1. Approve the enclosed standard of the state service "Licensing for the Occupation Right Security Activities".

2. To committee of administrative police of the Ministry of Internal Affairs of the Republic of Kazakhstan (Lepekh I. V.) provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Internal Affairs of the Republic of Kazakhstan.

3. To chiefs of departments of internal affairs of areas, cities of Astana and Almaty to organize studying of this order by the staff of the relevant services and to provide its strict execution.

4. To impose control of execution of this order on the deputy minister of internal affairs of the police major general Turgumbayev E. Z.

5. This order becomes effective after ten calendar days after day of its first official publication.

Standard of the state service "Licensing for the Occupation Right Security Activities"

Chapter 1. General provisions

1. The state service – "Licensing for the occupation right security activities" (further – the state service).

2. The standard of the state service is developed by the Ministry of Internal Affairs of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears territorial subdivisions of the Ministry (further – the service provider).

Reception of applications and issue of results of rendering the state service is performed through the web portal of "the electronic government" www.egov.kz or the www.elicense.kz web portal (further – the portal).

Chapter 2. Procedure for rendering the state service

4. Terms of rendering the state service:

1) from the moment of submission of documents on the portal:

when licensing – no later than 10 (ten) working days;

in case of renewal of the license – no later than 3 (three) working days;

in case of issue of the duplicate of the license – 2 (two) working days;

2) the most allowed time for submission of documents – 15 (fifteen) minutes.

The service provider within two working days from the moment of receipt of documents of uslugopoluchatel checks completeness of the submitted documents. In case of factual determination of incompleteness of the submitted documents and (or) representation by uslugopoluchatel of documents with the expired effective period, the service provider in the specified terms gives motivated refusal in further review of the statement.

6. Result of rendering the state service - the license, renewal, the duplicate the licenses for the occupation right security activities granted to legal entities or the motivated answer about refusal in licensing.

7. The state service is rendered on paid basis to legal entities (further – uslugopoluchatel).

According to Chapter 68 of the Code of the Republic of Kazakhstan "About taxes and other obligatory payments in the budget" for rendering the state service on implementation of security activities the license fee for the occupation right by separate types of activity (further – the license fee) in the amount of six monthly settlement indicators is levied from uslugopoluchatel (further – MRP).

In case of renewal of the license for implementation of security activities the license fee in the amount of ten percent from rate in case of the licensing established on the date of payment of the license fee is levied from uslugopoluchatel, but no more than four MRP.

In case of receipt of the duplicate of the license, the license fee is levied in the amount of hundred percent from rate in case of the licensing established on the date of payment of the license fee.

The amount of collection is paid to the budget for the location of uslugopoluchatel before submission of the relevant documents to the licensor.

In case of electronic request for the portal for receipt of the state service, payment can be performed through payment gateway of "the electronic government" (further – PShEP).
