According to the subitem 1) article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" PRIKAZYVAYU:

1. Approve standards of the state services:

1) "Issue of passports, identity certificates to citizens of the Republic of Kazakhstan" according to appendix 1 to this order;

2) "Issue of the temporary identity certificate to citizens of the Republic of Kazakhstan" according to appendix 2 to this order;

3) "Registration at the place of residence of the population of the Republic of Kazakhstan" according to appendix 3 to this order;

4) "Removal from registration at the place of residence of the population of the Republic of Kazakhstan" according to appendix 4 to this order;

5) No. 1038 is excluded according to the Order of the Minister of Internal Affairs of the Republic of Kazakhstan of 05.12.2019;

6) "Submission of the data confirming registration on the permanent residence in the settlement of the border territory" according to appendix 6 to this order.

2. (Sainov S. S.) to provide to department of migratory police of the Ministry of Internal Affairs of the Republic of Kazakhstan:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan and on the intranet portal of state bodies.

3. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan Turgumbayev E. Z. and Department of migratory police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Sainov S. S.).

4. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Issue of Passports, Identity Certificates to Citizens of the Republic of Kazakhstan"

Chapter 1. General provisions

1. The state service "Issue of Passports, Identity Certificates to Citizens of the Republic of Kazakhstan" (further - the state service).

2. The standard of the state service is developed by the Ministry of Internal Affairs of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears territorial subdivisions of the Ministry (further - the service provider).

Documents acceptance for rendering the state service is performed through:

1) the service provider in non-commercial joint-stock company "The Government for Citizens state corporation (further - the State corporation);

2) the web portal of "the electronic government" (further - the portal): www.egov.kz - in case of exchange of the identity document, in connection with modification of documents, according to new technology of their production.

Issue of result of rendering the state service is performed through:

1) State corporation;

2) the service provider - in case of documents acceptance by means of the portal.

Chapter 2. Procedure for rendering the state service

4. Term of rendering the state service:

1) from the date of delivery by uslugopoluchatel of packet of necessary documents in the State corporation, and also in case of the address on the portal - no later than 15 (fifteen) working days.

In case of the appeal to the State corporation for receipt of documents in the accelerated procedure: for Nour-Sultan's cities, Almaty, Shymkent and Aktobe - on 1 category of urgency up to 1 (one) working day, on 2 categories of urgency up to 3 (three) working days; for the regional centers - on 1 category of urgency up to 3 (three) working days, on 2 categories of urgency up to 5 (five) working days; for areas and the cities of areas - on 3 categories of urgency up to 7 (seven) working days (day of acceptance does not enter rendering the state service in time);

2) the maximum allowed time of expectation for delivery of document package - 15 (fifteen) minutes;

3) the maximum allowed time of servicing of uslugopoluchatel - 30 (thirty) minutes.

5. Form of rendering the state service: electronic (partially automated) or paper.

6. Result of rendering the state service - issue of the passport and (or) identity certificate of the citizen of the Republic of Kazakhstan.

Form of provision of result of the state service: paper.

The state service is rendered to physical persons (further - uslugopoluchatel) on paid basis. For rendering the state service the state fee which according to article 615 of the Code of the Republic of Kazakhstan of December 25, 2017 "About taxes and other obligatory payments in the budget" (further - the Tax code) constitutes for issue of the passport of the citizen of the Republic of Kazakhstan 8 monthly settlement indicators (further - MRP), and for certification of the identity of the citizen of the Republic of Kazakhstan of 0,2 MRP established on the date of payment of the state fee is collected.

Payment can be performed through payment gateway of "the electronic government" (further - PShEP) or banks of the second level.

In case to giving of electronic request for receipt of the state service through the portal, payment is performed through PShEP.

8. Working schedule:

1) the service provider - Monday through Friday from 9-00 till 18-30 o'clock without interruption for lunch, on Saturday from 9-00 till 13-00 o'clock, day off - Sunday and holidays, according to the labor law of the Republic of Kazakhstan.

Documents acceptance and issue of result of rendering the state service (drawn up through the portal) is performed by the service provider Monday through Friday from 9-00 till 18-00 o'clock without interruption for lunch, on Saturday from 9-00 till 13-00 o'clock, day off - Sunday and holidays, according to the labor law of the Republic of Kazakhstan.

2) the State corporation - Monday through Saturday inclusive, according to the established working schedule from 9-00 till 20-00 o'clock without interruption for lunch, day off - Sunday and holidays, according to the labor law of the Republic of Kazakhstan.
