1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To impose control of execution of this order on the deputy minister of internal affairs of the Republic of Kazakhstan Bozhko V. K.

4. This order becomes effective after ten calendar days from the date of its first official publication.

Rules of informing, promotion of knowledge, training of the population and specialists in the field of civil protection

1. General provisions

1. These rules of informing, promotion of knowledge, training of the population and specialists in the field of civil protection (further - Rules) are developed according to subitem 70-13) of Item 1 of article 12 of the Law of the Republic of Kazakhstan of April 11, 2014 "About civil protection" (further - the Law) and determine procedure for informing, promotion of knowledge, training of the population and specialists in the field of civil protection.

2. Procedure for informing, promotion of knowledge, training of the population and specialists in the field of civil protection

Department of authorized body in the field of civil protection (further - department of authorized body) provides informing the population beforehand in the presence of the forecast about threat of emergence of emergency situation and will organize promotion of knowledge in the field of civil protection.

State bodies, the organizations and public associations perform informing and promotion of knowledge in the field of civil protection according to the powers assigned to them by the Law of the Republic of Kazakhstan "About civil protection".

3. Information on the emergency situations menacing to safety and health of citizens is public and open and is transmitted to the population through the warning system of civil protection and mass media.

4. Services of observation, control of situation and forecasting of emergency situations of natural and technogenic nature (seismological service, systems of the mudstone notification, control of radiation safety and others) for the purpose of the prevention, in case of threat of emergence of emergency situation in the territory of the Republic of Kazakhstan and (or) in the border territory of the adjacent states without delay provide necessary information with indication of its characteristics to the relevant territorial subdivision of department of authorized body.

Territorial subdivision of department of authorized body in case of receipt of information on threat of emergence of emergency situation without delay inform on it the population which is in the predicted zone of emergency situation and also on procedure for their actions in case of emergency situation.

6. The central and local executive bodies inform the population on the measures taken by them in the field of civil protection.

7. Informing and promotion of knowledge in the field of civil protection include:

1) the organization of informing the population through mass media, including by creation on republican and regional (city) TV channels of special programs, about operations procedure in case of emergency situations;

2) the organization of regular publications in seal, on Internet resources, the transfers on networks of TV and radio broadcasting propagandizing knowledge in the field of civil protection, the safety rule for life and on production.

Promotion of knowledge in the field of civil protection is performed also when training the population in the field of civil protection according to Item 9 of these rules.

8. The plan of promotion of knowledge in the field of civil protection is developed and affirms territorial subdivisions of department of authorized body in coordination with local executive bodies.

9. Training of the population and specialists in the field of civil protection will be organized within single system and provides for:

1) administrative board and specialists of governing bodies of civil protection, heads of the organizations of education, mass media - passing of preparation and retraining in the organizations and educational institutions of department of authorized body and foreign states with which the authorized body signs agreements on cooperation;

2) akims of areas in the city, the cities of district value, villages, settlements, rural districts, and also for heads of the organizations, the organizations of preschool education and training, commanders of forming of civil protection, heads of groups of classes in civil protection in the organizations, teachers of comprehensive schools of all types and average professional educational institutions, heads of hazardous production facilities - passing of preparation and retraining in territorial subdivisions of authorized body;

3) employees of the organizations referred to categories on civil defense - passing of preparation on place of employment according to the subitem 4) Item 5 of article 16 of the Law;

4) employees of the organizations which are not referred to categories on civil defense and also for the idle population - studying of questions of protection against emergency situations independently listening of broadcasts, viewing of Internet resource, TV programs, instruction sheets, leaflets and booklets, visit of the events held on subject of the prevention and liquidation of emergency situations;

5) students and pupils of educational institutions - training according to training programs of discipline "Basics of life safety", participation in different tenders on subject of the prevention of emergency situations;
