About approval of the Instruction on the organization of professional and psychological selection in the Armed Forces of Ukraine

According to the resolution of the Cabinet of Ministers of Ukraine of June 3, 2013 No. 389 "About approval of the Regulations on military commissariats" and for the purpose of further enhancement of the organization of professional and psychological selection, improvement of psychological providing in the Armed Forces of Ukraine of PRIKAZYVAYU:

1. Approve the Instruction on the organization of professional and psychological selection in the Armed Forces of Ukraine which is attached.

2. The order of the Ministry of Defence of Ukraine of May 15, 2012 No. 325 "About approval of the Instruction on the organization of professional and psychological selection in the Armed Forces of Ukraine", registered in the Ministry of Justice of Ukraine on June 6, 2012 at No. 911/21223, to declare invalid.

3. This order becomes effective from the date of its official publication.

The instruction on the organization of professional and psychological selection in the Armed Forces of Ukraine

I. General provisions

1. This Instruction determines procedure for the organization and holding actions of professional and psychological selection of citizens which are called (are accepted) on military service, the military personnel of the Armed Forces of Ukraine, and also regulates activities of the officials performing actions of military and professional selection in the Armed Forces of Ukraine.

2. Professional and psychological selection in the Armed Forces of Ukraine - complex of the actions aimed at providing selection of the citizens who are called up (accepted) for military service and the military personnel with professionally important qualities which meet the requirements of military professional activity.

3. The main objectives of professional and psychological selection of staff are:

assessment of psychological and psychophysiological suitability of the military personnel to types of activity to which accomplishment they intend, the forecast of success of their further professional activity during passing of military service and accomplishment of tasks to destination;

identification of persons with psychological instability, with asocial installations and that which use psychoactive agents, preparation and provision to administrative board of military units (divisions) of the corresponding conclusions and recommendations;

provision of recommendations about rational distribution of staff according to the level of development of their professionally important individual and psychological and psychophysiological qualities on military specialties.

4. Actions of professional and psychological selection in the Armed Forces of Ukraine:

determination of suitability to specific types of military professional activity of citizens which are called (are accepted) on military service;

military professional orientation of citizens and military personnel on mastering the corresponding military specialties;

preliminary studying of individual and psychological qualities of candidates for training in the highest military educational institutions and military educational units of higher educational institutions (further - HIGHER EDUCATION INSTITUTION and GNP of HIGHER EDUCATION INSTITUTIONS);

studying of individual and psychological and professionally important qualities of candidates for training, dopodgotovka, retrainings in training centers (divisions) of the Armed Forces of Ukraine of faces of ordinary, sergeant and foreman structure;

studying of individual and psychological and professionally important qualities of candidates for acceptance for military service under the contract of faces of ordinary, sergeant and foreman structure;

studying of individual and psychological and professionally important qualities of candidates for acceptance for military service under the contract of faces of officers;

studying of individual and psychological and professionally important qualities of candidates for service in war reserve;

studying of individual and psychological and professionally important qualities of candidates for participation in the international peace support operations and safety as a part of the national contingent and national personnel which is not part of the national contingent;

studying of individual and psychological and professionally important qualities of the citizens who are called up for compulsory military service and also faces of officers at the call of;

studying of individual and psychological qualities of persons liable for call-up at the call of on mobilization, for the special period;

studying of professionally important qualities of the military personnel in case of assessment in case of appointment to positions and movement on service based on reserve of candidates for job development with preparation of the corresponding conclusions and recommendations;

provision by results of selection of conclusions and recommendations to commanders (chiefs) about feasibility of appeal (acceptance) of the appointed persons in the Armed Forces of Ukraine, the organization of individual work with subordinates, completing of crews, calculations, teams, divisions by the military personnel taking into account their psychological compatibility, individual and psychological and professional qualities.

5. Types of ensuring professional and psychological selection:

material logistics - will be organized by Head department of moral and psychological providing the Armed Forces of Ukraine;

financial provision - is performed at the expense of the funds allocated under the relevant articles of the estimate of the Ministry of Defence of Ukraine;

scientific and methodical and the software - the National university of defense of Ukraine, the Ukrainian army medical college, Head department of moral and psychological providing the Armed Forces of Ukraine, research establishments of the Armed Forces of Ukraine perform.

II. Procedure for the organization and holding actions of professional and psychological selection

1. The organization and management of professional and psychological selection in the Armed Forces of Ukraine exercises Head department of moral and psychological providing the Armed Forces of Ukraine.
