In pursuance of the Law No. 190-XV of May 8, 2003. "About veterans" (The official monitor of the Republic of Moldova, 2003, Art. No. 84-86, 392) DECIDES: the Government

1. Approve Regulations on procedure for distribution of travel coupons within borders of the State Parties of the CIS for veterans and persons with limited opportunities owing to war it (is applied).

2. Determine that the Ministry of Labour, Social Protection and Family once in five years in accordance with the established procedure orders and acquires travel coupons within the State Parties of the CIS for veterans and persons with limited opportunities owing to war.

Regulations on procedure for distribution of travel coupons within borders of the State Parties of the CIS for veterans and persons with limited opportunities owing to war

I. General provisions

1. The regulations on procedure for distribution of travel coupons within borders of the State Parties of the CIS with limited opportunities owing to war (further - the Provision) are developed for veterans and persons for the purpose of implementation of the Law No. 190-XV of May 8, 2003. "About veterans".

2. This provision determines procedure for distribution of travel coupons within borders of the State Parties of the CIS for veterans and persons with limited opportunities owing to war.

II. Categories of receivers of travel coupons

3. Receivers of coupons are the veterans of war specified in appendix No. 1 to this provision and persons with limited opportunities owing to war specified in appendix No. 2 to this provision.

Also military personnel, persons of the commanding and ordinary structure of law-enforcement bodies, penal system and bodies of homeland security whose restriction of opportunities came owing to wound, contusions, mutilations received on duty use this provision.

III. Procedure for distribution of coupons to journey

4. According to Item c) parts (1) article 14 of the Law No. 190-XV of May 8, 2003. "About veterans" the veterans of war specified in appendix No. 1 to this provision have the right to one free trip (there and back) within year railway transport or passenger motor transport within borders of the State Parties of the CIS with 50 percent discount of air fare or for one free trip within two years.

5. According to Item c) parts (1) article 15 of the Law No. 190-XV of May 8, 2003. "About veterans" persons with limited opportunities owing to war specified in appendix No. 2 to this provision have the right to one free trip (there and back) within year railway or passenger motor transport within borders of the State Parties of the CIS. 6. The Ministry of Labour, Social Protection and Family orders and acquires time in five years in accordance with the established procedure travel coupons within borders of the State Parties of the CIS for veterans and persons with limited opportunities owing to war and distributes them by orders.

7. The Ministry of Labour, Social Protection and Family distributes travel coupons in departments of social security and protection of family (management of social security) on the basis of the relevant powers of attorney.

8. Travel coupons are issued to all receivers (including persons receiving pensions under other laws) on a centralized basis by departments of social security and protection of family (management of social security) of the residence.

9. Issue of travel coupons is registered in the special register of accounting of trips across the CIS which is numbered, sealed and assured by the sign and seal of the head of department of social security or the head of department of social security and protection of family to which the coupon was issued.

10. Travel coupons are issued directly to the receiver, under the signature, on the basis of the submitted application in Department of social security and protection of family (Management of social security) of the residence with submission of the certificate or identity certificate (passport).

11. The necessary statement and documents (the passport, the identity certificate, the certificate of person with limited opportunities owing to war or the participant of war) which confirm that person has the right to journey according to the current legislation, are represented to Department of social security and protection of family (Management of social security) of the residence of the applicant.

12. Accounting of persons who submitted applications and documents specified in Item 11 of this provision is conducted responsible for acceptance and document handling of citizens by specialists of departments of social security and protection of family (managements of social security) in the register of accounting of travel coupons with indication of (without reducings) surnames, name, middle name, the address, series, number and body which issued the relevant document and also date of issue of the coupon.

13. In case of amendment of travel coupons necessary records are made without reducings and are confirmed by the sign and seal of the head of department of social security and protection of family (management of social security) to which the coupon in accordance with the established procedure was issued. If in the coupon the wrong records or mistakes were made, the new coupon is filled in, and spoiled it is liquidated about what the relevant statement is drawn up.

14. If the receiver changes the residence, issue of the coupon stops (at the old place of residence) and is resumed according to the decision of department of social security and protection of family (Managements of social security) at the new place of residence.
