1. Approve the enclosed Regulations on creation, development and operation of analytical information system of ensuring openness of the activities of federal executive bodies placed on the Internet (www.programs.gov.ru).

2. Determine that actions for creation, development and operation of analytical information system of ensuring openness of the activities of federal executive bodies placed on the Internet (www.programs.gov.ru) are performed within the budgetary appropriations provided to the Ministry of Economic Development of the Russian Federation by the Federal Law on the federal budget for the next financial year and planning period on the specified purposes.

3. Provide to the Ministry of Economic Development of the Russian Federation implementation of actions, specified in Item 2 of this resolution.

4. To federal executive bodies in 2-month time to take the organizational and administrative measures provided by the Provision approved by this resolution.

5. Item 32 of the Provision approved by this resolution becomes effective since July 1, 2016.

Regulations on creation, development and operation of analytical information system of ensuring openness of the activities of federal executive bodies placed on the Internet (www.programs.gov.ru)

I. General provisions

1. This Provision determines procedure for creation, development and operation of analytical information system of ensuring openness of the activities of federal executive bodies placed on the Internet (www.programs.gov.ru) (further respectively - Internet network, the Portal of state programs).

2. The portal of state programs is intended for ensuring openness of information on activities of federal executive bodies of the Russian Federation regarding execution of the powers and functions by them in the field of development and implementation of state programs of the Russian Federation (except for state programs of the Russian Federation, data on which are carried to the state mystery and data of confidential nature), and also for complex information and analytical support of mining process and approval of state programs of the Russian Federation (further - state programs), increases in efficiency of monitoring and control of their realization.

3. The purposes of creation of the Portal of state programs are:

a) increase in effective management of state programs, including at the level of the executive in charge of the appropriate state program;

b) process optimization of development, realization, monitoring of realization and efficiency evaluation of state programs;

c) increase in information openness of activities of federal executive bodies for implementation of state programs;

d) ensuring comparability of data on execution of the federal budget and actual values of financial performance of state programs, and also data of single interdepartmental information and statistical system with the actual measure values of state programs.

4. For achievement of effective objectives the Portal of state programs shall provide the solution of the following tasks:

a) increase in availability of information on the realization course federal executive bodies of state programs, including by conducting public examination of the specified programs and monitoring of their realization with use of means of the Portal of state programs;

b) creation of tools for interrelation of strategic and budgetary planning, carrying out monitoring of implementation of the state programs developed by federal executive bodies;

c) ensuring unity and interrelation of mining processes and monitoring of implementation of state programs by means of their implementation based on single software platform.

5. Creation, development and operation of the Portal of state programs are performed on the basis of the following principles:

a) completeness, reliability, timeliness of provision of information for inclusion in the Portal of state programs and availability of such information, except for the data which are the state secret and data of confidential nature;

b) momentariness of information input, necessary for forming of drafts of state programs with use of the Portal of state programs;

c) information exchange of the Portal of state programs with other information systems;

d) availability and free of charge software of the Portal of the state programs necessary for participants of the specified Portal to implementation of functions by them in the field of development and implementation of state programs;

e) use of the strengthened qualified digital signature for providing legally significant electronic document management.

6. Participants of the Portal of state programs are:

a) customer of the Portal of state programs;

b) operator of the Portal of state programs;

c) subjects of the Portal of state programs (further - subjects of system);

d) users of the Portal of state programs.

7. The Ministry of Economic Development of the Russian Federation acts as the customer and the operator of the Portal of state programs.

8. Functions and powers of the operator of the Portal of state programs are established by the Ministry of Economic Development of the Russian Federation in accordance with the legislation of the Russian Federation.

9. The operator of the Portal of state programs performs the functions regarding subsystems of the Portal of the state programs providing realization of powers of federal executive bodies on forming and implementation of state programs electronically.

10. Subjects of system are federal executive bodies and (or) other main managers of means of the federal budget and budgets of state non-budgetary funds using the Portal of state programs for implementation of powers in the field of development and implementation of state programs and also for complex information and analytical support of mining process and approval of state programs, increase in efficiency of monitoring and control of their realization.
