1. Approve the enclosed Rules of forming and maintaining registers of recipients of fabric (part of fabric) and (or) bodies (part of bodies), and also donors of fabric (part of fabric) and (or) bodies (part of bodies), haematopoietic stem cells.

2. To provide to department of the organization of medical care of the Ministry of health and social development of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction on official publication in periodic printing editions and information system of law of regulatory legal acts of the Republic of Kazakhstan of Ad_let;

3) placement of this order on Internet resource of the Ministry of health and social development of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Ministry of health and social development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of this Item;

5) to bring this order to the attention of the organizations of health care and managements of health care of areas, the cities of Astana and Almaty.

3. To impose control of execution of this order on the vice-Minister of health and social development of the Republic of Kazakhstan Tsoi A. V.

4. This order becomes effective after ten calendar days after day of its first official publication, except for the subitem 2) of item 4 of Rules of forming and maintaining registers of recipients of fabric (part of fabric) and (or) bodies (part of bodies), and also donors of fabric (part of fabric) and (or) bodies (part of the bodies) approved by this order which becomes effective since January 1, 2017.

Chapter 1. General provisions

1. These rules of forming and maintaining registers of recipients of fabric (part of fabric) and (or) bodies (part of bodies), and also donors of fabric (part of fabric) and (or) bodies (part of bodies) (further - Rules) are developed according to Item 12 of article 169 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" (further - the Code) and determine procedure for forming and maintaining registers of recipients of fabric (part of fabric) and (or) bodies (part of bodies), and also donors of fabric (part of fabric) and (or) bodies (part of bodies), haematopoietic stem cells.

2. In these rules the following concepts are used:

1) the recipient - the patient to whom transfusion of donor blood or the components and (or) medicines allocated from it, introduction of men's or women's donor material (sperm, ovum, embryos) or fabric transplantation (part of fabric) and (or) body (part of body) from the donor is made;

2) the potential recipient - the patient who needs fabric transplantation (part of fabric) and (or) bodies (part of bodies);

3) the donor live - person from whom fabric withdrawal (part of fabric) and (or) bodies (part of bodies) for transplantation to the recipient is made;

4) the cadaveric donor (kadaver) - corpse of the person from which to be made fabric withdrawal (part of fabric) and (or) bodies (part of bodies) for transplantation to the recipient;

5) system of carrying out immunological typing (further - sistema-HLA) - the system of anti-genes located on leukocytes of the person and determining fabric compatibility of the donor and recipient in case of transplantation of fabrics (part of fabric) and (or) bodies (part of bodies);

6) the waiting list on fabric transplantation (part of fabric) and (or) bodies (part of bodies) - the database of potential recipients of fabric (part of fabric) and (or) bodies (part of the bodies) typed on system-HLA;

7) the register of donors of fabric (part of fabric) and (or) bodies (part of bodies) - the database of persons, concordants on non-paid donorship of fabric (part of fabric) and (or) bodies (part of bodies), haematopoietic stem cells typed on system-HLA;

8) the register of recipients of fabric (part of fabric) and (or) bodies (part of bodies) - the database of persons needing fabric transplantation (part of fabric) and (or) bodies (part of the bodies) typed on system-HLA;

9) cross-disciplinary (multidisciplinary) group of specialists (MDG) - the group of doctors consisting of profile and adjacent specialists, the center of transplantation for commission decision making about need of performing replacement therapy in case of organ insufficiency;
