1. Approve the enclosed Rules of monitoring procedure of completeness, transparency and reliability of the state inventory count of emissions and absorption of greenhouse gases.
2. To provide to department on climate change of the Department of Energy of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) the direction on official publication of this order within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan in periodic printing editions and in information system of law of Ad_let;
3) placement of this order on Internet resource of the Department of Energy of the Republic of Kazakhstan and on the intranet portal of state bodies;
4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.
3. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. These rules of monitoring procedure of completeness, transparency and reliability of the state inventory count of emissions and absorption of greenhouse gases (further - Rules) are developed according to item 4 of article 158-1 of the Ecological code of the Republic of Kazakhstan of January 9, 2007 and determine procedure for monitoring procedure of completeness, transparency and reliability of the state inventory count of emissions and absorption of greenhouse gases.
2. In these rules the following concepts are used:
1) transparency - the openness of process of the state inventory count of emissions and absorption of greenhouse gases opening the methodology used when calculating emissions and absorption of greenhouse gases;
2) the base year - the year established for accomplishment of obligations by the Republic of Kazakhstan on Item 5 of Article 3 of the Kyoto protocol to the Framework convention of the United Nations on climate change (further - the Convention);
3) the key category of sources is sector or split of economy which are carried according to requirements of the Convention to number of the emissions making the greatest contribution to amount or absorption of greenhouse gases;
4) quality control - system of standard technical actions for measurement and quality control of the state inventory of sources of emissions and absorption of greenhouse gases in process of its development;
5) completeness - scope the state inventory count of emissions and absorption of greenhouse gases of all sources, absorbers, greenhouse gases within the territory of the Republic of Kazakhstan.
3. The authorized body in the field of environmental protection (further - authorized body) performs the organization and coordination of functioning of the state system of inventory count of emissions and absorption of greenhouse gases.
4. Preparation of annual inventory of emissions and absorption of greenhouse gases is performed within twelve months, since April 15 of the year following after accounting year.
5. Preparation of the state inventory count of emissions and absorption of greenhouse gases will be organized by authorized body by means of the collection, the analysis and data processing received from state bodies and the companies which activities are source of emissions and absorption of greenhouse gases.
6. In preparation of the state inventory count of emissions and absorption of greenhouse gases are used the list of data and data on the production volumes and types of activity leading to anthropogenic emissions from sources and absorption by absorbers of greenhouse gases, specified in appendix to these rules.
7. The state inventory count of emissions and absorption of greenhouse gases includes:
data on sources of emissions of greenhouse gases, the number of the emissions made by them and also the number of absorption of greenhouse gases by sectors;
tendencies in the field of emissions of greenhouse gases;
overview of key categories of sources;
the overview on the energy sector;
the overview on the sector of industrial processes;
the overview on the sector of use of solvents and other products;
the overview on the sector of agricultural industry;
the overview on the sector of land use, change of land use and forestry;
the overview on the sector of waste;
the overview by other sectors;
assessment quality/quality control;
recalculations and enhancements.
