2. To the Ministry of Industry and Trade of the Russian Federation till December 31, 2015 to approve:

the indicators which are the basis for determination of the measure values used for comparison of conditions of implementation of activities in the field of the industry in the territory of the Russian Federation and in the territories of foreign states;

the list of foreign states which conditions of implementation of activities in the field of the industry are compared with conditions of implementation of activities in the field of the industry in the territory of the Russian Federation with use of the indicators provided by the list approved by this resolution;

technique of comparison of conditions of implementation of activities in the field of the industry in the territory of the Russian Federation and in the territories of foreign states with use of the indicators provided by the list approved by this resolution.

3. Realization of powers of the federal executive bodies established according to this resolution is performed within the limiting Russian Federation established by it the Government of number and the salary fund of workers, and also budgetary appropriations provided to these bodies in the federal budget for the corresponding financial year and planning period on management and management in the established field of activity.

Rules of measure calculation, conditions of implementation of activities used for comparison in the field of the industry in the territory of the Russian Federation and in the territories of foreign states

1. These rules establish procedure of payments of the indicators used for comparison of conditions of implementation of activities in the field of the industry in the territory of the Russian Federation and in the territories of foreign states (further - indicators).

2. Measure calculation is perfromed based on the indicators concerning each indicator meeting the following requirements:

a) measurability;

b) possibility of ensuring completeness, reliability and timeliness of provision of information for their calculation;

c) comparability of indicators to the international indicators;

d) completeness of scope of the observed phenomena and processes;

e) availability in documents of strategic planning of the Russian Federation, the international systems of indicators.

3. Determination of the indicators which are the basis for measure calculation and their values concerning each indicator is performed by the Ministry of Industry and Trade of the Russian Federation with use of the following sources of information:

a) regulatory legal acts of the Russian Federation and subjects of the Russian Federation;

b) the statistical information and other open data posted on the official sites of public authorities of the Russian Federation and subjects of the Russian Federation, the Central Bank of the Russian Federation, and also authorities of foreign states;

c) data of the international ratings, and also databases of the international organizations;

d) the data obtained by results of carrying out research works, social and other researches executed by the experts involved by the Ministry of Industry and Trade of the Russian Federation to accomplishment of the corresponding works (rendering the corresponding services);

e) the data which are come into during forming of national rating fortune of the investment climate of subjects of the Russian Federation.

4. The Ministry of Industry and Trade of the Russian Federation annually, until the end of the II quarter of the year following calendar determines the indicator values reached by the Russian Federation concerning all indicators for the corresponding calendar year and sends them for review to the Ministry of Economic Development of the Russian Federation and the Ministry of Finance of the Russian Federation for the purpose of accounting by preparation of the forecast of social and economic development of the Russian Federation for the medium-term period.
