1. Approve the enclosed Rules of rendering emergency medical service and provision of medical care in the form of sanitary aircraft.

2. In the procedure established by the legislation to provide to department of the organization of medical care of the Ministry of health and social development of the Republic of Kazakhstan (further - the Ministry):

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on official Internet resource of the Ministry.

3. To impose control of execution of this order on the Vice-Minister of health and social development of the Republic of Kazakhstan Tsoi A.B.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of rendering emergency medical service and provision of medical care in the form of sanitary aircraft

1. General provisions

1. These rules of rendering emergency medical service and provision of medical care in the form of sanitary aircraft (further - Rules) determine procedure for rendering the specified types of medical care.

2. In these rules the following concepts are used:

1) active visit - medical visit of the patient at home at the initiative of the doctor;

2) emergency medical service (further SMP) - form of provision of medical care in case of the diseases and conditions requiring the emergency medical care for prevention of essential harm to health and (or) elimination of threat of life and also in need of transportation of bodies (part of bodies) for the subsequent transplantation;

3) the senior doctor of SMP of sanitary aircraft - the doctor with the higher medical education having the diploma in "medical case" or "pediatrics" and the certificate on specialties "emergency medical service", "the anesthesiologist and the resuscitator" having experience, preparation and specialization in ambulance and emergency medical service, the length of service at least 5 (five) years in the specialty which is owning methods of treatment, resuscitation and intensive therapy, having the first or highest qualification category in the specialty;

4) the paramedic dispatcher of SMP of sanitary aircraft - the medical specialist (the specialist with secondary medical education having the diploma in "medical case" and certificates in "emergency medical service") performing functions on acceptance, processing and transfer of challenges about rendering SMP;

5) the doctor-coordinator of sanitary aircraft of the region - the doctor having the higher medical education, length of service as at least 5 (five) years, the certificate of the specialist, availability of qualification category in the specialty and having managerials ability;

6) sanitary aircraft (further - SA) - form of provision of the emergency medical care to the population in case of impossibility of delivery of health care due to the lack of the medical equipment and (or) specialists of the corresponding qualification in the medical organization for the location of the patient. Provision of medical care in the form of sanitary aircraft is performed by delivery of qualified specialists to the destination or transportations of the patient, and also bodies (part of bodies) for the subsequent transplantation in the relevant medical organization by air transport;

7) mobile crew of sanitary aircraft (further - MBSA) - the structurally functional unit of division which is directly rendering the emergency qualified, specialized, highly specialized and consulting and diagnostic medical care by the patient and victim;

8) hospital motor transport - the specialized land vehicle intended for transportation of patients and victims, the accompanying medical personnel, also bodies (part of bodies) for the subsequent transplantation in the relevant medical organization;

9) hospital motor transport for delivery of health care in the form of SA - motor transport for delivery of medical specialists to board of the aircraft and back, and also transportations of patients (women in labor, victims) from the medical organization to board of the aircraft and from the airport to the medical organization;

10) the hospital aircraft transport - the specialized air vehicle (the plane, the helicopter) equipped for transportation of patients and victims, and also the accompanying medical personnel;

11) the paramedic of mobile team of SMP - the specialist with secondary medical education having the diploma in "medical case", the certificate of the specialist.

3. Coordinator of services SMP and SA is the Republican state company on the right of economic maintaining "The republican center of sanitary aircraft" of the Ministry of health and social development of the Republic of Kazakhstan (further - RTsSA).

2. Procedure for rendering emergency medical service

The organization of emergency medical service (the station, department) (further - OSMP) is the medical organization providing the round-the-clock emergency medical care to the adult, children's population in case of life-endangering conditions, accidents, sharp serious illness, in case of the road accidents, and also delivery of health care by the victim on highways.

5. In the cities, the regional and district centers for the decision of local authorities of public administration of health care as a part of the SMP station substations will be organized.

The substation is structural division of the SMP station. Substations are completed with medicines, products of medical appointment and the medical equipment for smooth operation of mobile team.

For patrol in densely populated areas and in hours of loadings "peak" crews of SMP (will be organized when carrying out cultural and mass action).

Service areas of substations are determined by local executive body in the field of health care by representation of the head of the SMP station.

Substations will be organized with calculation of providing 15 (fifteen) - minute transport availability to the location of the patient. The territories of servicing of substation are determined by local authorities of public administration of health care taking into account the number, density and age composition of the population, features of building, area saturation by industrial enterprises, large agricultural complexes, availability and condition of thoroughfares, traffic load and other features of the region.

Mobile teams of SMP go to challenge the senior paramedic the dispatcher of change of dispatching service (further - DS) SMP on call acceptance and transfer to their mobile teams of SMP taking into account profile of mobile team.

6. In OSMP rendering the emergency medical care is performed by mobile teams of SMP (linear-medical, specialized, and medical assistant's) - the functional units of OSMP organized according to the standard states and regular standard rates of the organizations of health care approved by the order of the Minister of Health of the Republic of Kazakhstan of April 7, 2010 No. 238 (it is registered in the Register of state registration of regulatory legal acts for No. 6173).

7. The medical assistant's mobile team of SMP includes in the structure one paramedic, the hospital attendant, the driver or the driver who had training on rendering pre-medical medical care.

8. The medical mobile team of SMP includes in the structure the doctor (the specialist with the higher medical education having the diploma in "medical case" or "pediatrics" and the certificate in "ambulance and emergency medical service"), the paramedic (the specialist with secondary medical education having the diploma in "medical case", the certificate), the driver or the driver who had training on rendering pre-medical medical care.

9. In the cities and the district centers specialized crews depending on the number of the served population of the city or the area will be organized:

over 70 thousand inhabitants - crew of intensive therapy, and also crew for delivery of health care to the children's population;

over 100 thousand - narrow-purpose specialized crews (cardiological, resuscitation).

10. The specialized (resuscitation) mobile team of SMP includes in the structure the doctor (the specialist with the higher medical education having the diploma in "medical case" or "pediatrics", the certificate of the doctor in "ambulance and emergency medical service" and specialization in profile of specialized crew), two paramedics (the specialist with secondary medical education having the diploma in "medical case", the certificate of the specialist), the driver or the driver who had training on rendering pre-medical medical care.

11. In case of receipt of challenge in OSMP the following data are fixed:

1) surname, name, middle name (in case of its availability), age and sex of the patient (the woman in labor, the victim);
