1. Approve the enclosed Rules of implementation of sanitary and quarantine control at automobile check points through customs border of the Customs union.

2. Declare invalid the Joint order of the Minister of Health of the Republic of Kazakhstan of June 27, 2011 No. 422 and the Minister of Finance of the Republic of Kazakhstan of June 29, 2011 No. 336 "About approval of Rules of implementation of sanitary and quarantine control at automobile check points through customs border of the Customs union" (registered in the Register of state registration of regulatory legal acts for No. 7086).

3. To committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (Ergozhin of E.) provide in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Finance of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

1. General provisions

1. These rules of implementation of sanitary and quarantine control at automobile check points through customs border of the Customs union are developed according to Item 8 of article 192 of the Code of the Republic of Kazakhstan of June 30, 2010 "About customs affairs in the Republic of Kazakhstan" and determine procedure of sanitary and quarantine control at automobile check points through customs border of the Customs union concerning persons, vehicles and controlled goods (loads) (further - Rules).

In these rules the following concepts are used:

1) exchange of information - the procedure of transfer of the data received during the course of performance the functions assigned according to these rules between Committee of state revenues of the Ministry of Finance of the Republic of Kazakhstan (further - KGD MF RK) and Committee on consumer protection of the Ministry of national economy of the Republic of Kazakhstan (further - KZPP MNE RK) within requirements of the legislation of the Republic of Kazakhstan;

2) customs authority of appointment - body of state revenues and (or) body of other state member of the Customs union in which region of activities there is delivery location of goods established by customs authority of departure or which completes customs procedure of customs transit;

3) sanitary and quarantine control - the control of sanitary and epidemiologic condition of goods (loads) and the state of health of people when moving people and goods (loads) through customs border of the Customs union which is carried out for the purpose of non-admission of delivery on customs area of the Customs union of infectious and parasitic diseases and also substances and products potentially hazardous to health of the person;

4) controlled goods - the goods, chemical, biological and radioactive materials, waste and other loads constituting danger to the person, the foodstuff, materials and products moved through customs border of custom union and on customs area of custom union, which are subject to the state sanitary and epidemiological surveillance (control) according to the legislation of the states of members of the Customs union.

3. Sanitary and quarantine control at automobile check points through customs border of the Customs union is carried out by officials of bodies of state revenues in the conditions conforming to standard requirements to the equipment and hardware of the buildings, rooms and constructions necessary for the organization of sanitary and quarantine control.

4. Officials, within implementation of sanitary and quarantine control, in the activities are guided by the Decision of the Commission of the Customs union of May 28, 2010 No. 299 "About application of sanitary measures in the Customs union" (further - the Solution of KTS), the legislation of the Republic of Kazakhstan and state members of the Customs union.

2. Procedure of sanitary and quarantine control at automobile check points through customs border of the Customs union and interaction of territorial authorities of KGD and KZPP

5. Officials of bodies of state revenues within implementation of sanitary and quarantine control of vehicles, containers, controlled goods (loads) on their arrival (departure) on customs area (from the territory) the Customs union perform:

1) visual survey of vehicles, the containers crossing customs border of the Customs union, poll of drivers of motor transport;

2) sanitary examination of the vehicle, containers, including on availability of carriers and carriers of infection (insects, the live and fallen rodents or traces of their stay);

3) assignment of the vehicle, containers according to the decision of the head of the automobile check point on the sanitary platform, in the presence of carriers and carriers of infection (insects, the live and fallen rodents or traces of their stay);

4) organization of holding disinfection, disinsection and (or) deratization actions;
