Article 1. Subject of regulation of this Federal Law

This Federal Law for the purpose of assistance to development and increase in management efficiency in the housing sphere determines the purposes of activities, task, function of single institute of development in the housing sphere and authorized bank in the sphere of housing construction, and also establishes features of management of the organizations of single institute of development in the housing sphere.

Article 2. Concept of single institute of development of the housing sphere. The purposes, tasks and functions of single institute of development in the housing sphere

1. Single institute of development in the housing sphere - the joint-stock company founded by the Russian Federation according to the order of the Government of the Russian Federation about the Agency of mortgage housing lending.

1.1. At least 50 percent of shares plus one ordinary share of single institute of development in the housing sphere are in property of the Russian Federation, including in case of acquisition of development by single institute in the housing sphere of the status of public joint stock company according to the procedure, No. 208-FZ provided by the Federal Law of December 26, 1995 "About joint-stock companies". Features of implementation on behalf of the Russian Federation of shareholder rights of single institute of development in the housing sphere are determined by the Government of the Russian Federation.

2. The single institute of development in the housing sphere performs the activities for the purpose of assistance to carrying out the state housing policies, to development of the housing sphere, including due to attraction of investments into it, to increase in availability of housing and creation of comfortable conditions for accommodation of citizens of the Russian Federation, forming of favorable living environment of the person and society, and also increase in management efficiency in the housing sphere.

3. The main objectives of single institute of development in the housing sphere are:

1) assistance to development of the territories public, favorable living environment of the person and society, the territories of city settlements, residential locations and city districts, the federal cities for satisfaction of social needs of the citizens including living in the corresponding territory (further - the urban environment), assistance to development of housing construction (including construction of standard housing, hired houses, individual housing construction), including with use of the mechanisms provided by the Federal Law of July 24, 2008 No. 161-FZ "About assistance to development of housing construction, to creation of objects of tourist infrastructure and other development of the territories";

2) assistance to development of mortgage housing lending and to market development of mortgage securities, other financial instruments, increase in their liquidity;

2. 1) assistance of implementation of measures of the state support for the purpose of improvement of housing conditions of citizens, measures of the state support of persons performing housing construction and (or) construction of facilities of infrastructure, and to determination of single approaches to the solution of questions in case of realization of the specified measures, except for died supports, the citizens directed to resettlement from emergency housing stock;
