For the purpose of creation of single national system of professional orientation and psychological support of the population concerning career, and also for establishment of close connection between education and the labor market, human resources development, the Government DECIDES: increases in level of social and professional protection of the population by improvement of quality of labor power

Regulations on professional orientation and psychological support of the population concerning career

The regulations on professional orientation and psychological support of the population concerning career (further - provision) are developed according to provisions of the Employment act of the population and social protection of persons which are in job search N 102-XV of March 13, 2003, the Education law N 547 of July 21, 1995, the Resolution of Parliament N 253-XV of June 19, 2003. "About approval of the Concept of professional orientation, preparation and professional training of human resources" also regulates procedure and conditions of the organization, implementation and financing of actions for professional orientation and psychological support of the population concerning career.

I. General provisions

1. Professional orientation and psychological support of the population concerning career (further - professional orientation and psychological support) are important link of continuous process of general, secondary professional and higher education, life-long professional education and employment of personnel of national economy and are performed in educational and educational institutions of all types and levels of the Ministry of Public Education, within National employment agency of the population under the Ministry of Labour and Social Protection, other ministries and departments, public and commercial societies, non-governmental organizations and economic units with the state-owned and private property, patronages and labor unions (further - social partners), mass media, all organizations of civil society of Moldova.

2. Professional orientation represents complex system of the evidence-based measures (psychological, pedagogical, medical, legal, etc.) directed to training of children of preschool age, school students, youth, jobless citizens and other categories of the population to free and motivated choice of profession and pits taking into account the state of health and specific features of the personality, requirements and market situation of work in the conditions of permanent social and economic changes.

3. Main objectives of professional orientation are:

providing social guarantees of free choice of profession, educational institutions and forms of education, work arrangements and ways of self-realization of the personality;

achievement of steady balance between professional interests of the personality, its psychophysiological features and opportunities of the labor market;

assistance to the continuous growth of professionalism as most important condition of job satisfaction and social status, realization of individual potential, maintaining healthy lifestyle and worthy behavior;

growth of chances to find the place of employment answering to professional aspirations, professional training and offers of the market of employment of the population.

4. Professional orientation covers the following types of activity:

professional information - ensuring services in professional informing all persons, bystry, effective, public and free from the prejudices, needing support for decision making about career; provision in the order of certain national groups and interested persons of information on dynamics of the labor market: demand and supply, types of activity, crafts and professions, working conditions, compensation and job development, requirements of employers, content and dynamics of work, etc.; supply with information on opportunities of receipt of basic professional training and continuous professional training throughout all active life in various areas, about opportunities and conditions of employment after the termination of various educational institutions and forms of professional and higher education, about methods of application of tests of self-assessment of professional interests, tendencies, capabilities, etc.;

professional consultation - bystry and effective providing, without any discrimination, services in professional consultation of all persons requesting assistance in the choice of career, considering individual opportunities and psychophysiological features, and also requirements of society for personnel: creation of the professional balance advised the organization of practical training for development of the technology of search of suitable place of employment (creation of the summary, motivational letter, preparation for interview with the employer, etc.); creation of the individual plan of the consecutive measures undertaken for the choice of profession/craft and the subsequent integration into education system or employment. Professional consultation is based on the principle of development of the personality and provides active inclusion of the acceptance of the final decision advised in process on choice of profession;

consultation on choice of profession - provision to interested persons of recommendations about the choice of possible optimal variants of the professional activity, in the greatest measure answering to their specific psychological, psychophysiological, physiological features revealed in the course of psychological testing, psychophysiological and medical diagnostics;

consultation on professional selection - determination of degree of professional compliance of person to specific profession (workplace) according to normative requirements;
