1. Approve the enclosed Rules of determination of the list of the organizations and physical persons concerning which there are data on their participation in extremist activities or terrorism, and bringing this list to data of the organizations performing transactions with money or other property, other legal entities, and also physical persons.

2. Recognize invalid acts of the Government of the Russian Federation according to the list according to appendix.

Rules of determination of the list of the organizations and physical persons concerning which there are data on their participation in extremist activities or terrorism, and bringing this list to data of the organizations performing transactions with money or other property, other legal entities, and also physical persons

1. These rules according to the Federal Law "About Counteraction of Legalization (Washing) of Income Gained in the Criminal Way and to Terrorism Financing" (further - the Federal Law) identify procedure for forming of the list of the organizations and physical persons concerning whom there are data on their participation in extremist activities or terrorism (further - the list), and bringing the list to data of the organizations performing transactions with money or other property, other legal entities, and also physical persons.

2. The list is created by Federal Service for Financial Monitoring in the way:

a) inclusions of the organizations and (or) physical persons in the list in cases:

obtaining from the state bodies specified in Item 3 of these rules, information on availability of the bases, stipulated in Item 2.1 articles 6 of the Federal Law for inclusion in the list;

introductions in legal force of the resolution on purpose of administrative punishment for making of administrative offense, the stipulated in Article 15.27.1 Russian Federation Codes of Administrative Offences (further respectively - administrative punishment, administrative offense) if proceedings on administrative offense were initiated by officials of Federal Service for Financial Monitoring;

the paragraph the fourth ceased to be valid according to the Order of the Government of the Russian Federation of 01.11.2022 No. 1955

b) exceptions of the organizations and (or) physical persons of the list in cases:

obtaining from the state bodies specified in Item 6 of these rules, information on availability of the bases, stipulated in Item 2.2 articles 6 of the Federal Law for exception of the list;

cancellations of the resolution on purpose of administrative punishment, change of the specified resolution providing exception of the administrative responsibility for administrative offense which took legal effect or the expirations during which person is considered subjected to administrative punishment if proceedings on administrative offense were initiated by officials of Federal Service for Financial Monitoring;

the paragraph the fourth ceased to be valid according to the Order of the Government of the Russian Federation of 01.11.2022 No. 1955

c) entering of adjustments into the data on the organizations and (or) physical persons containing in the list, in case:

obtaining from the state bodies specified in Item 8 of these rules, information on change of such data;

the paragraph third ceased to be valid according to the Order of the Government of the Russian Federation of 01.11.2022 No. 1955

3. Information on availability of the bases for inclusion of the organizations and (or) physical persons in the list is submitted in Federal Service for Financial Monitoring:

a) The Prosecutor General's Office of the Russian Federation, prosecutor's offices of subjects of the Russian Federation and military and other specialized prosecutor's offices equated to them - on the bases provided by subitems 1 (in the part concerning information on the judgment of the Russian Federation which took legal effect on liquidation or you will lock organization activities in connection with her participation in extremist activities or terrorism), 2 (in the part concerning information on the court verdict of the Russian Federation which took legal effect on recognition of person guilty of making at least of one of the crimes specified in the subitem), 2.1 (in the part concerning information on the resolution on purpose of administrative punishment which took legal effect if proceedings on administrative offense were initiated by the prosecutor) and 3 (in part, the concerning information on the made decision on suspension of operations of the organization in connection with appeal to the court with the statement for involvement of the organization to responsibility for extremist activities) Item 2.1 of article 6 of the Federal Law;

b) investigating bodies of the Investigative Committee of the Russian Federation - on the bases provided by subitems 4 (in the part concerning information on recognition of person by the suspect of making at least of one of the crimes specified in the subitem) and 5 (in the part concerning information on involvement of person as the person accused in making at least of one of the crimes specified in the subitem) Item 2.1 of article 6 of the Federal Law;
