Based on subitem 5.50-6 of Item 5 and subitem 6.1 of Item 6 of the Regulations on the State committee on standardization of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 981 "Questions of the State committee on standardization of the Republic of Belarus", the State committee on standardization of the Republic of Belarus DECIDES:

1. Approve enclosed:

The instruction about procedure for carrying out the tender "The Best Quality Manager" and encouragement of winners;

The instruction about procedure for carrying out the tender "The Best Degree and Research Work of Students in the field of Management and Quality Control" and encouragement of winners.

2. This resolution becomes effective after its official publication.

The instruction about procedure for carrying out the tender "The Best Quality Manager" and encouragement of winners

1. This Instruction establishes procedure for carrying out the tender "The Best Quality Manager" (further - tender) and procedure for encouragement of winners.

2. For the purposes of this Instruction the following terms and their determinations are used:

the quality manager - the specialist and (or) the head of service of quality management system;

quality management - the coordinated activities for management and management of the organization in relation to quality;

the organization - the legal entity of the Republic of Belarus of any pattern of ownership making products and (or) providing services both for internal and for the foreign market.

3. The purposes of carrying out tender are:

assistance to increase in product competitiveness and services of the organizations in the internal and external markets;

increase in the authority of quality managers and image of the organizations;

distribution of the best practices in the field of quality management and assistance to its implementation;

involvement of wide range of quality managers in work on use of modern forms and methods of quality management;

identification of the most professional quality managers, promotion of their achievements and distribution of experience;

drawing attention of heads of the organizations to training of personnel in the field of quality management;

increase in professional level of quality managers and image of profession.

4. Selection of applicants and determination of winners in each nomination of tender is performed by the contest committee.

The contest committee is created of employees of the State committee on standardization of the Republic of Belarus (further - Gosstandart) and the subordinate organizations, other republican state bodies which circle of office questions includes consideration of the questions of quality management having competence of this sphere (from their consent).

5. The organization of carrying out tender is performed by the secretariat of the contest committee which is created of workers of Gosstandart and the research and production republican unitary enterprise "Belarusian State Institute of Standardization and Certification" (further - BELGISS).

6. The structure of the contest committee affirms the order of Gosstandart.

7. Competition is held annually. The secretariat of the contest committee in May through mass media declares the next tender. At the same time the address of the secretariat of the contest committee for giving on participation in tender of documents, stipulated in Item the 11th this Instruction is published in mass media.

8. Competition is held for the quality managers representing the organizations having the certified quality management system, at least three last years working in the direction of quality management and having high professional level.

Repeated participation in tender is allowed not earlier than in three years.

9. Depending on the activity and number working in the represented organizations participants of tender are divided by the nominations:

the organizations of the sphere of production with number working to 500 people;

the organizations of the sphere of production with number of the working from 500 to 1000 people;

the organizations of the sphere of production with number of the working from 1000 to 5000 people;

the organizations of the sphere of production with number of the working over 5000 people;

the organizations of service industry with number working to 100 people;

the organizations of service industry with number of the working more than 100 people.

The contest committee can establish the additional nominations. Information on the entered additional nominations is published in mass media, posted on the global computer Internet on the websites of Gosstandart and BELGISS, it is carried to the organizations by other possible methods.

10. Competition is held step by step and includes:

order taking and materials on participation in tender;

assessment (the analysis and examination) of the submitted documents by the contest committee and summing up tender;

awards ceremony;

the notification in mass media about results of tender, placement of information about winners on the websites of Gosstandart and BELGISS on the global computer Internet.

11. The organization representing the quality manager(s) for participation in tender till August 31 submits the following documents and materials to the secretariat of the contest committee:

the bid in form according to appendix 1 to this Instruction;

the questionnaire of the participant of tender in form according to appendix 2 to this Instruction;

the report according to the requirements stated in Item 12 of this Instruction together with necessary appendices (the form of the title page of the report is given in appendix 3 to this Instruction);
