1. Approve the enclosed Rules of the organization of works of flight attendants in civil aviation of the Republic of Kazakhstan.

2. To committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan (Seydakhmetov B. K.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printed publicity materials and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of the organization of works of flight attendants in civil aviation of the Republic of Kazakhstan

1. General provisions

1. These rules of the organization of works of flight attendants in civil aviation of the Republic of Kazakhstan (further - Rules) are developed according to subitem 41-37) of Item 1 of article 14 of the Law of the Republic of Kazakhstan of July 15, 2010 "About use of airspace of the Republic of Kazakhstan and activities of aircraft" (further - the Law) and determine procedure for the organization of works of flight attendants in civil aviation of the Republic of Kazakhstan.

2. In these rules the following terms and determinations are applied:

1) aviation training center - the legal entity performing preparation, retraining and maintenance of professional level of aeronautical personnel;

2) authorized organization in the field of civil aviation (further - authorized organization) - the joint-stock company with absolute participation of the state in the authorized capital performing the activities aimed at providing sustainable development of industry of civil aviation of the Republic of Kazakhstan, aviation safety and aviation safety;

3) especially important flights - the status given by the state bodies authorized by the Government of the Republic of Kazakhstan to flights of air vehicles, and also routes (runs) of their following in case of airborne transportations of protected persons of the Republic of Kazakhstan;

4) the member of cabin crew - person belonging to aeronautical personnel who for the benefit of safety and for the purpose of servicing of passengers and (or) carriage of goods carries out the obligations onboard the air vehicle charged to it by the operator or the aircraft commander, but not being the member of flight crew;

5) dangerous goods - products or substances which are capable to create threat for health, safety, property or the environment and which are specified in the list of the dangerous goods intended for transportation on civil air vehicles, the approved order of the Minister of Transport and Communications of the Republic of Kazakhstan of February 18, 2011 No. 79 (registered in the Register of state registration of regulatory legal acts for No. 6805) in Technical instructions on safe transportation of dangerous goods by air to International Civil Aviation Organization (IKAO);

6) the operator - the physical person or legal entity which is engaged in operation of civil air vehicles or offering the services in this area;

7) the member of flight crew - the person belonging to aeronautical personnel, having the existing certificate of aeronautical personnel to whom the obligations connected with control of the air vehicle during airborne time are assigned;

2. Procedure for the organization of works of flight attendants in civil aviation of the Republic of Kazakhstan

3. The flight attendant is member of cabin aircraft crew, function and which tasks are determined by the operator taking into account amounts and specifics of attended operations and are reflected in the Management on production of flights.

4. For accomplishment by flight attendants of the obligations the operator will organize:

1) preparation, retraining and maintenance of professional level of flight attendants;

2) the admission of flight attendants to independent work;

3) preliminary and preflight action of flight attendants;

4) servicing of passengers onboard the air vehicle;

5) check of practical work in flight;

6) post-flight critiques;

7) control of the organization of work of flight attendants.

5. The operator at the expense of own means will organize preparation, retraining and maintenance of professional level of flight attendants in aviation training centers of civil aviation.

Initial training of flight attendants is carried out in aviation training centers.

Retraining of flight attendants on other aircraft type is carried out for the purpose of receipt of the professional knowledge and abilities necessary for accomplishment of duties on new aircraft type taking into account its features.

6. For work on the international airlines the operator provides passing by flight attendants of the corresponding preparation according to the programs approved by authorized organization.

7. For the purpose of maintenance of professional level flight attendants-instructors, flight attendants examiners take once in three years professional development course in aviation training centers of civil aviation.
