About conditions and procedure for payment by installments of one-time payment for use of natural resources in case of approach of the certain events stipulated in the license

1. Determine that payment of one-time payment for use of natural resources in case of approach of the certain events stipulated in the license (further - one-time payment), can be made by parts in the following cases:

a) established fact of discovery of the field of minerals on the subsoil plot the subsoil user who was carrying out works on geological studying of subsoil of such site for exploration and production of minerals of the found field;

b) the license to use one subsoil plot for the purpose of exploration and production of minerals or for the purpose of geological studying, exploration and production of minerals contains the obligation of the subsoil user on liquidation of excavations, including boreholes (without the right of mining), and other constructions connected with use of natural resources on other subsoil plot.

2. Determine that in the cases specified in Item 1 of this resolution, payment of one-time payment is performed in the following procedure:

a) 20 percent of the amount of one-time payment are paid within 30 calendar days from the date of state registration of the license;

b) 80 percent of the amount of one-time payment are paid no later than the expiration of 5 years from the date of state registration of the license.

3. Determine that in case of the termination (including early) mineral rights before the expiration of the period of payment by installments specified in the subitem "b" of Item 2 of this resolution (except for the case provided by parts five and the sixth article 2.1 of the Law of the Russian Federation "About subsoil"), the one-time payment is completely paid no later than the expiration of 10 days from the date of adoption in accordance with the legislation of the Russian Federation of the decision on the termination of mineral right.
