1. Form Government commission on import substitution.

2. Approve the enclosed Regulations on Government commission on import substitution.

3. The item 4 of the Regulations on Government commission on import substitution approved by this resolution becomes effective from the date of entry into force of article 1 of the Federal Law of July 13, 2015 No. 249-FZ "About introduction of amendments to the Federal law "About Purchases of Goods, Works, Services as Separate Types of Legal Entities" and article 112 of the Federal law "About Contractual System in the Sphere of Purchases of Goods, Works, Services for Ensuring the State and Municipal Needs".

Regulations on Government commission on import substitution

1. Government commission on import substitution (further - the Commission) is the coordinating body formed for ensuring coordinated actions of federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies and the organizations for the purpose of realization of state policy in the sphere of import substitution, ensuring decrease in dependence of industries on import, ensuring the international product competitiveness of industries and its conclusion to the foreign markets and also the operational solution of the questions concerning creation of conditions for timely and complete requirements satisfaction of legal entities in products of industries.

The commission is coordinating body of the Government of the Russian Federation for the purposes of execution of Article 3.1 and article 3.1-1 of the Federal law "About Purchases of Goods, Works, Services as Separate Types of Legal Entities" (further - the Federal Law).

2. The commission is guided in the activities by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation, and also this Provision.

3. The main objectives of the Commission are:

a) ensuring coordinated actions of federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies and organizations for development of the main directions of state policy in the sphere of import substitution, ensuring the international product competitiveness of industries, its conclusion to the foreign markets and implementations of actions in the specified main directions;

b) development of the main directions of enhancement of legal regulation in the sphere of import substitution, ensuring the international product competitiveness of industries and its conclusion to the foreign markets, and also control of implementation of actions in the specified main directions;

c) consideration of the offers directed to creation of conditions for effective realization of state policy in the sphere of import substitution, ensuring the international product competitiveness of industries and its conclusion to the foreign markets;

d) consideration of questions of implementation and enhancement of activities of federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies and organizations in case of realization of state policy in the sphere of import substitution, ensuring the international product competitiveness of industries and its conclusion to the foreign markets;

e) consideration of questions of development, adjustment and implementation of long-term development programs and investing programs of subjects of the natural monopolies and organizations with the state participation directed to realization of state policy in the sphere of import substitution, ensuring the international product competitiveness of industries and its conclusion to the foreign markets including questions of establishment of key performance indicators of implementation of such programs, and also control of implementation of actions in the specified directions;

e) determination of the measures directed to requirements satisfaction of the internal and external markets in competitive industrial output of the Russian production;

g) determination of the main measures directed to increase in investment appeal of projects in the sphere of import substitution and production of the competitive industrial output oriented to the foreign markets;

h) coordination of activities of federal executive bodies for creation of production of the goods, works and services which do not have the Russian analogs and recognized priority for the purpose of import substitution, taking into account requirement of the corresponding industries of economy;

z (1)) coordination of activities of federal executive bodies for creation of production of the goods, works and services having the international competitiveness and to their conclusion to the foreign markets;

i) coordination of the activities of federal executive bodies concerning development of state programs of the Russian Federation, federal target programs, other documents of strategic and program and target planning of the Russian Federation for the purpose of creation of conditions for projects implementation in the sphere of import substitution of goods, works and services, and also providing the international competitiveness of the specified products and its conclusion to the foreign markets.

4. The commission for accomplishment of the tasks assigned to it:

a) considers offers of federal executive bodies on inclusion of the investment projects specified in article 3.1 of the Federal Law in the register of investment projects;

b) considers represented by the legal entities specified regarding 1 article 3.1 of the Federal Law (further - legal entities), lists of perspective needs for products of mechanical engineering necessary for implementation of the investment projects included in the register of investment projects (further - lists), and the changes made to lists;

Considers 1) represented by the customers specified regarding 1 article 3.1-1 of the Federal Law (further - state-owned companies), information on purchases of the goods determined by the Government of the Russian Federation according to part 6 of article 3.1-1 of the Federal Law, purchases which subject are performance of works rendering services, lease (including chartering, finance lease) which conditions provide use of these goods (further respectively - information on purchases, goods), and the changes made to information on purchases;
