About implementation of the investment project

For the purpose of implementation of the investment project "Construction of Group of Buildings of Public Institution " Clinical Medical Center " near the Village Zhdanovichi of the Minsk District" I decide:

1. Perform in 2014 – the I quarter 2018 implementation of the investment project "Construction of Group of Buildings of Public Institution " Clinical Medical Center " near the Village Zhdanovichi of the Minsk District" (further - the investment project) providing designing and construction of group of buildings with the engineering and transport infrastructure necessary for its functioning (further - group of buildings).

2. Determine:

2.1. "Management of Capital Construction of Mingorispolkom" municipal unitary enterprise the customer on designing and construction of group of buildings (further - the customer);

2.2. republican project unitary enterprise "Award of the Labour Red Banner "Belgosproyekt Institute general project organization for designing of group of buildings and implementation of designer's service;

2.3. Stroytrest No. 1 open joint stock company general contract organization on construction of group of buildings (further - the prime contractor);

2.4. the production republican unitary enterprise "Geoservice" the subcontract organization for carrying out engineering and geodetic, engineering-geological and other works on construction site of group of buildings.

3. Determine that:

3.1. the customer of the group of buildings having the right to allocate for construction in the project documentation of stage "The construction project" stages of works with simultaneous performance of works on construction of group of buildings (concurrent engineering and construction) in the presence of the project documentation of stage approved in accordance with the established procedure "The architectural project" without development of reasons for investments;

3.2. execution in accordance with the established procedure of documents on withdrawal of the parcels of land in permanent and temporary use is performed in parallel with performance of works on construction of group of buildings;

3.3. before accomplishment of design and exploration work cutting down of wood and shrubby vegetation in the amounts necessary for carrying out topographical works and engineering-geological researches on construction site of group of buildings is allowed;

3.4. the construction of group of buildings is performed with the right of removal of objects of flora without carrying out compensation landings and compensation payments of cost of the deleted flora objects. The received wood is implemented in the procedure established by the legislation by the legal entities conducting forestry management;

3.5. before construction of group of buildings removal on the occupied parcels of land of fertile layer of earth with its use is made for the needs connected with construction of group of buildings, and other needs in coordination with the Minsk district executive committee;

3.6. approval of the President of the Republic of Belarus of the location of the parcel of land for construction of engineering and transport infrastructure of group of buildings in case of need of withdrawal and provisions of such sites from farmlands of agricultural purpose, forest lands of forest fund (the woods of the first group) is not required;

3.7. financing of works on designing and construction of group of buildings is performed:

in 2014 by budget funds of Minsk;

in 2015-2017 annually in the amount of:

25 percent - from means of the republican budget within the state investing program for 2015-2017;

75 percent - from budget funds of Minsk;

3.8. the customer has the right to perform designing and construction of group of buildings in the water protection zone and coastal strip of the Zaslavsky water storage basin according to the project documentation;

3.9. the customer conducts procurement of medical equipment and products of medical assignment for equipment of group of buildings using procurement procedure from one source according to the preliminary specifications developed by public institution "Republican clinical medical center" of Administration of the President of the Republic of Belarus.

Procurement authority of medical equipment and products of medical assignment is the production and trade republican unitary enterprise "Belmedtekhnika";

3.10. acquisition of furniture for group of buildings, except for the furniture relating to medical equipment and products of medical assignment is performed without holding procurement procedure by negotiations at the organizations which are part of the Belarusian production and trade concern forest woodworking and pulp and paper industry;

3.11. for accomplishment of artworks in group of buildings without holding procurement procedure on terms of negotiations the unitary enterprises "Art Plant", "Sculptural Plant", "Plant of arts and crafts of A. M. Kishchenko" and public association "Belarusian union of artists" are attracted;

3.12. for the purpose of implementation of the investment project the parcels of land for servicing of engineering and transport infrastructure from lands of the nature protection, improving, recreational, historical and cultural assignment, lands of forest fund which are not provided under the terms of their operation for forest growing are provided in permanent use or lease.

4. Exempt during implementation of the investment project from customs duties for making of customs transactions, the value added tax levied by customs authorities and also import customs duties (taking into account the international obligations of the Republic of Belarus) processing equipment (component parts and duplicate parts to it), the raw materials and materials (further - goods) imported on the territory of the Republic of Belarus for exclusive use in the territory of the Republic of Belarus for the purpose of implementation of the investment project.

The basis for provision of the privileges determined in part one of this Item is submission to customs authority of the conclusion of the Minsk Gorispolkom about purpose of imported goods for exclusive use in the territory of the Republic of Belarus for the purpose of implementation of the investment project containing data on the name, quantity and cost of the goods, persons performing their import, details of the external economic contracts based on which commodity importation is performed, and for the purposes of release from import customs duties - also confirmation about accomplishment of the conditions established by legal acts of the Customs union within Eurasian economic community.

In case of inappropriate use of the goods imported with provision of the privileges determined in parts one of this Item, customs duties for making of customs transactions, the value added tax and import customs duties are paid collected) according to the legislation.

Concerning the goods imported with provision of the privileges determined in part one of this Item, and used for implementation of the investment project, restrictions on use and (or) the order with such goods are effective before the termination of term of implementation of the investment project, but no more than five years from the date of the room of these goods under customs procedure of release for internal consumption.
