About approval of Sanitary standards and the rules "Sanitary and Epidemiologic Requirements to Places of Burial and Crematoriums" and recognition No. 222 which voided resolutions of the Ministry of Health of the Republic of Belarus of December 20, 2008

Based on article 13 of the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population", paragraph two of subitem 8.32 of Item 8 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446 "About some questions of the Ministry of Health and measures for implementation of the Presidential decree of the Republic of Belarus of August 11, 2011 No. 360" the Ministry of Health of the Republic of Belarus DECIDES:

1. Approve the enclosed Sanitary standards and the rules "Sanitary and Epidemiologic Requirements to Places of Burial and Crematoriums".

2. Declare invalid the resolution of the Ministry of Health of the Republic of Belarus of December 20, 2008 No. 222 "About approval of Sanitary standards, rules and hygienic standard rates "Hygienic requirements to placement, the device and content of places of burial".

3. This resolution becomes effective in fifteen working days after its signing.

Sanitary standards and rules "Sanitary and Epidemiologic Requirements to Places of Burial and Crematoriums"

Chapter 1. General provisions

1. These Sanitary standards and rules establish sanitary and epidemiologic requirements to the territory of places of burial and crematoriums, water supply and the sewerage, content of the office buildings, constructions and rooms intended for servicing of places of burial and crematoriums (further - buildings and constructions), to burial, reburial and transportation of bodies (remains) of the dead, and also working conditions working.

2. These Sanitary standards and rules are obligatory for observance by state bodies, other organizations, physical persons, including individual entrepreneurs.

3. For the purposes of these Sanitary standards and rules the main terms and their determinations in the values established by the Law of the Republic of Belarus of November 12, 2001 "About burial and funeral case" are used (The national register of legal acts of the Republic of Belarus, 2001, No. 107, 2/804; National legal Internet portal of the Republic of Belarus, 11.01. 2015, 2/2235), the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population" (The national register of legal acts of the Republic of Belarus, 2012, No. 8, 2/1892), the Law of the Republic of Belarus of June 24, 1999 "About drinking water supply" (The national register of legal acts of the Republic of Belarus, 1999, No. 50, 2/46).

4. Requirements of these Sanitary standards and rules extend to the projectible, under construction (built), reconstructed, operating places of burial and crematoriums irrespective of their subordination and patterns of ownership, except for places of burial and crematoriums, construction (construction) and which reconstruction began before entry into force of these Sanitary standards and rules.

5. Perpetrators bear responsibility according to legal acts of the Republic of Belarus for violation of these Sanitary standards and rules.

Chapter 2. Requirements to the territory of places of burial and crematoriums

6. The sanitary protection zone of crematorium is determined according to the sanitary standards and rules establishing requirements to the organization of sanitary protection zones of the companies, constructions and other objects which are objects of impact on health of the person and the environment.

7. The size of the minimum distance between the created place of burial and border of the housing estate, gardening partnership, country cooperative, the rest area relating to the natural territories which are subject to special protection is established according to the legislation of the Republic of Belarus.

8. Placement of places of burial is forbidden:

in the first and second belt of zone of sanitary protection of superficial and underground sources of drinking water supply;

within sanitary protection strip around the first belt of zone of sanitary protection of water constructions.

9. The territory of places of burial and crematoriums (drives, paths, beds, lawns and other places of public use) shall be cleared timely of garbage and be kept clean.

10. Warehousing of solid municipal waste, including the used ritual accessories, out of the established places of temporary storage of waste (containers, ballot boxes, platforms of containerless type) is forbidden.

11. Placement, the equipment and content of container areas and reservoirs (containers, ballot boxes), platforms of containerless type for temporary storage of waste, including the used ritual accessories, in the territory of places of burial and crematoriums shall be performed according to sanitary standards and rules, establishing requirements to the territory of settlements and the organizations, these Sanitary standards and rules.

12. In the territory of places of burial in the rural zone for temporary storage of waste the platform of containerless type equipped with tripartite barrier height can be organized m 1,5 with the asphalted (concrete) basis suffices.

13. Solid municipal waste from the territories of places of burial and crematoriums shall be exported on subjects to burial (conversion) of solid municipal waste with the frequency excluding overflow of containers for collection of solid municipal waste and platforms of containerless type.

14. Burning of solid municipal waste, including the used ritual accessories, their burial in the territory of places of burial and crematoriums, and also or destruction in a different way is forbidden to the territory adjoining to them.

15. Places of burial and crematoriums shall be provided with public toilets by determination of local executive and administrative organs of basic territorial level.

16. The device, the equipment and content of public toilets as connected to networks of centralized water supply and the sewerage, and in not channeled areas shall conform to requirements of the sanitary standards and rules establishing requirements to the territory of settlements and the organizations, these Sanitary standards and rules.
