1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data about execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after the first official publication.

Rules of creation and maintaining Depositary of qualifiers of technical and economic information

1. General provisions

1. These rules of creation and maintaining Depositary of qualifiers of technical and economic information (further - Rules) are developed according to the subitem 15) of article 7 of the Law of the Republic of Kazakhstan of November 9, 2004 No. 603 "About technical regulation" (further - the Law) and determine procedure for creation and maintaining Depositary of qualifiers of technical and economic information.

2. In Rules the following concepts are used:

1) Depositary of qualifiers of technical and economic information (further - Depositary) - the specialized fund representing set of the qualifiers of technical and economic information having the interdepartmental nature providing their forming, accounting, storage, maintenance in the staticized condition (further - updating), information and normative support for the benefit of users of Depositary;

2) depository activity - activities of subjects of Depositary for forming, accounting, storage, updating, information and normative support in the development areas and use of national qualifiers of technical and economic information;

3) suppliers of Depositary - the state bodies responsible for development, approval and maintaining national qualifiers of technical and economic information;

4) users of Depositary - the state bodies interested in use of information and qualifiers which are in Depositary;

5) authorized body - the state body performing state regulation in the field of technical regulation.

2. Procedure for creation and maintaining Depositary of qualifiers of technical and economic information

3. The depositary of qualifiers of technical and economic information is created based on Single state fund of regulating technical documents (further - Single fund) and is its component.

4. In the work Depositary are guided by these rules, Rules of forming and maintaining Single state fund of regulating technical documents, approved according to the subitem 20) of article 7 of the Law, Rules of distribution and providing users with the official publications of regulating technical documents (further - Rules of distribution) approved by the order of the Minister of the industry and new technologies of the Republic of Kazakhstan of September 14, 2012 No. 318 (it is registered in the Register of state registration of regulatory legal acts for No. 7952).

5. Activities of Depositary are available, open and transparent for interested persons in that part in which it does not constitute the state secrets of the Republic of Kazakhstan.

6. Objects of depository activity are the national qualifiers of technical and economic information which are subject to accounting in industries of economy of the Republic of Kazakhstan, used in system of the statistical reporting, and also in different information systems of state bodies.

7. Subjects of Depositary are authorized body, suppliers and users of Depositary.

8. Maintaining Depositary is performed by authorized body.

9. Sources of completing of Depositary are:

1) state bodies;

2) international and regional standardization organizations.

10. For work and storage in Depositary the national qualifiers of technical and economic information and change to them developed, approved and which are drawn up in cases according to standards of single system of classification and coding of technical and economic and social information are accepted.

11. Suppliers of Depositary provide transfer to Depositary of national qualifiers of technical and economic information, and also changes and amendments to them no later than in two weeks after their approval for maintenance of documents in the staticized condition.

12. All national qualifiers of technical and economic information arriving and containing in Depositary, and also reference information about them are subject to accounting. Accounting of national qualifiers of technical and economic information is performed for the purpose of ensuring their safety and control of their movement, updating and effective periods.
