Selection criteria of the medical organizations participating in delivery of health care within clinical approbation of methods of prevention, diagnostics, treatment and rehabilitation

1. Implementation by the medical organization according to constituent documents of medical activities, scientific (research) activities, and also performing clinical trials of medicines and clinical testing of medical products.

2. Availability at the medical organization of structural divisions, bed fund, including intensive care units and intensive therapy, providing delivery of health care on the corresponding profiles taking into account types, conditions and forms of delivery of health care.

3. Completeness of structural divisions of the medical organization by the health workers providing delivery of health care makes at least 70 percent of recommended regular standard rates of the medical organization.

4. The share of the specialists doctors having qualification categories in the total number of doctors of the medical organization constitutes at least 30 percent.

5. The share of the health workers with the higher medical education having academic degree of candidates and (or) doctors of science in the total number of health workers with the higher medical education constitutes at least 5 percent.

6. The indicator of index of Hirsh of the medical organization or total indicator of index of Hirsh of staff of the newly created medical organization (within 5 years after its creation) constitutes at least 10 units.

7. The total indicator of impakt-factor of the reviewed scientific magazines and editions, including foreign in which for previous year results of scientific research of the medical organization are published constitutes at least 30 units for the medical organizations created more than 4 years ago or the specified indicator constitutes at least 20 units for the newly created medical organizations for the 4th year after their creation, or the specified indicator constitutes at least 10 units for the newly created medical organizations for 3rd year after their creation.

8. Availability at the medical organization of experience in implementation of additional professional programs (the program of advanced training, the program of occupational retraining), except for the newly created medical organizations (within 2 years after their creation).

9. Availability at the medical organization of experience of interaction with the foreign scientific and medical organizations within international cooperation or participation in the international clinical trials (testing) and (or) scientific programs, except for the newly created medical organizations (within 2 years after their creation).

10. Participation of the medical organization in program implementation of one or several scientific platforms of medical science approved in pursuance of the order of the Government of the Russian Federation of December 28, 2012 No. 2580-r.
