ORDER OF THE MINISTER OF INVESTMENTS AND DEVELOPMENT OF THE REPUBLIC OF KAZAKHSTAN

About establishment of requirements for equipment energy efficiency, including electric equipments

(as amended on 15-12-2022)

According to subitem 6-8) of article 5 of the Law of the Republic of Kazakhstan "About energy saving and increase in energy efficiency" PRIKAZYVAYU:

1. Establish the enclosed requirements for equipment energy efficiency, including electric equipments.

2. To committee of industrial development and industrial safety of the Ministry for Investments and Development of the Republic of Kazakhstan (Erzhanov A. K.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction of the copy on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Requirements for equipment energy efficiency, including electric equipments

Chapter 1. General provisions

1. These Requirements for equipment energy efficiency, including electric equipments (further – Requirements) electric equipments are developed according to subitem 6-8) of article 5 of the Law of the Republic of Kazakhstan "About energy saving and increase in energy efficiency" for the purpose of establishment of requirements of energy efficiency for the equipment, including.

2. In these Requirements the following basic concepts are applied:

1) the frequency converter for regulation of speed of rotation – the converter of the electrical energy, for continuous control given on the electric motor of electrical energy for the purpose of its transformation in mechanical, according to the set high-speed characteristic of torque of loading by change of frequency of alternating current of power line;

2) dekarbonizator – the device for removal from water of free coal acid by blowing off of this water air;

3) loading – all numerical values of electrical and mechanical quantities demanded from the rotating electrical machine by power network or the mechanism jointed with it at present time;

4) the heat exchanger – the device for transfer of heat from heated (liquid or gaseous) the heat carrier to colder;

5) the power transformer – the static device having two or more windings, intended for transformation by means of electromagnetic induction of one or several systems of alternating voltage and current to one or several other systems of alternating voltage and the current having usually other values with the same frequency for the purpose of transfer of capacity;

6) repeatedly – the short-term periodic mode – the sequence of identical cycles of operation of the engine in case of which employment duration with loading is insufficient for achievement of thermal balance;

7) the asynchronous engine with short-circuited rotor (further – electric motors) – the electric motor without the mobile contacts, collectors, contact rings or electric contacts attached to rotor;

8) rated power – the numerical value of output capacity included in ratings;

9) the mode – nature of change of loading (loadings), for which (which) the machine is intended, including if it is necessary, the periods of start-up of electric braking, idling, condition of shutdown and rest, and also their duration and the sequence in time;

10) the refrigerating device – the heat-insulated camera of factory production with one or several departments which chilling is provided with one or several refrigerating aggregates, natural convection and (or) system without education hoarfrost;

11) class of energy efficiency of the transformer – the characteristic of the transformer determined by the wastage rate in the transformer (its energy efficiency);

12) the electric motor – the electromechanical device intended for transformation of electrical energy to mechanical energy rotary or progress;

13) efficiency of the electric motor (further - efficiency) – the coefficient expressed as a percentage equal to the relation of useful power on electric motor shaft to the active capacity consumed by the electric motor from network, expressed in kilowatts;

14) energy efficiency – the quantitative relation of amount of the provided services, works, the turned-out products (goods) or the made energy resources to the initial energy resources spent for it;

15) management in the field of energy saving and increase in energy efficiency (further – power management) - complex of the administrative actions aimed at providing rational consumption of energy resources and increase in energy efficiency of object;

16) the Frost Free/Frost-fri system is system which inside constantly there is air circulation diversely by means of the built-in fan that allows to avoid formation of ice and hoarfrost on walls freezing and refrigerating departments.

3. These Requirements extend to the following group of the equipment, including electric equipment:

1) electric motors;

2) light sources;

3) power transformers;

4) refrigerating devices.

Chapter 2. Requirements for energy efficiency for electric motors

4. These Requirements extend to three-phase electric motors of general purpose:

1) capacity from 0,75 to 375 kilowatts (further - kW) inclusive, expected work in the continuous mode;

2) with number of poles 2, 4, 6;

3) with a nominal frequency of 50 - 60 Hertz, with a rated voltage up to 1000 Volts;

4) for the mode of works S1 (the long mode) or S3 (the repeated and short-term mode) with nominal duration of inclusion of 80% and above.

5. Electric motor energy efficiency indicator, including electric equipments the efficiency is.

6. These Requirements do not extend to the electric motors with number of poles 8 and more established on means of railway, automobile, sea, internally water, air transport, explosion-proof engines, and also multi-speed engines with the increased sliding.

7. Requirements for efficiency values which have values for all engines with rated power from 0,75 up to 375 kW at least values established for all engines equipped with frequency converters of regulation of speed of rotation, specified in appendix 1 to these Requirements are imposed to electric motors.

7-1. To apply correction coefficients towards decrease in efficiency to electric motors of different age: 5 - 8 years of-5%, over 8 years - 15%.

7-2. To the electric motors which underwent repair to establish correction coefficients towards decrease in efficiency: the 1st repair - 5%, the 2nd repair of-10%.

Chapter 3. Requirements for energy efficiency for light sources

8. Energy efficiency indicators for light sources are:
