About approval of Safety rules of gas supply systems

According to article 28 of the Law of Ukraine "About labor protection" I order:

1. Approve Safety rules of gas supply systems which are attached.

2. Declare invalid the order of the State committee of Ukraine on supervision of labor protection of October 1, 1997 No. 254 "About approval of Safety rules of gas supply systems of Ukraine", registered in the Ministry of Justice of Ukraine on May 15, 1998 for No. 318/2758 (NPAOP 0.00-1.20-98).

3. To public service of mountain supervision and industrial safety of Ukraine in accordance with the established procedure:

1) to provide submission of this order on state registration in the Ministry of Justice of Ukraine;

2) to enter the order in the State register of regulatory legal acts concerning labor protection.

4. This order becomes effective from the date of its official publication.

Safety rules of gas supply systems

I. Scope of application

1.1. These Rules extend to all subjects of managing, irrespective of patterns of ownership and legal form which activities are connected with construction, repair, expansion, reconstruction, technical retrofitting (further - construction), operation of gas supply systems (further - operation), and also retail trade by the liquefied hydrocarbonic gas in cylinders.

1.2. These Rules establish safety requirements to gas supply systems for providing consumers with natural gas with the excessive pressure of no more 1,2 of MPa and also liquefied by hydrocarbonic gas with the excessive pressure of no more 1,6 of MPa namely:

the gas distribution external pipelines providing supply of gas from gas distribution stations to gas control Items of residential and rural locations, the territories of country and garden settlements, gas pipelines inputs, gas pipelines to the companies, thermal power plants, boiler rooms;

gas pipelines and gas equipment of industrial and agricultural enterprises, thermal power plants, boiler rooms, companies of public and consumer services of the population, residential and public buildings;

gas control Items, gas control Items block, cupboard gas control Items, gas control installations, the combined house regulators of pressure, installation for receipt of air-gas mixes;

gas-filling stations and gas-filling Items of the liquefied hydrocarbonic gas, intermediate storages of cylinders, stationary automobile gas-filling stations and Items, reservoir installations, group gas-balloon installations and individual gas-balloon installations, evaporating and mixing installations.

1.3. These Rules do not establish requirements to:

to technology gas pipelines and gas equipment of chemical, petrochemical, oil-extracting, oil processing productions and companies of ferrous metallurgy;

to research and experimental aggregates and installations, and also the installations using energy of explosion of air mixes and installations for receipt of protective gases;

to the gas equipment and portable gas-using installations of road and rail transport, river, sea and aircrafts;

to the automobile gas-filling compressor and combined stations for filling of cars with the compressed natural gas and liquid fuel;

to gas supply systems for providing consumers with natural combustible gases of oil, gas and gas-condensate fields and gas-mixes on their basis with the excessive pressure of more 1,2 of MPa, and also the liquefied hydrocarbonic gases with the excessive pressure of more 1,6 of MPa;

to the equipment of the increased danger of biogas production.

II. Terms and determinations

2.1. In these Rules terms and determinations of the concepts designated by them are accepted in the following values:

The automobile gas-filling station of the liquefied hydrocarbonic gases (the autogas-filling station) - the complex intended for filling of gas-balloon installations of cars with the liquefied hydrocarbonic gas;

automobile gas-filling Item of the liquefied hydrocarbonic gases - the stationary or portable complex intended for gas station of fuel cylinders of the liquefied hydrocarbonic gases of road transport from stationary reservoirs or from truck tanks;

the asset holder - the owner or the legal entity who under the agreement with the owner contains the corresponding property on balance and also keeps accounting, statistical and other stipulated by the legislation records, perfroms calculations of the means necessary for timely carrying out the capital and flowing repairs and content, and also provides management of this property and bears responsibility for its operation according to the current legislation of Ukraine;

cylinder - the vessel working under pressure to 1,6 of kgf / kv.sm., reservoir to 100 cubic dm., intended for transportation, storage and use of the liquefied gases;

blocking - complex of the actions providing impossibility of start-up of gas or turning on of the gas-using aggregate in case of violation of safety requirements;

the introduction gas pipeline - the section of the pipeline from the disconnecting device on input to the house (in case of establishment of the disconnecting device outside of the building) to the internal gas pipeline, including the gas pipeline laid in case through building wall;

the internal gas pipeline - the section of the pipeline from the gas pipeline input (in case of installation of the disconnecting device in the building) or from the introduction gas pipeline to the place of connection of the gas device, gas-using installation, the thermal aggregate and so forth;

hot work - the production operations connected using naked flame, sparking and heating to temperatures which can cause ignition of materials and designs (electro-and gas weldings it (is sharp)), petrolgas cutting, works with use of blowtorches, figurative horns;

gas metering station - set of means of the measuring equipment and the supportive applications intended for measurement, registration of results of measurement and calculations of amount of the gas given to standard conditions of its condition;

gas economy - gas pipelines and constructions on them, remedies from electrochemical corrosion, gas control Item, cupboard gas control Item, gas control installation, systems of telemechanics and industrial control system, industrial, household and household gas-consuming facilities, the gas equipment of public, administrative and apartment houses, irrespective of departmental accessory and patterns of ownership;

the gas equipment of public, administrative and apartment houses - gas devices and devices, devices and aggregates (complete factory readiness) which use gas in fuel quality for cooking, hot water supply and heating;

gas-using installations and the equipment - the coppers, production furnaces, processing lines and other installations using gas in fuel quality for development of heat and electrical energy for heating, hot water supply and for technology needs of production;

fuel station - the complex intended for acceptance, storage and leave of the liquefied hydrocarbonic gases to consumers in truck tanks and household cylinders, gas stations of fuel cylinders of the liquefied hydrocarbonic gases of road transport, repair and periodic engineering certification of gas cylinders;

gas-filling Item - the complex intended for acceptance of the liquefied hydrocarbonic gases in automobile or cistern cars, storages and leaves of the liquefied hydrocarbonic gases to consumers in household cylinders;

gas dangerous works - works in case of which accomplishment there is available or can be allocation to the working area vzryvo-and the fire-dangerous or harmful vapors, gases and other substances capable to cause explosion, ignition, in the quantities exceeding extremely concentration, and also works in case of insufficient content of oxygen (the volume fraction is lower than 20% in air);

the gas pipeline input - the gas pipeline from the place of accession to the gas distribution pipeline to the locking device (inclusive) on input to the house;

gas control Item - the complex of the equipment for pressure decrease of gas and its maintenance at the set level located in buildings (separate or attached to other houses) and the rooms which are built in houses;

gas control Item block - the complex of the equipment for pressure decrease of gas and its maintenance at the set level which is completely mounted industrially and located in one or several containers;

gas control Item with means of telemetric control or scheduling - gas control Item with transmission media of the technology parameters and the emergency termination of gas supply this on the SPGH control office for the purpose of control;

gas control installation - the complex of the equipment for pressure decrease of gas and its maintenance at the set level mounted directly on site and located indoors in which the installations using gas, or in the adjacent room are placed with it integrated by open opening;

the gas-distributing company - subject of managing which based on the license performs transportation of natural gas on gas distribution networks directly to consumers within balance sheet accessory in property or in use of which there are gas-distribution systems and other production facilities and performing concerning them functions on operational technology management;

geothermal installation of the liquefied hydrocarbonic gases - vertically aimed (to 50 m) sealed container from casing pipes which uses soil temperature for natural evaporation of the liquefied hydrocarbonic gases;

group balloon installation of the liquefied hydrocarbonic gases - installation of gas supply of the liquefied hydrocarbonic gases which part more than two household cylinders are;

the safety and locking valve - the device for automatic interruption in supply of gas to the consumer in case of inadmissible (under the terms of operation) increase or pressure decline of gas in controlled point behind pressure regulator;

safety and waste the valve - the device for automatic removal in the atmosphere of excessive amount of gas from the reservoir or the gas pipeline in case of inadmissible (under the terms of operation) increase in gas pressure in them;

means of the measuring equipment and automatic equipment - the technical tool which is used in case of measurement and has the normalized metrological characteristics;

inventory cap - removable detail (carving or flange) which provides hermetic closing of pipe, openings, unions or lugs; the sheet cap shall have shaft;

individual gas cylinder installation of the liquefied hydrocarbonic gases - installation of gas supply of the liquefied hydrocarbonic gases which part no more than two household cylinders are;

infrared tubular gas heaters - torches of infrared radiation with dark radiators - radiation pipes which surface, heating up products of combustion of gas in the gas torches placed inside is source of infrared radiation;

capital repairs - works on replacement of sites of gas pipelines which became unsuitable, worn-out nodes, details, designs, and also works on repair of the main structures of buildings and constructions of gas supply systems, including coloring;

comprehensive instrument examination - complex of works on nadtrassovy inspection of the gas pipeline without its opening by means of devices which part works on determination of the location of the gas pipeline, depths if necessary, checks of hermeticity and detection of places of damages of isolation are;

the gas counter - means of the measuring equipment which is used for measurement, storing and display of amount of the gas passing through it;

small coppers - coppers with a thermal productivity up to 100 kW inclusive with temperature of heat carrier no more than 115 °C and pressure to MPa 0,7;

the land gas pipeline - the gas pipeline laid on the Earth's surface with ridging or without ridging;

the elevated gas pipeline - the gas pipeline laid on separate support, columns, platforms, whatnots and on walls of buildings;

dangerous concentration of gas - concentration (volume part of gas) in air which is more or is equal in air to 20% of the lower concentration limit of explosibility;

running repair - the repair intended for permanent maintenance of operability of gas supply systems, elimination of the defects and gas discharge revealed in case of maintenance, complex of transactions with dismantling, recovery or replacement of details, nodes, the equipment, aggregates;

intermediate storage of cylinders - the complex intended for acceptance, storage and leave to consumers of household cylinders of the liquefied hydrocarbonic gases;

conservation regime - the mode in case of which gas pipelines of gas-using installation (the equipment, vessels) are exempted from gas steamed (are blown by inert gas), are protected from corrosion, are disconnected by means of inventory caps;

the reserve mode - condition of gas-using installation in case of which gas is not burned and pressure of gas in gas pipelines is absent, and shutoff valves on withdrawal of the gas pipeline (gas pipeline branch) to installation shall be in the family way "are closed";

the reservoir - the stationary vessel intended for storage of the gaseous and liquefied (liquid) substances;

reservoir installation of the liquefied hydrocarbonic gases - installation of gas supply of the liquefied hydrocarbonic gases which part reservoirs in amount from 2,5 to cubic meter 10,0 are;

reconstruction of gas supply system - change of structure of creation or parameters of gas supply system, including its technical retrofitting;

gas distribution pipelines (gas-distribution systems) - the property industrial complex consisting of organizationally and technology connected objects intended for distribution of natural gas;

the alarm system - the devices providing representation of sound or light signals in case of achievement of precautionary value of controlled parameter;

gas supply system - technical complex which part are:

gas pipelines and constructions on them;

gas-using installations, reservoir, group and individual installations of the liquefied hydrocarbonic gases, and also the installed gas residential and public buildings;

gas control Items and installations;

gas metering stations;

the installed gas industrial, agricultural and other enterprises, boiler rooms;

means of electrochemical protection against corrosion;

the service processing equipment ensuring gas supply system operation;

waste the pipeline - the pipeline intended for dumping into the atmosphere of gas in case of operation of protection devices gas pressure in controlled point did not exceed set;
