About approval of the Regulations on construction/reconstruction of power plants

Based on the Law on power N 1525-XIII of February 19, 1998. (The official monitor of the Republic of Moldova, 1998, N 50-51, Art. 366) DECIDES: the Government

1. Approve Regulations on construction/reconstruction of power plants it (is applied).

2. To bodies of local public authority and territorial economic agents in case of construction/reconstruction of power plants to be guided by requirements of this provision.

3. To Department of Energy render to economic agents, bodies of local public authority, at their request, advisory and methodical services in observance of the specified provision.

4. To render to the state inspection in construction of Department of construction and development of the territories, at the request of bodies of local public authority and economic agents, advisory and methodical services in the course of construction of power plants.

Regulations on construction/reconstruction of power plants

I. General provisions

1. The regulations on construction/reconstruction of power plants (further - provision) establish the technical and technological conditions, organizational procedures necessary at all stages of accomplishment of package of measures for construction/reconstruction of the power plants including:

decision making about construction new or reconstruction of the existing power plants;

data collection for designing;

designing, examination, construction and commissioning.

2. The purpose of this provision is regulation of process of construction/reconstruction of power plants in the Republic of Moldova, meaning goal achievement, connected with power, at present stage.

II. The choice like power plants and their arrangement

3. Types, stages of construction and arrangement of new power plants are established based on feasibility statements proceeding from requirements of forming of energy industry as most important complex of national economy. In case of the choice of decisions also factors which cannot be expressed in cost type (social shall be considered as, for example, creation of new workplaces, etc.), but which need to be considered and qualitatively to analyze in case of assessment of possibility of construction.

4. Materials of the feasibility statement can be used for:

developments of business plans;

negotiations with state bodies and bodies of local public authority;

receipts of the act of the choice of the parcel of land for placement of object;

accomplishment of design and exploration work.

5. The feasibility statement on construction of power plants is performed based on the decision made according to analysis result of average total costs and cost effectiveness analysis when comparing at least of two economically reasonable options differing as the used equipment and to arrangement of stations and shall contain:

basic space-planning decisions;

calculations for investment soundness determination;

social, ecological, economic and other effects of accomplishment of construction/reconstruction and operation of object;

environmental protection;

state examination according to acting legislative and regulations;

calculation of losses of land owners, lessees, and also the losses in agricultural industry connected with withdrawal of the parcel of land, etc.

6. In case of project evaluation the customer shall take number of the main conditions into account.

Priority the construction of power plants of the combined type installed capacity more than 100 MW with 60-70% control band and power plants capacity about 100 MW is considered.

The combined steam-gas units using natural gas are the most acceptable from all number of the existing generating equipment of thermal power plants (thermal power plant) and combined heat and power plants (combined heat and power plant) in power range from 5 to 100 MW. This equipment is at the moment the most modern and has high efficiency.

Preference should be given to construction of combined heat and power plant and expansion based on steam-gas units of the existing combined heat and power plants as work of such stations is based on the principle of cogeneration and allows to solve heat supply problems in parallel.

From all types of fuel preference will be given to natural gas as about 98% of energy resources of the republic are imported, and natural gas is the cheapest and environmentally friendly fuel today.

7. For small stations (capacity to 20 MW) the possibility of use of local energy resources can be considered.

8. From the equipment capacity to 15 MW the most modern and economic are gas-piston installations, running on gas.

9. In case of the choice of the location of power plants it is necessary to be guided by requirements of the Concept of development and the Scheme of placement of power plants in the territory of the Republic of Moldova for the period till 2010, in view of:

need and possibility of installation of the generating capacities for specific zone;

possibility of supply with fuel;

possibility of providing with water and services of the sewerage;

if the power plant is located in the territory or is property of the economic agent, - possibility of work as for ensuring need of the economic agent for electrical energy, and parallel work with transportation or distribution power networks;

the existing ecological conditions of the territory of placement of object from the point of view of: dispersion of emissions of hazardous substances; airings of the territory and adjacent housing stock; level of atmospheric air pollution hazardous chemical and physical substances; the meteorological properties of the region influencing dispersion of industrial emissions; the preferential directions of winds and other conditions according to requirements of the existing regulating documents;

availability necessary on relief and geotectonics of the territory (without damages of farmlands as a result of construction and operation of the station);

seismicity of zone;

features of the corresponding economic zone from the point of view of cooperation, providing with construction materials and labor power;

social conditions of zone, including possibilities of resettlement and transportation of personnel;

need of creation and observance of the sanitary protection zone;

need of observance of provisions of international treaties in the field of protection of the atmosphere which party the Republic of Moldova is.

10. For each station the possibilities of expansion and, respectively, increase in the established generating capacity taking into account providing with fuel, perspective sale of electrical and heat energy, and also availability of suitable construction site and infrastructure shall be considered.
