The parliament adopts this organic law.
This law regulates the organization and functioning of single system of official statistics with establishment of the general principles of collection, processing, generalization, distribution and storage of the statistical information of economic, social, demographic, financial, legal and other nature necessary for reasons for development of economic and social policy, strategy, decisions of bodies of the public power and business entities, planning of scientific research, informing the public, transfer of statistical data to the international organizations and other categories of internal and external users.
Operation of this law extends on:
a) the physical persons irrespective of their nationality which are in the territory of the Republic of Moldova and/or consolidation of these persons;
b) the physical persons who are citizens of the Republic of Moldova and being beyond its limits and/or consolidation of these persons;
c) legal entities of the Republic of Moldova, their branches, representations, structural divisions, and also the foreign legal entities performing the activities in the territory of the Republic of Moldova.
In this law the following basic concepts are used in value:
official statistics - the activities of bodies of official statistics on collection, processing of individual data, generalization, storage and distribution of statistical information performed using statistical methodologies;
distribution - distribution of statistical information using various forms and methods;
the program of statistical works - the program of statistical inspections and publications about accomplishment of annual statistical works, type of inspections, profile of developments, frequency, provision terms to users;
statistical methodology - evidence-based rules and methods of implementation of statistical inspections;
individual data - the data concerning physical person or legal entity;
statistical information - information of social, economic, demographic, ecological nature received as a result of statistical inspections and/or on the basis of administrative data;
the statistical purpose - use of statistical information for the numerical, verbal or graphical description of the mass phenomena and processes happening in society, national economy, the environment;
statistical inspection - collection, processing, generalization, distribution of statistical data;
administrative data - information obtained by bodies of the central and/or local public authority, National Bank of Moldova and other public bodies for the purpose of accomplishment of obligations of administrative nature;
the respondent - the physical person or legal entity preparing and representing individual data to the central body of statistics or to other bodies of official statistics;
the user - physical person or legal entity which uses the generalized statistical information which is not containing confidential data;
classifications - separation of set of objects into subsets on their similarity or distinction according to the accepted methods;
the qualifier - the official document representing the systematized code of names and codes of classification groups and/or subjects to classification;
the nomenclature sheet - the list, the brochure, the book containing the nomenclature from certain field of science, the equipment, etc. classified by certain criterion.
The main objectives of official statistics are:
a) collection, processing, systematization, generalization, analysis, current assessment and distribution of statistical information;
b) development of statistical methodologies according to international standards;
c) implementation of statistical inspections;
d) submission of explanations to statistical information in order to avoid wrong interpretation;
e) ensuring compliance with the basic principles of official statistics;
f) the organization of research activities in the field of statistics;
g) cooperation with the international organizations in the field of statistics.
Production of statistical information is based on respect for the principles of impartiality, statistical medical ethics, the importance, publicity, confidentiality, correlation of costs and efficiency, coordination at the national level and cooperation at the international level which for the purpose of this law mean:
a) impartiality - the right of bodies of official statistics to hold all necessary events for production of statistical information, especially as for the choice of statistical techniques and methodologies, system of indicators, classification, the nomenclature, method of registration and processing, data sources, content, forms and terms of distribution of statistical information, and to distribute statistical information without prejudice and independently, without pressure from bodies of the central and local public authority, political parties, labor unions, the foster organizations and other legal entities, and also physical persons;
b) the statistical medical ethics - obligation of bodies of official statistics to establish and apply scientific criteria in case of selection of sources, methods and procedures of implementation of statistical inspections and to promulgate data sources, the sphere of scope, computing methodologies in accessible form;
c) the importance - providing with bodies official statistics of production of statistical data and information according to areas, terms and extent of disaggregation of statistical data depending on the demographic phenomena and the phenomena occurring in economy, the social sphere and the environment;
d) publicity - obligation of bodies of official statistics to observe and provide the right of respondents and users to information access about the legal basis and the purposes of the statistical inspections, methodologies, methods and methods used in case of production of statistical information, the taken measures for its protection, procedure and terms of distribution of statistical information;
e) statistical confidentiality - protection of the individual data concerning separate physical persons and legal entities;
f) correlation of costs and efficiency - restriction by bodies of official statistics of amount of the statistical data collected from respondents the purposes of statistical inspections in case of optimum use of the available human and financial resources;
g) coordination at the national level - achievement of more outstanding performance of statistics, reduction of information pressure upon respondents and statistical units, ensuring comparability of data;
