List of amending documents

According to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services", I ORDER:

1. Approve standards of the state services:

1)  No. 38 is excluded according to the Order of the Minister of national economy of the Republic of Kazakhstan of 28.01.2016;

2) "Licensing for activities for purchase of electrical energy for the purpose of power supply", according to appendix 2 to this order;

3) "Issue of consent to transactions with property of the subject of natural monopoly if book value of property concerning which the transaction considered in the balance sheet for the beginning of the current year is made exceeds 0,05 of percent from book value of its assets according to the balance sheet for the beginning of the current year", according to appendix 3 to this order;

4) "Issue of consent to making of hiring by the subject of natural monopoly of the property used for provision of regulated services (goods, works) which book value considered in the balance sheet exceeds 0,05 of percent from book value of its assets according to the balance sheet for the beginning of the current year", according to appendix 4 to this order;

5)  No. 38 is excluded according to the Order of the Minister of national economy of the Republic of Kazakhstan of 28.01.2016;

6)  No. 275 is excluded according to the Order of the Minister of national economy of the Republic of Kazakhstan of 11.07.2017;

7) "Issue of consent to reorganization and liquidation of subjects of natural monopolies", according to appendix 7 to this order;

7-1) "Inclusion and exception of the State register of subjects of natural monopolies" according to appendix 7-1 to this order;

7-2)  No. 35 is excluded according to the Order of the Minister of national economy of the Republic of Kazakhstan of 06.05.2019;

8)  No. 275 is excluded according to the Order of the Minister of national economy of the Republic of Kazakhstan of 11.07.2017;

9)  No. 117 is excluded according to the Order of the Acting Minister of national economy of the Republic of Kazakhstan of 15.03.2017.

2. To provide to committee on regulation of natural monopolies and protection of the competition of the Ministry of national economy of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the first vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Licensing for Activities for Purchase of Electrical Energy for the purpose of Power Supply"

1. General provisions

1. The state service "Licensing for Activities for Purchase of Electrical Energy for the purpose of Power Supply" (further - the state service).

2. The standard of the state service is developed by the Ministry of national economy of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears territorial authorities of Committee on regulation of natural monopolies and protection of the competition of the Ministry (further - the service provider).

Reception of applications and issue of result of rendering the state service are performed through:

1) Non-commercial joint-stock company "The Government for Citizens state corporation (further - the State corporation);

2) the web portal of "the electronic government" www.egov.kz (further - the portal).

2. Procedure for rendering the state service

4. Terms of rendering the state service:

1) from the moment of delivery of document package uslugopoluchatel in the State corporation (day of reception of applications and documents does not enter rendering the state service in time), and also in case of the address on the portal:

when licensing - 15 (fifteen) working days;

in case of renewal of the license - 3 (three) working days;

in case of issue of duplicates of the license - 2 (two) working days;

2) the most allowed time of expectation for delivery of document package uslugopoluchatel in the State corporation - 15 minutes;

3) the most allowed time of servicing of uslugopoluchatel in the State corporation - 15 minutes.

5. Form of rendering the state service: electronic (partially automated) and (or) paper.

Result of rendering the state service - the license, renewal, the duplicate of the license for activities for purchase of electrical energy for the purpose of power supply or the motivated answer about refusal in rendering the state service electronically in cases and on the bases, stipulated in Item 10 these standards of the state service.

Form of provision of result of rendering the state service: electronic.

In case of the address of uslugopoluchatel through the portal the result of the state service goes to uslugopoluchatel to "personal account" in electronic form, certified by the digital signature (further - the EDS) the authorized person of the service provider.

In case of the request of uslugopoluchatel for result of rendering the state service on paper the result of rendering the state service is drawn up in electronic form, the service provider certified by the EDS and is unpacked.

7. The state service is physical and legal for a fee.

For rendering the state service the license fee for the occupation right is levied by separate types of activity which according to the Code of the Republic of Kazakhstan "About taxes and other obligatory payments in the budget (Tax code)" constitutes:

1) for licensing - 10 monthly settlement indicators;

2) for issue of the duplicate of the license - 100% of rate when licensing;

3) for renewal of the license - 10% of rate when licensing, but no more than 4 monthly settlement indicators.

Payment of the license fee is performed in cash and non-cash form through the banks of the second level and the organization performing separate types of banking activities.

In case of giving of electronic request for receipt of the license, renewal, issue of the duplicate of license for activities on purchase of electrical energy for the purpose of power supply through the portal, payment is performed through payment gateway of "the electronic government" (further - PShEP).

8. Working schedule:

1) the service provider - Monday through Friday from 9-00 till 18-30 o'clock, with lunch break from 13-00 till 14-30 o'clock, except days off and holidays according to the labor law;

2) the State corporation - Monday through Saturday inclusive, except for Sunday and holidays, according to the labor law of the Republic of Kazakhstan, according to the established working schedule from 9-00 to 20-00 o'clock without interruption.

The state service is rendered at the choice of uslugopoluchatel, according to the procedure of "electronic queue" without the accelerated servicing, possibly booking of electronic queue by means of the portal;

3) the portal - round the clock, except for technical breaks in connection with carrying out repair work (in case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, reception of applications and issue of results of rendering the state service is performed the next working afternoon).
