1. Approve the enclosed Rules of subsidizing of increase in productivity and product quality of crop production, cost of the fuels and lubricants and other inventory items necessary for carrying out spring and field and harvest works, by subsidizing of production of priority cultures.

2. To provide to department of production and conversion of crop products and phytosanitary safety of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective from the date of state registration and is subject to official publication, except for the paragraph of the third subitem 1) of Item 8 and part three of Item 10 of Rules which become effective since January 1, 2016.

Chapter 1. General provisions

1. These rules of subsidizing of increase in productivity and product quality of crop production, cost of the fuels and lubricants and other inventory items necessary for carrying out spring and field and harvest works, by subsidizing of production of priority cultures (further - Rules) determine procedure for subsidizing of increase in productivity and product quality of crop production, cost of the fuels and lubricants and other inventory items necessary for carrying out spring and field and harvest works, by subsidizing of production of priority cultures for the account and within the means provided in the local budget for the corresponding financial year.

2. In these rules the following basic concepts are used:

1) optimum terms of the beginning and completion of sowing works - the terms of the beginning and completion of sowing works in the corresponding territory by climatic zones by crop production products types determined by local executive bodies of areas, cities of republican value, areas and cities of regional value (further - MIO);

3) the service provider - person providing access to information system of subsidizing and its maintenance which is determined by management by investments and development of entrepreneurship of the city of Nour-Sultan, management of entrepreneurship and investments of the city of Almaty, Deraptment of Agriculture and veterinary science of the city of Shymkent, Deraptment of Agriculture of local executive body of areas, areas and cities of regional value (further - Management) according to the legislation on public procurements;

4) the request - the electronic request for obtaining by agricultural producer (further - agricultural producer) or agricultural cooperative (further - agricultural cooperative) subsidies for partial cost recovery of production of priority cultures;

5) the electronic register of requests for subsidizing (further - the register) - set of data on requests for subsidizing of agro-industrial complex, and also about borrowers, financial institutions, and other data reflected in information system of subsidizing;

6) information system of subsidizing - the organizational ordered set of information and communication technologies, service personnel and technical documentation intended for rendering services in accomplishment of processes of subsidizing giving opportunity of registration of the request for receipt of subsidies and also its processings by means of automatic verification of the request for compliance to subsidizing conditions;

7) cadastral number of the field - the unique code of the field assigned by information system of subsidizing intended for determination of its location (identification);

8) the electronic map of the field - information on the field located on the parcel of land of agricultural purpose, including coordinates of rotary points, information on crop rotations in the last two years and data from satellites of remote sensing of the earth;

9) the digital signature (further - the EDS) - set of electronic digital symbols created by means of the digital signature and confirming reliability of the electronic document, its accessory and invariance of content.
