Based on article 13 of the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population", paragraph two of subitem 8.32 of Item 8 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446 "About some questions of the Ministry of Health and measures for implementation of the Presidential decree of the Republic of Belarus of August 11, 2011 No. 360" the Ministry of Health of the Republic of Belarus DECIDES:
1. Approve the enclosed Sanitary standards and the rules "Requirements to the Sanatorium Organizations for Children, Adults and Children".
2. Recognize invalid:
the resolution of the Ministry of Health of the Republic of Belarus of June 17, 2010 No. 67 "About approval of Sanitary standards, rules and hygienic standard rates "Hygienic requirements to the device, content and the mode of activities of the sanatorium organizations for children and children with parents" and recognition voided resolutions of the Chief state health officer of the Republic of Belarus of September 13, 2004 No. 84 and of December 2, 2005 No. 212";
the resolution of the Ministry of Health of the Republic of Belarus of June 30, 2011 No. 61 "About modification and amendments in the resolution of the Ministry of Health of the Republic of Belarus of June 17, 2010 No. 67";
subitem 1.14 of Item 1 of the resolution of the Ministry of Health of the Republic of Belarus of November 3, 2011 No. 111 "About introduction of amendments and changes in some sanitary standards, rules and hygienic standard rates".
3. This resolution becomes effective in 15 working days after its signing.

1. These Sanitary standards and rules establish sanitary and epidemiologic requirements (further - requirements) to the parcel of land and the territory, buildings and constructions, sanitary improvement, natural and artificial lighting, the equipment of rooms, sanitary content of the territory and rooms, day regimen, conditions for catering services, acceptance and storage of foodstuff, catering services and medical attendance of children in the following types of the sanatorium organizations:
sanatoria for children, adults and children;
the children's rehabilitation and improving centers (further - DROTs *);
the rehabilitation centers (departments) for children, adults and children, including victims of catastrophic crash on the Chernobyl NPP, other radiation accidents (further - DRTs).

* For the purposes of these Sanitary standards and rules DROTs are understood also as other sanatorium organizations accepting organized groups of the children who were affected by catastrophic crash on the Chernobyl NPP and other technogenic catastrophes.
2. These Sanitary standards and rules are obligatory for observance by state bodies, other organizations, physical persons, including individual entrepreneurs.
3. The direction of children in the sanatorium organizations, including children with adults, is performed according to the procedure, established by the legislation of the Republic of Belarus.
Acceptance of children in sanatorium is performed on provision of the statement from medical documents, in DROTs and DRTs - on provision of the statement from the medical documents or the medical certificate on the state of health issued by the organizations of health care for the form established by the resolution of the Ministry of Health of the Republic of Belarus of July 9, 2010 No. 92 "About establishment of the forms "The Medical Certificate About the State of Health", "Statement from Medical Documents" and approval of the Instruction about procedure for their filling" (The national register of legal acts of the Republic of Belarus, 2010, No. 209, 8/22699).
4. In sanatorium children aged from 3 years before achievement of 18 years, including with adults are accepted.
In DROTs children (aged from 3 up to 6 years) and classes of organizations of general secondary education are accepted by groups of organizations of preschool education (aged from 6 before achievement of 18 years).
In DRTs children aged from 3 years before achievement of 18 years, including with adults, or classes of organizations of general secondary education are accepted.
5. In sanatoria and DRTs children are completed on departments numbering no more than 30 children.
In case of acceptance of children in DRTs classes of organizations of general secondary education children are completed with groups aged from 7 up to 10 years - no more 30, from 11 and before achievement of 18 years - no more than 25.
In DROTs children are completed on groups (groups or other associations) with the total number of children aged from 3 up to 6 years - no more 20, from 7 to 10 years - no more 30, from 11 and before achievement of 18 years - no more than 25.
6. Duration of stay of children in the sanatorium organization is established according to the resolution of the Ministry of Health of the Republic of Belarus of December 17, 2014 No. 99 "About determination of terms of sanatorium treatment and improvement of the population" (The national legal Internet portal of the Republic of Belarus, 23.12. 2014, No. 8/29394).
The break between arrivals of children in the sanatorium organizations shall be at least 48 hours for carrying out clear-out and sanitary processing of rooms.
7. The workers occupied with catering services, educational process, direct servicing of children in the sanatorium organizations shall have obligatory medical examinations according to the procedure, established by the legislation of the Republic of Belarus.
8. Separate employee categories of the sanatorium organizations shall pass in the bodies and organizations exercising the state sanitary inspection (further - state sanitary inspection), hygienic training and education before revenues to work and further with frequency:
once a year - workers of objects of public catering (further - catering department);
every two years - tutors, workers of swimming pools (room cleaners, podgotovitel of pools, operators of the chlorination installations, nurses);
once in three years - workers of water constructions and sewer economy (plumbers).
9. The state sanitary inspection behind respect for these Sanitary standards and rules is performed according to the procedure, established by the legislation of the Republic of Belarus.
10. Perpetrators bear responsibility according to legal acts of the Republic of Belarus for violation of these Sanitary standards and rules.
11. The elections of the location of the parcel of land for construction of the sanatorium organization are held according to:
The presidential decree of the Republic of Belarus of December 27, 2007 No. 667 "About withdrawal and provision of the parcels of land" (The national register of legal acts of the Republic of Belarus, 2008, No. 6, 1/9264);
the sanitary standards and rules establishing requirements to designing, construction, capital repairs, reconstruction, improvement of construction objects, input of objects in operation and to carrying out construction works.
The act of the choice of the location of the parcel of land for construction of the sanatorium organization is drawn up according to the resolution of the State committee on property of the Republic of Belarus of February 8, 2008 No. 11 "About approval of form of the act of the choice of the location of the parcel of land" (The national register of legal acts of the Republic of Belarus, 2008, No. 57, 8/18191).
12. The parcels of land of the sanatorium organizations shall be placed:
near forests and reservoirs, in green zone on suburbs of the cities, rural settlements;
in the distance and taking into account wind rose from the windward side from sources of noise and other physical factors, pollution of atmospheric air chemical and biological factors;
higher on current of reservoirs concerning sources of its pollution.
The parcels of land shall have plain surface with the biases providing withdrawal of surface water.
13. Placement of again opened sanatorium organizations in forest zone is limited in the territory with density of pollution of the soil caesium-137 more than 2 Ki/sq.km.
14. Sanitary gaps from borders of the parcel of land of the sanatorium organization to industrial, agricultural, municipal and other enterprises, sewer treatment facilities, highways and car parks, railway tracks, the airports, air-lines of electricity transmission, constructions and organizations of municipal services and warehouses, the housing estate, gardening partnerships are determined according to the sanitary standards and rules establishing requirements to the organization of sanitary protection zones of the companies, constructions and other objects which are objects of impact on health of the person and the environment.
15. The area of gardening of the territory of the sanatorium organization shall constitute at least 60%.
In case of placement of the sanatorium organization in park or forest zone the area of gardening can be reduced to 40%.
Bushes land not closer than 5 m, trees - are not closer than 10 m from buildings.
Landing of prickly bushes, trees and bushes with poisonous fruits in the territory of the sanatorium organization is forbidden.
16. The territory of the sanatorium organization shall be arranged well, protected (barrier height - at least 1,6 of m), to have artificial lighting by level at least 20th luxury on the Earth's surface.
17. In the territory of the sanatorium organization the site of building with allocation of residential, sports and improving, municipal and economic zones is provided.
The living area includes residential buildings (rooms) and buildings (room) for the organization of educational process, food, medical, cultural and mass, administrative assignment.
Sports and improving platforms, sports constructions, playgrounds are provided in sports and improving zone.
18. Sports and improving platforms of the sanatorium organizations shall not be placed from windows of residential and training rooms.

19. In case of the equipment of sports and improving platforms, sports constructions in the sanatorium organizations shall be observed:
requirements of these Sanitary standards and rules;
requirements of Benefit to construction regulations and the rules "Designing of Sports and Sports and Improving Buildings, Constructions and Rooms" P2-2000 to Construction Norms and Regulations 2.08.02-89, Ministries of Architecture of the Republic of Belarus approved by the order of November 24, 2000 No. 531, in the part concerning hygienic requirements (the area of the closed sports constructions, the materials used for production of sports constructions and coverings of sports platforms).
The sports and gaming equipment, sports equipment on design, the sizes, the applied materials shall conform to requirements of technical regulatory legal acts, age features of children, to be waterproof and it is good to give in to cleaning.
20. Playgrounds of the sanatorium organizations for children of preschool and younger school age are equipped with the closed sandboxes, shadow canopies, hills, swing, short flights of stairs, and for children of the advanced school age - arbors, tables for board games, reading.
Playgrounds for the children having violations of the musculoskeletal device shall be located in close proximity to exits from group of premises.
Playgrounds are sowed with grass or shall have special covering for playgrounds.
21. The municipal and economic zone of the territory of the sanatorium organization shall be placed taking into account wind rose in relation to the living area alee, have entrance, separate of the basic.
