About approval of the Method of calculation of price indexes on the medical services rendered by the organizations of health care

Based on the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445 "About some questions of bodies of the state statistics" the National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the enclosed Method of calculation of price indexes on the medical services rendered by the organizations of health care and enact it, since calculation of price indexes on the medical services rendered by the organizations of health care for January, 2016.

2. Declare invalid the resolution of National Statistical Committee of the Republic of Belarus of November 14, 2008 No. 417 "About approval of the Method of calculation of price indexes on the medical services rendered by the organizations of health care".

3. This resolution becomes effective since January 1, 2016.

Method of calculation of price indexes on the medical services rendered by the organizations of health care

Chapter 1. General provisions

1. This Technique establishes procedure of payments of price indexes on the medical services rendered by the organizations of health care.

2. For the purposes of this Technique the following main terms and their determinations are used:

the basic period - the period accepted for base of comparison;

the basic organization - representatively selected subject to the state statistical observation (the organization of health care) in which registration of the prices according to the created list of services representatives is performed;

index of average prices on medical services - the relative statistics characterizing change of level of prices for separate groups of medical services in time;

individual index of average prices (price relative) on services representatives - the relative statistics characterizing change of level of prices for services representatives;

the consolidated index of the prices of medical services - the relative statistics characterizing change of level of prices for medical services in general;

average price (rate) - average geometrical size from the price levels of service representative registered during certain period in the basic organizations;

service representative - the specific paid medical service which is selected for the state statistical observation.

3. Calculation of price indexes on the medical services rendered by the organizations of health care includes the following stages of work:

calculation of average prices (rates) for services representatives in areas and city of Minsk;

calculation of individual indexes of average prices (price relative) on services representatives and indexes of average prices on medical services in areas and the city of Minsk;

calculation of the consolidated index of the prices of medical services in the republic, areas and city of Minsk.

Chapter 2. Calculation of average prices (rates) for services representatives

The head statistical offices of areas and the city of Minsk perfrom calculation of average prices (rates) for services representatives based on primary statistical data in form of the state statistical observation 12 prices (RT-zdrav) of "Data on the prices (rates) for the medical services rendered by the organizations of health care".

Calculation of average prices (rates) for services representatives is perfromed separately on the organizations of health care of the state and private patterns of ownership.

5. Calculation of average prices (rates) for services representatives is perfromed on formula

where - average price (rate) for service representative;

 - the work of the prices (rates) for the services representatives registered in the basic organizations;

n - number of units of population.

Chapter 3. Calculation of individual indexes of average prices (price relative) on services representatives and indexes of average prices on medical services

6. Based on average prices (rates) for medical services in area and the city of Minsk the head statistical offices of areas and the city of Minsk perfrom calculation of individual indexes of average prices (price relative) on services representatives in formula

where - individual index of average prices (price relative) on service representative for month under report of "t" in comparison with the last month "t-1";

 - average price (rate) for service representative for month under report of "t";

 - average price (rate) for service representative for the last month "t-1".

7. Based on data on change of average prices (rates) for specific services representatives indexes of average prices on medical services separately in the organizations of health care of the state and private patterns of ownership as average geometrical size from individual indexes of average prices (price relative) on the services representatives entering into each group in formula are calculated
