About some measures for implementation of the resolution of Council of Ministers of the Republic of Belarus of May 22, 2015 No. 431

1. Determine that:

1.1. involvement of the expert to carrying out state scientific and (or) state scientific and technical examinations (further - state examination) is made by means of its choice performed:

The chairman of the State committee on science and technologies of the Republic of Belarus or his deputies in compliance distribution of obligations according to proposals of chairmen of the State advisory councils;

the head (in its absence - the deputy manager) scientific or scientific and technical section of the State advisory council in the case established by part three of Item 17 of the Regulations on procedure for functioning of single system state scientific and state scientific and technical examinations, the Council of Ministers of the Republic of Belarus approved by the resolution of May 22, 2015 No. 431 "About procedure for functioning of single system state scientific and state scientific and technical examinations" (The national legal Internet portal of the Republic of Belarus, 28.05.2015, 5/40575; 14:06. 2017, 5/43819).

As the experts to conducting state examination specialists from among the faculty and scientists of institutions of higher education, research, developmental and other organizations, state bodies (on their representation), and also other physical persons who are highly qualified specialists in the corresponding science and technology and, as a rule, conforming to the following requirements can be involved:

availability of the higher education and experience of practical work at least five years in the corresponding science and technology;

availability of academic degree of the doctor or candidate of science in the corresponding science and technology;

availability of publications in high-rating foreign or domestic editions in the corresponding science and technology within the last five years, availability of patents for inventions and experience of implementation of scientific and technical developments;

experience of work as the expert;

lack of violations of requirements of Item 27 of the Regulations on procedure for functioning of single system state scientific and state scientific and technical examinations.

In the absence of the specialist of necessary profile and (or) in case of versatility of object of state examination as the experts to conducting state examination the organizations which are engaged in the types of activity corresponding to profile (profiles) of object of state examination can be involved;

1.2. civil agreements which are signed by the Chairman of the State committee on science and the technologies of the Republic of Belarus (authorized by it person) and the expert, the member of the State advisory council of the corresponding profile are signed with the expert, the member of the State advisory council of the corresponding profile in the procedure established by the legislation.

2. This resolution becomes effective after its official publication.
