1. Approve the enclosed Rules of the organization and operation of system of the emergency challenge in case of accidents and catastrophic crashes.

2. To committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan (Asavbayev A. A.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization and operation of system of the emergency challenge in case of accidents and catastrophic crashes

1. General provisions

1. These rules of the organization and operation of system of the emergency challenge in case of accidents and catastrophic crashes (further - Rules) are developed according to subitem 5-2) of Article 11 the Law of the Republic of Kazakhstan of April 17, 2014 "About traffic" and are aimed at providing rapid response in case of the road accidents and other emergency situations on highways of the Republic of Kazakhstan.

2. In Rules the following basic concepts are used:

1) single service "112" on duty and dispatching (further - service 112) - service of acceptance and processing of messages from physical persons and legal entities on premises of origin or emergence of emergency situation, the fire, threat of life and damnification to human health and about other cases requiring taking measures of the emergency help with the subsequent coordination of actions for reaction of the emergency services within the competence;

2) system of the emergency challenge in case of accidents and catastrophic crashes (further - system of the emergency challenge) - the state automated information system functioning with use of signals and these navigation satellite systems providing provision of the formalized information on the road accidents and other emergency situations on highways of the Republic of Kazakhstan in the emergency field services;

3) eCall flag - signal of the road accident, which automatically transmitted on networks of mobile communication with sign of the emergency and priority challenge;

4) the global navigation satellite system - the complex electronic and technical system consisting of set of the land and space equipment, intended for location determination (geographical coordinates and height) and also movement parameters (speed and the direction of movement) for land, water and air objects;

5) the road accident - the event which arose in the course of movement on the road of the vehicle and with its participation, entailed damnification to health, the death of the person, damage of vehicles, constructions, loads or other material damage;

6) sensors of control of condition of the vehicle - the sensors of acceleration (accelerometers) or other technical means established on the vehicle, allowing to determine the fact of the road accident and transferring information on this fact to the challenge device;

7) the vehicle owner - the owner of the vehicle, and also person owning the vehicle on the right of economic maintaining or the right of operational management or on other legal cause (the lease right, the power of attorney to the right of vehicle control, the order of relevant organ about transfer to this person of the vehicle). Person managing the vehicle owing to execution of the service or labor duties including based on the employment or civil contract with the owner or other vehicle owner is not vehicle owner;

8) the applicant - the physical person or legal entity which addressed the operator of system of the emergency challenge for registration and accounting of the device of challenge;

9) the service center (workshop) - the physical person or legal entity performing activities for installation and servicing of the device of challenge of the emergency field services;

10) the emergency field services - the services giving emergency help in case of the road accidents and other emergency situations on highways of the Republic of Kazakhstan;

11) the device of challenge of the emergency field services (further - the challenge device) - the device performing and providing determination of coordinates, speeds and the directions of movement of the vehicle by means of signals at least two operating global navigation satellite systems, transfer of the message on the vehicle in case of the road accidents and other emergency situation and also two-way voice communication with the emergency field services on networks of mobile radiotelephone communication;

12) the minimum data set generated from the device of challenge of the emergency field services (further - the minimum data set) - the data set transferred by the challenge device in case of the road accidents and including information on coordinates and parameters of movement of the emergency vehicle and time of accident, vehicle identification numbers necessary for the organization of the emergency reaction;

13) the operator of system of the emergency challenge - the authorized organization exercising control of system of the emergency challenge;
