1. Approve enclosed:

1) criteria of competitive selection of territorial clusters;

2) Rules of carrying out competitive selection of territorial clusters.

2. This resolution becomes effective after ten calendar days after day of its first official publication.

Criteria of competitive selection of territorial clusters

Competitive selection of territorial clusters requires their compliance to the following criteria:

1. The level of development of the created territorial cluster:

1) availability of group of the interconnected and complementary specialized companies and the organizations (at least 10 neaffiliirovanny legal entities) in industries, priority for the region;

2) availability of the worked projects directed to lengthening of technological chain;

3) availability of investments of business into development of territorial cluster.

2. Availability of conditions for further development of territorial cluster in the region:

1) necessary raw materials and natural resources;

2) availability of human resources;

3) production capacities (companies) for creation of technological chain and the necessary accompanying services;

4) development of energy infrastructure;

5) development of transport infrastructure; 

6) development of industrial and innovative infrastructure;

7) development of educational infrastructure;

8) financial resources.

3. The importance of development of territorial cluster for the region in which it is located and industry which it treats (on the basis of development of dynamics of the previous 5 years):

1) for the region in which it is located, from the point of view of number occupied, volumes of production at the companies of territorial cluster and amounts of their export;

2) for industry which it treats, in general from the point of view of number occupied, volumes of production at the companies of cluster and amounts of their export.

4. Prospects of development of cluster:

1) market perspectives;

2) economic effect of development of territorial cluster in type:

production growths in volumes on core activity;

growth occupied on core activity and on the accompanying productions.

Rules of carrying out competitive selection of territorial clusters

1. General provisions

1. These rules of carrying out competitive selection of territorial clusters (further - Rules) are developed according to the State program of industrial and innovative development of the Republic of Kazakhstan for 2015 - 2019 approved by the Presidential decree of the Republic of Kazakhstan of August 1, 2014 No. 874 (further - the State program), and determine procedure for carrying out competitive selection of territorial clusters.
