in view of provisions of the Agreement between the Government of the Republic of Tajikistan and the Government of the Russian Federation about cooperation in fight against drug trafficking, psychotropic substances and with abuse of them of December 3, 2009,

based on provisions of the subitem "zh" of Item 1 of Article 2 and article 11 of the Agreement between the Agency on control of drugs in case of the President of the Republic of Tajikistan and Federal Drug Control Service of the Russian Federation about cooperation in fight against drug trafficking, psychotropic substances and their precursors of October 16, 2004,

agreed as follows:

Article 1

1. According to this agreement of FSKN of Russia gratuitously renders assistance to AKN of Tajikistan by program implementation but ю to rendering assistance to the Agency on control of drugs in case of the President of the Republic of Tajikistan in the field of counteraction to drug trafficking, psychotropic substances and their precursors (further - the Program) provided by the Appendix 1 to this agreement which is its integral part.

2. The procedure for rendering assistance of AKN of Tajikistan is determined by this agreement and the legislation of the states of the Parties.

Article 2

1. FSKN of Russia for the purpose of implementation of this agreement:

performs financing of actions of the Program within the amount determined by the Program and according to the Expense budget on rendering assistance to the Agency on control of drugs in case of the President of the Republic of Tajikistan in the field of counteraction to drug trafficking, psychotropic substances and their precursors for the corresponding financial year (further - the Estimate);

gives material, organizational and other help to AKN of Tajikistan;

performs preparation and retraining of personnel for AKN of Tajikistan; carries out monitoring of program implementation;

together with AKN of Tajikistan approves schedules of yurealization of specific actions of the Program;

has the right to stop rendering assistance of AKN of Tajikistan in case of identification of violations of provisions of this agreement from AKN of Tajikistan or persons authorized by it, including regarding accounts presentation;

in coordination with AKN of Tajikistan appoints the Coordinator of the Program for rendering assistance to the Agency on control of drugs in case of the President of the Republic of Tajikistan in the field of counteraction to drug trafficking, psychotropic substances and their precursors (further - the Coordinator);

in coordination with AKN of Tajikistan sends to AKN of Tajikistan experts in the field of counteraction to drug trafficking (further - experts).
