PRESIDENTIAL DECREE OF THE REPUBLIC OF BELARUS

of July 24, 2014 No. 367

About approval of the State program of development of system of especially protected natural territories for 2015-2019

For the purpose of increase in efficiency of functioning of especially protected natural territories for preserving natural ecological systems, biological and landscape diversity I decide:

1. Approve the enclosed State program of development of system of especially protected natural territories for 2015-2019 * (further - the State program).

2. Determine:

the customer - the coordinator of the State program the Ministry of Natural Resources and Environmental Protection (further - the customer coordinator);

customers of the State program Administration of the President of the Republic of Belarus, the Ministry of forestry, regional executive committees and the Minsk Gorispolkom (further - customers).

3. Customers within the competence provide:

accomplishment of actions of the State program;

annually, since 2016, till February 10 preparation and representation to the customer coordinator of the report on the course of accomplishment of the State program.

4. The customer coordinator provides:

accomplishment within competence of actions of the State program;

coordination of activities of customers for implementation of the State program;

annually, since 2016, till March 1 preparation and submission to Council of Ministers of the Republic of Belarus of the report on the course of accomplishment of the State program.

5. To Council of Ministers of the Republic of Belarus:

bring the State program to interested;

annually, since 2016, till April 15 to submit to the President of the Republic of Belarus the report on the course of accomplishment of the State program.

6. To Council of Ministers of the Republic of Belarus, Administration of the President of the Republic of Belarus, regional executive committees and Minsk Gorispolkom:

provide accomplishment of actions of the State program at the scheduled time;

when forming republican and local budgets for the next financial year to provide allocation of necessary means for accomplishment of actions of the State program;

take other measures for implementation of the State program and this Decree.

7. Confer the personal responsibility for timely and high-quality accomplishment of actions of the State program, target and effective use of the financial resources provided on its realization on heads of the state bodies determined in Item 2 of this Decree.

8. To impose control over the implementation of this Decree on the State Control Committee.

9. This Decree becomes effective after its official publication.

The state program of development of system of especially protected natural territories for 2015-2019

Chapter 1. General provisions

Preserving biological and landscape diversity and ecological equilibrium of natural systems according to Item 16 of the Concept of homeland security of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of November 9, 2010 No. 575 (The national register of legal acts of the Republic of Belarus, 2010, No. 276, 1/12080), is one of the main national interests in the ecological sphere.

The program of social and economic development of the Republic of Belarus for 2011-2015 approved by the Presidential decree of the Republic of Belarus of April 11, 2011 No. 136 (The national register of legal acts of the Republic of Belarus, 2011, No. 43, 1/12462), it is provided that the leading role in preserving biological and landscape diversity belongs to especially protected natural territories (further, unless otherwise specified, - OOPT).

Development of the OOPT system according to article 10 of the Law of the Republic of Belarus of October 20, 1994 "About especially protected natural territories" (Vyarkho¸naga Savet's Vedamasts_ of Respubl_k_ Belarus, 1994, No. 35, Art. 570; The National register of legal acts of the Republic of Belarus, 2000, 52, 2/171) is performed No. on the basis of implementation of the State program of development of system of especially protected natural territories.

For the purpose of realization of provisions of article 10 of the called Law and based on results of accomplishment of the State program of development of the system of especially protected natural territories for 2008-2014 approved by the Presidential decree of the Republic of Belarus of March 6, 2008 No. 146 (The national register of legal acts of the Republic of Belarus, 2008, No. 57, 1/9532), the State program of development of system of especially protected natural territories for 2015-2019 (further - the State program is developed).

The actions of the State program aimed at the development of the OOPT system, and also ensuring functioning, protection and management of OOPT are consecutive continuation of the actions realized within the State program of development of system of especially protected natural territories for 2008-2014.

Chapter 2. Feasibility statement

For January 1, 2014 the OOPT system includes 1213 objects, including 1 reserve, 4 national parks, 85 wildlife areas of republican value (31 landscape, 38 biological, 16 hydrological), 249 wildlife areas of local value, 306 nature sanctuaries republican and 568 - local value. Total area of OOPT constitutes 1615,4 of one thousand hectares, or percent 7,8 from the area of the country, including the area of OOPT of republican value - 1341,5 of one thousand hectares, or percent 6,4 from the area of the country. On the Berezinsky biospheric reserve and national parks 475,9 of one thousand hectares, or 29,5 of percent of all OOPT, is the share of wildlife areas - 1124,1 of one thousand hectares, or percent 69,6, of nature sanctuaries - 15,4 of one thousand hectares, or percent 0,9. At the same time the OOPT system is not fully representative in relation to all typical and rare natural landscapes, biotopes, the rare and being under the threat of disappearance types of wild animals and wild-growing plants yet. Not all territories having the international nature protection status have the status of OOPT. Certain part of wildlife areas needs optimization of the area, borders and the modes of protection and use, and also holding procedure of their registration and accounting as territorial units in the unified register of administrative-territorial and territorial units of the Republic of Belarus. Development of the OOPT system (the announcement, transformation and the termination of functioning of OOPT) is provided in the scheme of rational placement of especially protected natural territories of republican value till January 1, 2025 and regional schemes of rational placement of especially protected natural territories of local value.

According to the Program of social and economic development of the Republic of Belarus for 2011-2015, by 2015 it is provided to bring the area of OOPT to percent 8,1-8,3 from the area of the country. The strategic plan in the field of preserving and steady use of biodiversity for 2011-2020 accepted at the X Conference of the Parties of the Convention on biological diversity (the solution of X/2) ratified by the resolution of the Supreme Council of the Republic of Belarus of June 10, 1993 (Vyarkho¸naga Savet's Vedamastsi of Respubliki Belarus, 1993, No. 27, of the Art. 347), is provided that by 2020 at least 17 percent of regions of sushi and internal waters, and in particular the areas which are important especially for preserving biodiversity and ensuring accomplishment of ecosystem services will be kept due to effective and fair management, functioning of ecologically representative and well connected among themselves systems of the protected areas.

OOPT provide preserving natural balance, biological diversity, including genetic fund, and serve as the centers of reproduction of objects of plant and animal life in combination with the limited and approved use of other natural resources, promote preserving in natural state of the rare and typical landscapes, inundated meadows, the old-age woods, marsh arrays and water objects playing important role in forming of microclimate and improvement of ecological situation. About 80 percent of rare species and wild-growing plants which are under the threat of disappearance and about 90 percent of rare species and the wild animals who are under the threat of disappearance live in borders of OOPT.

In the country are created and the public nature protection institutions exercising control of OOPT, including the Berezinsky biospheric reserve, national parks and 26 wildlife areas of republican value function. Further enhancement and development of management system by wildlife areas of republican value and completion of states of data of public institutions by qualified personnel is required.

Within implementation of the State program of development of system of especially protected natural territories for 2008-2014 developed 16 management plans of OOPT, including for the Berezinsky biospheric reserve, national parks and wildlife areas of republican value "Central Pripyat", "Yelnya", "Osveysky", "Prostyr", "Zvanets", "Sporovsky", "Lebyazhy", "Volmyansky", "Vygonoshchanskoye", "Red Bohr", "Pribuzhsky Polesia". Now development of evidence-based management plans by wildlife areas of republican value, perspective for development of recreational activities, and also having the international nature protection status is required.

Steady management of OOPT, first of all the international value, requires implementation of actions, the invasive alien types of wild-growing plants directed to regulation of distribution, fight against overgrowing of open meadows and low-lying swamps by wood and shrubby vegetation which loss leads to disappearance of the related wetland types of wild-growing plants and wild animals, creation of conditions for reproduction of separate types of wild animals and wild-growing plants, and others.

Conducting regulated recreational activities is one of basic elements of ensuring steady use of natural complexes and objects of OOPT. For the period implementation of the State program of development of system of especially protected natural territories for 2008-2014 positive dynamics in development of recreation was planned for OOPT. Considerably infrastructure for involvement of tourists in national parks improved: hotels, the museums of the nature, open-air cages for demonstration of wild animals are constructed, excursion routes are developed (pedestrian, bicycle, horse, water). Thanks to it national parks annually accept more than 130 thousand tourists and vacationers.

Within implementation of actions works on construction of the museum of the nature and forming of its exposure, construction of hotel of "Tours" on 38 places in National park "Pripyat" are performed on creation of conditions for development of recreation, ecological formation of the population on OOPT, improvement of the resort settlement of Narach and the camping of the same name in National park Narochansky is carried out, the construction of captive complexes in the Berezinsky biospheric reserve and National park Braslau Lakes is made, more than 30 ecological tracks and tourist routes in the territory of national parks and wildlife areas are equipped. Besides, material and technical resources of the Berezinsky biospheric reserve, national parks, and also 26 wildlife areas of republican value are strengthened, for management of which the public nature protection institutions are created, the tourist stock purchased.

Thanks to implementation of the State program of development of system of especially protected natural territories for 2008-2014 the recreation gained development in the territory of more than 26 wildlife areas of republican value among which special popularity at the population enjoy Vygonoshchanskoye, Sporovsky, "Pribuzhsky Polesia", "Central Pripyat", "Red Bohr", Sinsh, Naliboksky and others. Actively the new directions of ecological tourism - ornithological and botanical tourism develop.

Accomplishment of these actions allowed to increase recreational attractiveness of OOPT and three times to increase the number of the tourists visiting OOPT.

Chapter 3. The main purpose, tasks and actions of the state program

Main objective of the State program - preserving natural ecological systems, biological and landscape diversity by ensuring functioning of the OOPT effective system.

For achievement of this purpose the following tasks are determined:

development of the OOPT system by realization:

The national strategy of development for system of especially protected natural territories till January 1, 2030;

schemes of rational placement of especially protected natural territories of republican value till January 1, 2025;

regional schemes of rational placement of especially protected natural territories of local value;

ensuring functioning, protection and management of OOPT by realization of the following events: development and accomplishment of management plans of OOPT, advanced training of employees of the public nature protection institutions exercising control of OOPT, recovery of the broken ecological systems, creation of artificial nesting grounds for rare species of birds, forming of additional infrastructure facilities of recreation on OOPT, holding festivals, conferences and other similar actions, the edition of books, booklets for the purpose of increase in knowledge of the population of functioning of OOPT, maintaining the register of OOPT and another.

Tasks and indicators of the State program are determined according to appendix 1.

For the purpose of implementation of the State program accomplishment of actions according to appendix 2 is provided.

Chapter 4. Resource providing the State program

The state program belongs to the category of ecological and is socially oriented.

In case of annual allocation of financial resources on implementation of the State program of their amount indexations taking into account inflation are subject.

Resource providing the State program according to appendix 3 (in the prices operating for January 1, 2014) is provided at the expense of means:

republican budget;

local budgets;

means of the international technical assistance.

Costs for implementation of actions of the State program will constitute 119 730 million rubles, including:

97 480 million rubles - means of the republican budget;

16 310 million rubles - means of local budgets;

5940 million rubles - means of the international technical assistance.

Chapter 5. The expected results of implementation of the State program

Accomplishment of the State program will provide:

optimization of the OOPT system by implementation of the scheme of rational placement of especially protected natural territories of republican value till January 1, 2025 and regional schemes of rational placement of especially protected natural territories of local value therefore the area of OOPT will constitute at least 1723 thousand hectares, or percent 8,3 from the area of the country;

increase in management efficiency of OOPT due to plan development of management for 13 wildlife areas of republican value and implementation of developed management plans of OOPT;

recovery of natural complexes and ecological systems (the drained swamps, the waterlogged territories, the growing open meadows, the territories subject to erosion) on the area about 1200 thousand hectares;
