states and the international organizations.
6. Financing of activities of Department is performed at the expense of means of the republican budget, and also other sources which are not prohibited by the legislation of the Republic of Belarus.
7. The structure and number of Department are approved by the Minister of Defence within the number of staff of central office of the Ministry of Defence.
8. Reorganization and abolition of Department are performed according to the decision of the President of the Republic of Belarus.
9. Tasks of Department are:
participation in realization of state policy of the Republic of Belarus in the field of the international military cooperation and arms control;
ensuring accomplishment of obligations by the Republic of Belarus within international treaties in the field of arms control;
direct management of activities of Armed Forces for the organization and implementation of the international military cooperation and arms control;
development of offers in the field of the international military cooperation;
forming and enhancement of the contractual legal base in the field of the international military cooperation and arms control;
check of accomplishment of contractual commitments by other State Parties of agreements in the field of arms control;
participation in negotiations on questions of the international military cooperation and arms control as a part of delegations of the Republic of Belarus;
participation in information maintenance of the international military cooperation and accomplishment of obligations by the Republic of Belarus according to international treaties in the field of arms control;
the organization of legal providing the events held by the Ministry of Defence with participation of representatives of foreign states and the international organizations.
10. Functions of Department according to the tasks assigned to it are:
forming of offers on development of the main directions of the international military cooperation of the Ministry of Defence;
