About approval of the Concept of development of halalas industries in the Kyrgyz Republic

For the purpose of creation of conditions for development of halalas industries in the Kyrgyz Republic, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve the Concept of development of halalas industries in the Kyrgyz Republic according to appendix.

2. Determine working body regarding coordination of implementation of the Concept of development of halalas industries in the Kyrgyz Republic the Ministry of Economics of the Kyrgyz Republic.

3. This resolution becomes effective after fifteen days from the date of official publication.

4. To impose control of execution of this resolution on department of agro-industrial complex and ecology of Government office of the Kyrgyz Republic.

The concept of development of halalas industries in the Kyrgyz Republic

Introduction

In the modern world of one of the most perspective and high-growth industries of the food industry production of halalas products is.

This factor is connected with origin and increase in requirements of the world community to quality and ecological compatibility of food products. Many consumers begin to think of the fact that they eat and whether this food contains chemical nutritional supplements and carcinogens, and also genetically modified organisms (GMO).

The food products imply compliance to requirements of technical regulations by quality label of "halalas". In addition halalas products shall conform to requirements of the corresponding standards and not comprise the genetic modified organisms and inorganic compounds.

Considering that, according to data of National Statistical Committee of the Kyrgyz Republic, 80 percent of the population of the Kyrgyz Republic are constituted by Muslims, demand on halalas products in the food market annually grows. The number of institutions of public catering with logo of "halalas" which enjoy wide popularity at the main part of the population of the country increases. At the same time producers of halalas products face problem of lack of the single mechanism of assessment and the certification determining these products under the sign of "halalas" now. Therefore availability of logo of "halalas" is not guarantee of compliance both to all-hygiene standards and rules, and the rules shown by requirements of standards of halalas now.

Main objective of the Concept - determination of the main directions of development of halalas industries in the Kyrgyz Republic, including promotions domestic halalas products both on internal, and in the foreign market.

The concept is developed for the purpose of realization of Items 5.1. and 10.1. National sustainability strategy of the Kyrgyz Republic for 2013-2017 approved by the Presidential decree of the Kyrgyz Republic of January 21, 2013 No. 11, and also subitem 10.5 of the Actions plan approved by the order of the Government of the Kyrgyz Republic "About measures for program implementation for transition of the Kyrgyz Republic to sustainable development for 2013-2017 in 2014" of February 28, 2014 No. 110.

The concept is based on implementation of the principles of "green economy" which is perspective vector of development for Kyrgyzstan as the country has many types of natural resources for promotion of this initiative.

The concept will allow to satisfy the needs of the population for safe food products, and also will open the prospects of development of the country in the field of production and promotion of products of the Kyrgyz Republic in the foreign market as exporter environmentally friendly halalas products.

1. Basic principles

The basic principles of production of halalas products are:

- application of the international or regional/national standards shown to products of "halalas";

- compliance of halalas products to requirements of technical regulations.

2. International experience of development of halalas industries

Now halalas industries turned into one of the most profitable and developing industries in the world.

According to the Malaysian HalalJournal edition, now 16 percent of the world market of food make halalas products. According to data of Euromonitorlnternational research company (world leader in the field of the international researches of the consumer markets), trade of halalas products constitutes 20 percent from the world market of food. The pure gain of goods turnover of halalas products in the market of food goods annually constitutes 500 million US dollars, in 2010 constituted 1, 2 trillion US dollars.

According to data of the World Bank, the market halalas as of 2013 is estimated at 800 billion US dollars, at the same time, average annual height constitutes 25 percent.

The leading producers of goods and services of the standard of "halalas" are the Islamic countries. At the same time, halalas industries actively develops also in other countries in which there are developed global distributor networks.

The considerable share of amount of meat products which is exported by Argentina and Brazil is implemented under brand of "halalas". Delivery of the most part of chicken meat to Saudi Arabia under brand of "halalas" is performed from Brazil. The largest supplier of mutton in the world under brand of "halalas" is New Zealand.

Islamic banking which extends brand of "halalas" in real estate field and insurance actively takes root into the world market of financial services.

Malaysia develops halalas industries on the basis of the integrated approach directed to creation of ecosystem of "halalas". Halalas has valuable advantage which is expressed in crucial elements of supply chain in the crossed industries, and also has big economic effect. For maximization of this benefit it is extremely important to trace effectively all supply chain that all elements conformed to the commonly accepted standards of "halalas" and practice of transportation of food.

Benefit of Malaysia is that its standards of "halalas" are acknowledged and accepted in many countries. In case of development of standards of "halalas" in Malaysia the task was set to carry out the strict comparative analysis of indicators of the best producers in the international practice. Malaysian certification of halalas includes good work practice (good manufacturing practice - GMP) and proper hygienic practice (good hygiene practice - GHP), for this reason the majority of the Islamic countries acquire products which are certified as halalas in Malaysia.

Certification of halalas products in Malaysia corresponds not only to the Islamic principles, but also the advanced world practice.
