Federal regulations and rules of use of atomic energy "Collection, conversion, storage and conditioning of liquid radioactive waste. Safety requirements" (NP-019-15)

I. Appointment and scope

1. These federal regulations and rules of use of atomic energy "Collection, conversion, storage and conditioning of liquid radioactive waste. Safety requirements" (are developed by NP-019-15) (further - Safety requirements) according to the Federal Law of November 21, 1995 No. 170-FZ "About use of atomic energy" (The Russian Federation Code, 1995, No. 48, Art. 4552; 1997, No. 7, Art. 808; 2001, No. 29, Art. 2949; 2002, No. 1, Art. 2; No. 13, Art. 1180; 2003, No. 46, Art. 4436; 2004, No. 35, Art. 3607; 2006, No. 52, Art. 5498; 2007, No. 7, Art. 834; No. 49, Art. 6079; 2008, No. 29, Art. 3418; No. 30, Art. 3616; 2009, No. 1, Art. 17; No. 52, Art. 6450; 2011, No. 29, Art. 4281; No. 30, Art. 4590, Art. 4596; No. 45, Art. 6333; No. 48, Art. 6732; No. 49, Art. 7025; 2012, No. 26, Art. 3446; 2013; No. 27, the Art. 3451), the Federal Law of July 11, 2011 No. 190-FZ "About the treatment of radioactive waste and modification of separate legal acts of the Russian Federation" (The Russian Federation Code, 2011, No. 29, Art. 4281; 2013, No. 27, the Art. 3480), the order of the Government of the Russian Federation of December 1, 1997 No. 1511 "About approval of the Regulations on development and approval of federal regulations and rules of use of atomic energy" (The Russian Federation Code, 1997, No. 49, Art. 5600; 1999, No. 27, Art. 3380; 2000, No. 28, Art. 2981; 2002, No. 4, Art. 325; No. 44, Art. 4392; 2003, No. 40, Art. 3899; 2005, No. 23, Art. 2278; 2006, No. 50, Art. 5346; 2007, No. 14, Art. 1692; No. 46, Art. 5583; 2008, No. 15, Art. 1549; 2012, No. 51, Art. 7203).

2. These Safety requirements establish requirements to safety in case of collection, conversion, storage and conditioning of liquid radioactive waste (further - ZhRO) (the organic and inorganic liquids which are not subject to further use, pulps, slimes, content of radionuclides in which exceeds the extreme values of specific activity in waste established by regulatory legal acts) on nuclear installations, radiation sources, in Items of storage of nuclear materials and radioactive materials, storage Items (storages) of radioactive waste (further - storage Items).

3. These Safety requirements extend to the nuclear installations designed, constructed, operated and taken out of service, radiation sources and Items of storage in case of collection, conversion, storage and conditioning of ZhRO.

4. These Safety requirements do not extend to the address with the special ZhRO including which are saved up in superficial (industrial) reservoirs storages of ZhRO and tailings dams.

II. General requirements to safety in case of collection, conversion, storage and conditioning of liquid radioactive waste

5. In case of collection, conversion, storage and conditioning of ZhRO it is necessary to provide:

exception of radiation of workers (personnel) and the population from radiative effects of ZhRO over the limits set by regulations of radiation safety;

data to reasonably achievable low level of radiation of workers (personnel) and the population taking into account requirements of health regulations and standard rates of ensuring radiation safety;

reducing amount of ZhRO taking into account technology and economic factors;

accident prevention and weakening of their effects in case of origin.

6. Technical means and organizational actions for safety in case of collection, conversion, storage and conditioning of ZhRO shall be determined according to these Safety requirements, requirements of regulatory legal acts, including requirements of federal regulations and rules of use of atomic energy, and also health regulations and standard rates of ensuring radiation safety, taking into account the following characteristics of ZhRO:

education source;

amount;

physical and chemical properties, nature (organic, inorganic substances);

radio nuclide composition, total and specific activity of radionuclides, half-life period of radionuclides;

fire-and-explosion hazards.

7. Technical means and organizational actions for safety in case of collection, conversion, storage and conditioning of ZhRO shall be determined taking into account the maximum admissible activity of ZhRO on nuclear installation, radiation source and in Item of storage and limit radiative effects on workers (personnel) and the population to the levels established by health regulations and standard rates of ensuring radiation safety.

8. In the project documentation of nuclear installation, radiation source and Item of storage their category on potential radiation hazard, and also zoning of the rooms intended for collection, conversion, storage and conditioning of ZhRO according to health regulations and standard rates of ensuring radiation safety shall be established.
