According to the subitem 1) article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" PRIKAZYVAYU:

1. Approve enclosed:

1) the standard of the state service "Accreditation of Republican and Regional Sports Federations", according to appendix 1 to this order;

2) the standard of the state service "Accreditation of Local Sports Federations", according to appendix 2 to this order;

3) the standard of the state service "Payment of Lifelong Monthly Material Security to Athletes and Trainers", according to appendix 3 to this order;

4) standard of the state service "Assignment of sports ranks: "Honoured Master of Sports of the Republic of Kazakhstan", "world class master of sports of the Republic of Kazakhstan", "Master of Sports of the Republic of Kazakhstan", "The honored trainer of the Republic of Kazakhstan" and qualification categories: the trainer of the highest level of qualification of the highest category, the trainer of the average level of qualification of the highest category, the methodologist of the highest level of qualification of the highest category, the methodologist of the average level of qualification of the highest category, the instructor-athlete of the highest level of qualification of the highest category, the national sports judge of the highest category, the national sports judge", according to appendix 4 to this order;

5) standard of the state service "Assignment of sports categories: "candidate for the Master of Sports of the Republic of Kazakhstan", athlete of 1 category and qualification categories: the trainer of the highest level of qualification of the first category, the trainer of the average level of qualification of the first category, the methodologist of the highest level of qualification of the first category, the methodologist of the average level of qualification of the first category, the instructor-athlete of the highest level of qualification of the first category, the sports judge of the first category", according to appendix 5 to this order;

6) standard of the state service "Assignment of sports categories: athlete 2 categories, athlete 3 categories, athlete of 1 youthful category, athlete 2 youthful categories athlete 3 youthful categories and qualification categories: the trainer of the highest level of qualification of the second category, the trainer of the average level of qualification of the second category, the methodologist of the highest level of qualification of the second category, the methodologist of the average level of qualification of the second category, the instructor-athlete of the highest level of qualification of the second category, the sports judge", according to appendix 6 to this order;

7) the standard of the state service "Assignment of the Statuses "Specialized" to Sports Schools and "Specialized" to Departments of Sports Schools", according to appendix 7 to this order;

8) the standard of the state service "Compensation Payment to Members of National Teams of the Republic of Kazakhstan on Sports (the National Teams of Teams in Sports) in case of Receipt by Them of Sports Injuries and Mutilations at the International Sports Competitions", according to appendix 8 to this order;

9) the standard of the state service "Issue of the Dwelling to Champions and Prize-winners Olympic, Paralympic and Deaflympics", according to appendix 9 to this order;

10) the standard of the state service "Documents Acceptance in Republican Specialized Boarding Schools Colleges of the Olympic Reserve and Regional Boarding Schools for the Children Presented in Sport", according to appendix 10 to this order;

11) the standard of the state service "Documents Acceptance in Children's and Youth Sports Schools, Sports Schools for Disabled People", according to appendix 11 to this order;

12) the standard of the state service "Documents Acceptance on Preparation, Retraining, Advanced Training of Personnel in the field of Physical Culture and Sport", according to appendix 12 to this order.

2. To committee on cases of sport and physical culture of the Ministry of Culture and sport of the Republic of Kazakhstan (Kanagatov E. B.) in the procedure established by the legislation to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration the direction it on official publication in periodic printing editions and in information system of law of Ad_let.

3. To impose control of execution of this order on the vice-Minister for Culture and Sports of the Republic of Kazakhstan Musaybekov S. Zh.

4. This order becomes effective after ten calendar days after day of its first official publication.

to the Order of the Minister for Culture and Sports of the Republic of Kazakhstan of April 17, 2015 No. 139

Standard of the state service "Accreditation of Republican and Regional Sports Federations"

Chapter 1. General provisions

1. The state service "Accreditation of Republican and Regional Sports Federations" (further – the state service).

2. The standard of the state service is developed by the Ministry of Culture and sport of the Republic of Kazakhstan (further – the Ministry).

3. The state service appears Committee on cases of sport and physical culture of the Ministry (further – the service provider).

Reception of an application and issue of result of rendering the state service are performed through:

Non-commercial joint-stock company "The Government for Citizens state corporation (further – the State corporation);

the web portal of "the electronic government" www.egov.kz (further – the portal).

Chapter 2. Procedure for rendering the state service

4. Term of rendering the state service:

1) from the moment of delivery of document package in the State corporation, and also in case of the address on the portal:

issue of the certificate on accreditation – 15 (fifteen) calendar days;

renewal of the certificate on accreditation – 5 (five) calendar days;

issue of the duplicate of the certificate on accreditation – 5 (five) calendar days.

In case of the appeal to the State corporation day of documents acceptance does not enter rendering the state service in time.

The service provider represents result of rendering the state service to the State corporation a day before the termination of term of rendering the state service;

2) the most allowed time of expectation for delivery of document package in the State corporation – 15 (fifteen) minutes;

3) the most allowed time of servicing in case of the appeal to the State corporation – 15 (fifteen) minutes.

5. Form of rendering the state service: electronic (partially automated) and (or) paper.

6. The state service the certificate on accreditation of sports federation, the renewed certificate on accreditation of sports federation, the duplicate of the certificate on accreditation of sports federation, in forms, approved by the order of the Minister for Culture and Sports of the Republic of Kazakhstan of November 27, 2014 No. 121 "About approval of Rules of accreditation of sports federations" registered in the Register of state registration of regulatory legal acts at No. 10095 (further - the certificate on accreditation), or the motivated answer about refusal in rendering the state service in cases and on the bases is result, of the stipulated in Item 9-1 this standard of the state service.

On the portal - the notification of the readiness of result of the state service certified by the digital signature (further - the EDS) the authorized officer, for obtaining in the State corporation of result of the state service.

In case of representation by uslugopoluchatel of incomplete document package according to the list, stipulated in Item 9 these standards of the state service, and (or) documents with the expired effective period, the service provider refuses reception of an application.

Form of provision of result of rendering the state service: paper.

7. The state service is rendered to legal entities (further – uslugopoluchatel) free of charge.

8. Working schedule:

1) the service provider – Monday through Friday, from 9:00 till 18:30 o'clock with lunch break from 13:00 till 14:30 o'clock, except days off and holidays, according to the labor law of the Republic of Kazakhstan";

2) the State corporation – Monday through Saturday inclusive, according to the established working schedule from 9:00 till 20:00 o'clock without interruption for lunch, except Sunday and holidays, according to the labor law of the Republic of Kazakhstan.

The state service is rendered at the choice of uslugopoluchatel, according to the procedure of "electronic" queue without the accelerated servicing, possibly booking of electronic queue by means of the portal;

3) the portal – round the clock, except for technical breaks in connection with carrying out repair work (in case of the address of uslugopoluchatel after the termination of working hours, in days off and holidays according to the labor law of the Republic of Kazakhstan, reception of applications and issue of results of rendering the state service is performed the next working afternoon).

9. The list of documents necessary for rendering the state service in case of the address of uslugopoluchatel (or the authorized representative):

1) in the State corporation:

for receipt of the certificate on accreditation:

the identity document of the head of sports federation and (or) the power of attorney of the legal entity - in case of the address of the representative of sports federation (for identification);

the statement on carrying out accreditation in form according to appendix 1 to this standard of the state service;

information about personal administrative board of executive body;

charter of sports federation;

the document confirming membership on behalf of the Republic of Kazakhstan in the international sports organization recognized by the International Olympic Committee, the Olympic council of Asia and (or) the document confirming recognition by National Olympic Committee of the Republic of Kazakhstan - for sports federations on the Olympic and not Olympic sports";

the document confirming membership on behalf of the Republic of Kazakhstan in the international sports organization recognized by the International Paralympic Committee and the document confirming recognition by National Paralympic committee of the Republic of Kazakhstan - for sports federations on Paralympic sport;

the document confirming membership on behalf of the Republic of Kazakhstan in the international sports organization and the document confirming recognition by National Olympic Committee of the Republic of Kazakhstan - for sports federations by national type (types) of sport;

comprehensive target program by the form (types) of sport;

the project governed by the form (types) of sport;

for renewal of the certificate on accreditation:

the statement for renewal of the certificate on accreditation according to appendix 2 to this standard of the state service;

for receipt of the duplicate of the certificate on accreditation:

the statement for receipt of the duplicate of the certificate on accreditation according to appendix 2 to this standard of the state service.

Data of identity documents of uslugopoluchatel, about state registration (re-registration) of sports federation in the Republic of Kazakhstan, about accounting registration (re-registration) of branches (representations) of sports federation, the service provider and the employee of the State corporation receives from the corresponding state information systems through lock of "the electronic government".

In case of documents acceptance the employee of the State corporation reproduces electronic copies of documents then returns originals to uslugopoluchatel and issues the receipt on acceptance of the relevant documents.

In the State corporation issue of ready documents is performed based on the receipt, in case of presentation of the identity document of uslugopoluchatel (or his authorized representative).

The state corporation provides storage of result of rendering the state service within one month then transfers them to the service provider for further storage. request in electronic form, the uslugopoluchatel certified by the EDS;

the charter of sports federation in the form of the electronic copy of the document;

the document confirming membership on behalf of the Republic of Kazakhstan in the international sports organization recognized by the International Olympic Committee, the Olympic council of Asia and (or) the document confirming recognition by National Olympic Committee of the Republic of Kazakhstan - for sports federations on the Olympic and not Olympic sports in the form of the electronic copy of the document;

the document confirming membership on behalf of the Republic of Kazakhstan in the international sports organization recognized by the International Paralympic Committee and the document confirming recognition by National Paralympic committee of the Republic of Kazakhstan - for sports federations on Paralympic sport in the form of the electronic copy of the document;

the document confirming membership on behalf of the Republic of Kazakhstan in the international sports organization and the document confirming recognition by National Olympic Committee of the Republic of Kazakhstan - for sports federations by national type (types) of sport in the form of the electronic copy of the document;

the comprehensive target program by the form (types) of sport in the form of the electronic copy of the document;

the project governed by the form (types) of sport in the form of the electronic copy of the document;

for renewal of the certificate on accreditation:

request in electronic form, the uslugopoluchatel certified by the EDS;

for receipt of the duplicate of the certificate on accreditation:

request in electronic form, the uslugopoluchatel certified by the EDS.

Data of identity documents of uslugopoluchatel, about state registration (re-registration) of sports federation in the Republic of Kazakhstan, about accounting registration (re-registration) of branches (representations) of sports federation, containing in the state information systems, the service provider receives from the corresponding state information systems through lock of "the electronic government".

On the portal acceptance of electronic request is performed in "private office" of uslugopoluchatel.

In case of the address through the portal in "private office" in the history of addresses of uslugopoluchatel the status about acceptance of request for rendering the state service, and also the notification with indication of the date of receipt of result of the state service is reflected.

9-1. The bases for refusal in rendering the state service are:

1) establishment of unauthenticity of the documents submitted by uslugopoluchatel for receipt of the state service, and (or) these (data) containing in them;

2) discrepancy of uslugopoluchatel and (or) the provided supplied and the information necessary for rendering the state service, to requirements, stipulated in Clause 11 Laws of the Republic of Kazakhstan of July 3, 2014 "About physical culture and sport" and the order of the Minister for Culture and Sports of the Republic of Kazakhstan of November 27, 2014 No. 121 "About approval of Rules of accreditation of sports federations" (it is registered in the Register of state registration of regulatory legal acts for No. 10095);

3) the negative reply of authorized state body to request about coordination which is required for rendering the state service;

4) concerning uslugopoluchatel there is decision (sentence) of court on prohibition of activities or the separate types of activity requiring receipt of the state service which took legal effect;

5) concerning uslugopoluchatel there is judgment which took legal effect based on which the uslugopoluchatel is deprived of the special right connected with receipt of the state service.

10. In case of provision by uslugopoluchatel of incomplete document package according to the list, stipulated in Item 9 these standards of the state service, the employee of the State corporation refuses reception of an application and issues the receipt in form according to appendix 3 to this standard of the state service.

Chapter 3. Procedure for appeal of decisions, actions (failure to act) of the service provider, the State corporation and (or) their workers concerning rendering the state service 

11. In case of appeal of decisions, actions (bezdeystviye) of employees of the service provider the claim is sent to management of the service provider to the address specified on Internet resource of the service provider: www.sport.gov.kz in the Section "State Services", or to management of the Ministry of the address: Astana, Esilsky district, Prospekt Mang_l_k El, house 8, building "House of the ministries", No. entrance 15, office 263, contact telephone numbers: 8 (7172) 740429, 740454.

The claim is submitted in writing by mail or in electronic form in the cases provided by the current legislation, or purposely through office of the service provider, the Ministry or in the form of the video message in the State corporation and also by means of the portal.

Confirmation of adoption of the claim is its registration (stamp, the entering number and registration date) in office of the service provider or the Ministry. 12. In disagreement cases with results of the rendered state service, the uslugopoluchatel can take a legal action in the procedure established by the legislation of the Republic of Kazakhstan.

Chapter 4. Other requirements taking into account features of rendering the state service including rendered electronically and through the State corporation

13. Uslugopoluchatelyam, having violation of health with the permanent disorder of functions of organism limiting its activity, in case of need documents acceptance is made by the employee of the State corporation with departure at the place of residence by means of the address through Single contact center for rendering the state service: 1414, 8 800 080 7777.

14. Addresses of places of rendering the state service are placed on Internet resource of the service provider: www.sport.gov.kz in the Section "State Services".

15. Uslugopoluchatel has possibility of receipt of the state service electronically through the portal on condition of EDS availability.

16. Uslugopoluchatel has possibility of receipt of information on procedure and the status of rendering the state service in the mode of remote access by means of portal "private office", and also Single contact center.
