Procedure for liquidation and write-off of weapon and military equipment, defense objects and other military property

1. General provisions

1. The procedure for liquidation and write-off of weapon, military equipment, defense objects and other military property (further - the Procedure) is developed for the purpose of establishment of single procedure for liquidation and write-off physically or morally worn-out weapon and military equipment, defense objects and other military property.

2. Norma Poryadka are applied to weapon, military equipment, defense objects and other fixed assets (further - military fixed assets) being on the balance of the Ministry of Defence of the Republic of Tajikistan and military forming determined according to the Law of the Republic of Tajikistan "About defense" (further - the State paramilitary organizations).

3. Military fixed assets are charged off and liquidated in the following cases:

- in case of complete physical wear and unfitness for further use;

- in case of impossibility or economic unprofitableness of their recovery;

- in case of economic and technical inexpediency of their further content in connection with acceptance of new advanced weapon, military equipment and other military property;

- in case of lack of residual book value of military fixed assets (except for weapon and the military equipment accepted on accounting according to number of the producer);

- in case of zaplanirovaniye of construction of other object on site their arrangements;

- in case of reduction in unusable condition or destructions owing to doctrines and transactions, checks, natural disasters, the fire and accident;

- in case of the termination of term of use of military fixed assets, the established resource and term of use before capital repairs and after capital repairs according to the instruction for use.

4. The state paramilitary organization for the purpose of determination of condition of unfitness and execution of accounting documents of the liquidated and charged off military fixed assets based on the order creates the Commission on determination of actual state of military fixed assets and submission of the conclusion on their liquidation and write-off (further - the Commission) as a part of at least 7 people from among the corresponding specialists which joins the deputy manager of the State paramilitary organization, the head of military division, the deputy manager of military division, the chief engineer, the chief accountant, the engineer, the mechanic, the accountant, the builder and other workers.

5. Tasks of the Commission are:

- direct survey and check of military fixed assets for the purpose of determination of unfitness and inexpediency of their use in further activities of the State paramilitary organization;

- establishment of the reasons which resulted in unfitness of military fixed assets;

- determination of parts of military fixed assets suitable for their further use in activities of the State paramilitary organization;

- preparation of the conclusion about actual state of military fixed assets and their write-off.

Liquidation and write-off of light military weapon and ammunition to it is performed according to the Procedure for turnover of military weapon and ammunition to it approved by the order of the Government of the Republic of Tajikistan of May 30, 2014, No. 339 "About the Procedure for turnover of military weapon and ammunition to it".

3. Procedure for liquidation and write-off of military facilities, special equipment of the Air Force and air defense (military airplanes and helicopters, anti-aircraft missile complexes), armored equipment and all types of guns

Liquidation and write-off of military facilities, the special equipment of the Air Force and air defense (military airplanes and helicopters, surface-to-air missile systems), the armored equipment and all types of guns is performed based on the order of the Government of the Republic of Tajikistan.

8. For project development of the order of the Government of the Republic of Tajikistan about liquidation and write-off of military facilities, the special equipment of the Air Force and air defense (military airplanes and helicopters, surface-to-air missile systems), the armored equipment and all types of guns the State paramilitary organization:

- based on the conclusion of the Commission determines and approves the list of charged-off military fixed assets;

- prepares and approves the certificate of book value of military fixed assets with indication of the conclusion of the Commission;

9. All types of guns, rockets, shells of different caliber and explosives with expired for uses or for the different reasons the removals from accounting which became useless later are given for neutralization in the Ministry of Defence of the Republic of Tajikistan.
