About training of minor citizens in educational institutions with the additional educational programs directed to carrying out military training of minor citizens
The government of the Republic of Tajikistan and the Government of the Russian Federation which are hereinafter referred to as with the Parties
proceeding from traditions of friendship mutual, trust and cooperation between the people, the states,
in view of the Treaty of friendship, cooperation and mutual aid between the Republic of Tajikistan and the Russian Federation of May 25, 1993,
agreed as follows:
The concepts used in this agreement mean the following:
"schools" the Russian educational institutions with the additional educational programs directed to carrying out military training of minor citizens (Suvorov military, Nakhimov naval, military and musical colleges and cadet (sea cadet) cases), the Ministries of Defence of the Russian Federation which are under authority;
"students" are minor citizens, students, in schools.
Authorized bodies of the Parties on implementation of this agreement are:
from the Russian Side - the Ministries of Defence of the Russian Federation;
from the Tajik Side - the Ministry of Defence of the Republic of Tajikistan.
Training of the Tajik students is performed based on contracts by the curricula and programs developed for the Russian students:
together with the Russian students;
separately (on special departments, in groups, classes or other educational divisions of schools).
Training of the Tajik students is performed, on full-time courses in Russian according to the main general education programs of the basic of the general, secondary (complete) general education and additional educational programs realized in schools.
Training of the Tajik students is performed on paid basis or on the quotas which are annually established by the Russian Side on preferential or non-paid basis.
By training the Tajik students on paid basis all expenses are incurred by the Tajik Side;
By training the Tajik students, on preferential basis expenses on their training are incurred by the Russian Side, on content of students - the Tajik Side.
By training the Tajik students on a grant basis expenses, on their training and content, are born by the Russian Side.
The authorized body of the Tajik Side submits requests for training to authorized body of the Russian Side till January 15 of year of the beginning of training:
The authorized body of the Russian side till March 15 of year of the beginning of training informs authorized body of the Tajik Side on the number of the minor citizens accepted on training, including on preparation quotas on preferential and non-paid basis, with indication of schools and the number of the places provided in them.
Acceptance in schools is performed on competitive basis in the limits set by authorized body of the Russian Side of regulations of acceptance and according to the procedure, provided for citizens of the Russian Federation.
Candidate screen on training from among minor citizens of the Republic of Tajikistan and their preliminary medical examination are carried out by authorized body of the Tajik Side proceeding from acceptance conditions to contractual school and recommendations of authorized body of the Russian Side.
Medical examination and competitive entrance tests are carried out in schools or if necessary in the territory of the Republic of Tajikistan with participation of representatives of authorized body of the Russian Side.
All expenses connected with sending of representatives of authorized body of the Russian Side to the Republic Tadzhmkistan for holding the specified actions are born by the Tajik Side.
The Tajik students during stay in the Russian Federation shall observe the laws, respect traditions and customs of the people of the Russian Federation, to carry out rules of stay of foreign citizens in the territory of the Russian Federation, to carry out regulations of school and to observe discipline.
The Tajik students can be attracted for establishing order in educational classes and other rooms, and also improvements of the territory assigned to school.
The questions connected with training of the Tajik students and not provided by this agreement make a reservation in the contracts signed by authorized bodies of the Parties.
In this agreement does not affect the rights and obligations of the Parties according to other international treaties which participants are the Russian Federation and the Republic of Tajikistan.
Changes which are drawn up by separate protocols can be brought in this agreement and become effective according to the procedure, stipulated in Article the 12th this agreement.
The matters of argument between the Parties connected using and interpretation of this agreement, are permitted by consultations and negotiations between authorized bodies of the Parties.
This agreement is signed for a period of five years, temporarily applied from signature date and becomes effective from the date of obtaining on diplomatic to channels of the last written notice of accomplishment of the interstate procedures by the Parties necessary for its introduction in force.
After the specified term action of this agreement automatically is prolonged every time for the subsequent five-year periods if any of the Party at least in six months prior to the expiration of the initial or next period in writing does not inform other Party on intention to terminate this agreement.
It is made in Beijing on April 14, 2012 in two authentic copies, everyone in the Tajik and Russian languages, and both texts are equally authoritative.
