About approval of standards of the state services in the field of traffic safety

1. Approve the enclosed standards of the state services:

1) "State registration, accounting and removal from accounting of separate types of vehicles on vehicle identification number, and also issue of registration certificates of vehicles and the state registration registration plates" according to appendix 1 to this order;

2) "Issue of car driver licenses" according to appendix 2 to this order.

2. To committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Lepekh I. V.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To chiefs of Departments of police of the cities of Astana, Almaty, Shymkent and areas, representative offices of the Ministry of Internal Affairs of RK in the city of Baikonur:

1) to provide studying and observance of requirements of this order by staff of law-enforcement bodies;

2) to organize work of law-enforcement bodies according to requirements of this order.

4. To impose control of execution of this order on the deputy minister of internal affairs of the police major general Turgumbayev E. Z and the Committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Lepekh I. V).

5. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "State Registration and Accounting of Separate Types of Vehicles on Vehicle Identification Number"

Chapter 1. General provisions

1. State service: "State registration, accounting and removal from accounting of separate types of vehicles on vehicle identification number, and also issue of registration certificates of vehicles and the state registration registration plates" (further - the state service).

2. The standard of the state service is developed by the Ministry of Internal Affairs of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears territorial subdivisions of the Ministry of Internal Affairs of the Republic of Kazakhstan (further – the service provider).

Documents acceptance and issue of results of rendering the state service are performed through:

1) registration and examination divisions of law-enforcement bodies (further – the RAP);

2) Non-commercial joint-stock company "The Government for Citizens State Corporation (Further — the State Corporation) ".

Documents acceptance for rendering the state service is performed also through the web portal of "the electronic government" www.egov.kz.

Chapter 2. Procedure for rendering the state service

4. Terms of rendering the state service:

1) in case of the address to the RAP or to the State corporation:

from the moment of delivery of document package – 90 minutes;

the most allowed time of expectation for delivery of necessary documents – 20 minutes;

the most allowed time of documents acceptance of one uslugopoluchatel – 20 minutes;

2) in case of the address on the portal: from the moment of delivery of documents – 60 minutes.

The service provider from the moment of receipt of documents of uslugopoluchatel checks completeness of the submitted documents.

In case of factual determination of incompleteness of the submitted documents the service provider gives written motivated refusal in documents acceptance.

5. Form of rendering the state service: electronic (partially automated) or paper.

6. Result of rendering the state service – issue of the registration certificate of the vehicle (further – SRTS) and (or) the state registration registration plate (further – GRNZ), mark in SRTS about removal from accounting, or the motivated answer about refusal in rendering the state service, in cases and on the bases, stipulated in Item 11 these standards of the state service.

The result of rendering the state service is issued to the uslugopoluchatel or his representative who is acting on the basis of the power of attorney (for physical persons notarized), on presentation of the document proving the identity.

7. The state service is rendered for a fee.
