1. Approve the Procedure for stimulation of mobility of manpower it (is applied).

2. To the Ministry of Labour, Social Protection and Family:

provide realization of provisions of Item 1 of this resolution;

take measures for informing the population on legislative provisions for stimulation of mobility of manpower;

keep the statistical reporting on involvement of the unemployed to activities for stimulation of mobility of manpower;

inform the Government annually, till February 25, on implementation of measures of stimulation of mobility of manpower.

3. To the Ministry of Labour, Social Protection and Family, the Ministry of Finance and National cash desk of social insurance to provide allocation of the specified financial resources necessary for establishment, since January 1, 2005, to the unemployed having the right to it, lump-sum allowance on employment and lump-sum allowance on arrangement.

4. Payment of lump-sum allowance on employment and lump-sum allowance on arrangement for uninsured persons, is made within the assignments provided annually in the government budget, and for insured persons - within the assignments provided in the budget of the national social insurance. Benefits are paid through National cash desk of social insurance based on calculations and requests of National employment agency of the population in subordination of the Ministry of Labour, Social Protection and Family.

5. To impose control over the implementation of this resolution on the Ministry of Labour, Social Protection and Family.

Procedure for stimulation of mobility of manpower

1. By right to use by benefits on stimulation of mobility of manpower, the stipulated in Article 20 Laws N 102-XV of March 13, 2003 on employment of the population and social protection of persons which are in job search it is provided to the unemployed registered according to the current legislation in employment agencies of the population of the area, municipium and autonomous territorial education Gagauzia (Gagauz Erie) (daleeagentstvo).

2. 3. 5. Rights to use by the benefits on stimulation of mobility of manpower specified in Items 2 and 3, are provided to persons who find a job on the basis of the individual employment contract, for at least 6 calendar months.

6. The relations between the parties involved in provision of benefits on stimulation of mobility of manpower are regulated:

a) between the Agency and the economic agent - the agreement on stimulation of mobility of manpower according to the appendix N 1;

b) between the Agency and the receiver of benefit on stimulation of mobility of manpower - the service provision agreement on stimulation of mobility of manpower according to the appendix N 2;

c) between the economic agent (employer) and the receiver of benefit on stimulation of mobility labor the resursovindividualny employment contract signed according to provisions of the Labor code.

7. Persons having the right to these benefits give to the Agency in which stay on the registry, the statement for provision of benefits on stimulation of mobility of manpower.

8. The statement contains the sign manual of the applicant, and the following documents are attached to it:

a) the identity certificate in the original and in copies, the confirmatory residence;

b) the service record in the original and in the copy;

c) the notice on employment issued by the employer with indication of place of employment where the worker will perform the activities.

Copies of the identity certificate and the service record are confirmed by the employee of the Agency who receives documents by putting down on copies:

records "corresponds to the original";

surnames, name and signature of the employee;

dates of implementation of record.

Originals of documents return to the receiver of benefit.

9. The agency registers the statement and creates the personal record for each unemployed using benefit on stimulation of mobility of manpower in which are stored:

the statement with request for provision of benefit on stimulation of mobility of manpower;

copy of the identity certificate;

copy of the service record;

notice on employment;

the order on provision of benefits on stimulation of mobility of manpower.

Number of the personal record corresponds to accounting number of the unemployed.

10. The agency checks all documents submitted by the unemployed and issues the order on purpose of lump-sum allowance to employment or lump-sum allowance on arrangement.

The specified order is issued within 5 working days from the date of registration of a statement about provision of benefit on stimulation of mobility of manpower.
