3. To the Ministry of Natural Resources and Environmental Protection of the Russian Federation in 3-month time from the date of entry into force of this resolution to approve:

a) statement form from the register of the artificial islands, installations, constructions located on the continental shelf of the Russian Federation, and the rights to them certifying the carried-out registration of artificial islands, installations, constructions and rights to them;

b) forms of statements for registration of artificial islands, installations, constructions located on the continental shelf of the Russian Federation, and the rights to them, about change containing in the register of data on the artificial islands, installations, constructions located on the continental shelf of the Russian Federation and about the rights to them and about the termination of entry in the register about registration of artificial islands, installations, the constructions located on the continental shelf of the Russian Federation, and the rights to them.

4. Rules of registration of artificial islands, installations, constructions located on the continental shelf of the Russian Federation, and the rights to them

1. These rules establish order of registration of artificial islands, installations, the constructions located on the continental shelf of the Russian Federation (further - artificial islands, installations, constructions), and the rights to them.

2. Artificial islands, installations, constructions and the rights to them are subject to registration in the register of artificial islands, installations, the constructions located on the continental shelf of the Russian Federation, and the rights to them (further - the register). The register is kept by Federal Nature Management Supervision Service electronically.

3. Registration of artificial islands, installations, constructions and rights to them is performed by Federal Nature Management Supervision Service based on the statement for registration of artificial islands, installations, constructions and the rights to them (further - the statement for registration) in the form approved by the Ministry of Natural Resources and Environmental Protection of the Russian Federation, and necessary for such document registration, stipulated in Item 7 these rules (further - documents for registration) which are represented by persons having according to the Federal Law "About the Continental Shelf of the Russian Federation" (further - the Federal Law) the right to create, operate, use artificial islands, installations, constructions (further - the applicant).

4. Registration of artificial islands, installations, constructions and rights to them is performed no more than 10 working days from the date of obtaining by Federal Nature Management Supervision Service from the applicant of the statement for registration and documents for registration in time. Registration date of artificial islands, installations, constructions and rights to them is day of entering of the corresponding record into the register.

5. The carried-out registration of artificial islands, installations, constructions and the rights to them makes sure the statement from the register which goes to the applicant no later than 3 working days from the date of entering of the corresponding record into the register.

6. The statement for registration is submitted the applicant in Federal Nature Management Supervision Service in the single copy - the original.

7. With the statement for registration are represented:

a) the copy of the identity document of the applicant - physical person. Person who has the right to act on behalf of federal executive bodies and executive bodies of subjects of the Russian Federation, the Russian and foreign legal entities, and also on behalf of foreign states and the competent international organizations shows (in addition to the copy of the identity document) the document confirming availability of power at it to act on behalf of specified persons;

b) the copies of constituent documents certified by the applicant (for the legal entity and the competent international organizations);

c) the copy of the document which is the basis for registration of the rights to artificial islands, installations, constructions (the acts of public authorities, agreements which took legal effect court resolutions and other documents which according to international treaties and the legislation of the Russian Federation confirm origin, the termination, transition, restriction (encumbrance) of the rights to the objects specified in this Item) certified by the applicant;

e) the copy of the document confirming use of artificial island, installation, construction certified by the applicant (agreements provided by the Federal Law and also other documents which according to international treaties and the legislation of the Russian Federation confirm use of the objects specified in this Item), in the presence of such document.
