About approval of regulations of the state services in the field of activities of aviation training centers and aeronautical personnel

According to the subitem 2) article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" PRIKAZYVAYU:

1. Approve:

1) regulations of the state service "Issue of Certificates to Aeronautical Personnel" according to appendix 1 to this order;

2) regulations of the state service "Issue of the Certificate of Aviation Training Center of Civil Aviation" according to appendix 2 to this order.

2. Recognize invalid subitems 1) and 4) of Item 1 of the order of the Minister of Transport and communication of the Republic of Kazakhstan of April 9, 2014 as No. 243 "About approval of regulations of the state services in the field of activities of airfields (helidromes), foreign carriers, aviation training centers and aeronautical personnel, aviation safety and use of airspace" (registered in the Register of state registration of regulatory legal acts for No. 9463).

3. To committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan (Seydakhmetov B. K.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printed publicity materials and information system of law of Ad_let;

3) placement of this order on the intranet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 3 of this order.

4. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

5. This order becomes effective after twenty one calendar days after day of its first official publication.

Regulations of the state service "Issue of Certificates to Aeronautical Personnel"

Chapter 1. General provisions

1. The state service appears Committee of civil aviation of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan (further - the service provider).

Reception of an application and issue of result of rendering the state service are performed through:

1) non-commercial joint-stock company "The Government for Citizens state corporation (further - the State corporation);

2) web portal of "the electronic government": www.egov.kz, www.elicense.kz (further - the portal).

2. Form of rendering the state service: electronic (partially automated) / paper.

3. Is result of rendering the state service: issue of the certificate to aeronautical personnel (further - the certificate) or the written motivated answer of the service provider about refusal in rendering the state service in cases and on the bases, provided in Item 9-1 of the standard of the state service "Issue of Certificates to Aeronautical Personnel" approved by the order of the Minister of investments and development of the Republic of Kazakhstan of April 28, 2015 No. 518 "About approval of standards of the state services in the field of activities of aviation training centers and aeronautical personnel" (further - the Standard) (it is registered in the Register of state registration of regulatory legal acts for No. 11401).

Chapter 2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

5. Contents of each procedure (action) which is part of process of rendering the state service, duration of its accomplishment:

1) acceptance by the employee of office of the service provider of the statement with assignment of serial number and date within 2 hours and their transfer for consideration to the head of the service provider;

2) the head of the service provider within two hours considers the application and writes to his deputy manager;

3) the deputy manager of the service provider within two hours considers the application and writes to the head of the structural unit;

4) the head of the structural unit within two hours considers the application and transfers to execution to the executive in charge;

5) consideration by the executive in charge of the statement on completeness within one working day. In case of compliance of the statement of uslugopoluchatel to requirements of Item 9 of the Standard transfer of the statement of uslugopoluchatel for examination to the state aviation medicine inspector;

6) conducting examination of the statement by the state aviation inspector on medicine within three working days. In case of statement compliance to requirements of medicine transfer of the statement for examination to the state aviation aviation training centers inspector;

7) conducting examination of the statement by the state aviation inspector on training centers within three working days. In case of statement compliance to requirements for training centers transfer of the statement to the state aviation inspector on aviapersonnel;
