About approval of regulations of the state services in the field of aviation safety

According to the subitem 2) article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" PRIKAZYVAYU:

1. Approve:

1) regulations of the state service "Issue of the Certificate on the Organization of Examination by Service of Aviation Safety of the Airport" according to appendix 1 to this order;

2) regulations of the state service "Certification of the Crew Member" according to appendix 2 to this order.

2. Recognize invalid subitems 5) and 9) of Item 1 of the order of the Minister of Transport and Communications of the Republic of Kazakhstan of April 9, 2014 as No. 243 "About approval of regulations of the state services in the field of activities of airfields (helidromes), foreign carriers, aviation training centers and aeronautical personnel, aviation safety and use of airspace" (registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for No. 9463).

3. To committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan (Seydakhmetov B. K.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction of the copy on official publication in periodic printed publicity materials and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 3 of this order.

4. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

5. This order becomes effective after twenty one calendar days after day of its first official publication.

Regulations of the state service "Issue of the Certificate on the Organization of Examination by Service of Aviation Safety of the Airport"

Chapter 1. General provisions

1. The state service "Issue of the Certificate on the Organization of Examination by Service of Aviation Safety of the Airport" (further - the state service) appears Committee of civil aviation of the Ministry of the industry and infrastructure development of the Republic of Kazakhstan (further - the service provider), according to the standard of the state service "Issue of the Certificate on the Organization of Examination by Service of Aviation Safety of the Airport" approved by the order of the Minister of investments and development of the Republic of Kazakhstan of April 28, 2015 No. 514 (it is registered in the Register of state registration of regulatory legal acts of the Republic of Kazakhstan for No. 11344) (further - the Standard).

Chapter 2. The description of operations procedure of structural divisions (workers) of the service provider in the course of rendering the state service

4. The basis for the procedure (action) for rendering the state service is provision by uslugopoluchatel of the request, and also the documents specified in Item 9 of the Standard.

5. Contents of each procedure (action) which is part of process of rendering the state service, duration of its accomplishment:

1) the employee of office of the service provider within fifteen minutes from the moment of receipt of the request registers it in the magazine of registration of incoming correspondence and submits to it to the head of the service provider;

2) the head of the service provider within two hours considers the request and writes to her deputy manager;

3) the deputy manager of the service provider within two hours considers the request and writes to the head of the structural unit;

4) the head of the structural unit within two hours considers the request and transfers to execution to the executive in charge;

5) the executive in charge within five working days considers the request, draws up the decision according to the request for carrying out certified inspection or the motivated answer about refusal in rendering the state service and signs it at the head of the structural unit of the service provider:

from the moment of decision making according to the request registration and signing of the order by the head of the service provider on creation of the commission for carrying out certified inspection is provided;

6) carrying out certified inspection and creation of the act of certified inspection within six working days;
