1. Approve the enclosed Rules of activities of training centers.

2. To committee of industrial development and industrial safety of the Ministry for Investments and Development of the Republic of Kazakhstan (Erzhanov A. K.) provide:

1) in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising Vice-Minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of activities of training centers

Chapter 1. General provisions

1. These rules of activities of training centers (further - Rules) are developed according to subitem 6-13) of article 5 of the Law of the Republic of Kazakhstan of January 13, 2012 "About energy saving and increase in energy efficiency" (further - the Law) and determine procedure for activities of training centers.

2 Retraining and (or) advanced training of personnel in the directions energy audit, examination of energy saving and increase in energy efficiency and management in the field of energy saving and increase in energy efficiency is performed by training centers.

3. In these rules the following concepts are used:

1) advanced training – the form of professional training allowing to support, expand, deepen and enhance earlier acquired professional knowledge, skills;

2) the certificate on passing of rates of retraining and (or) advanced training of personnel - the official document issued by training center, certifying passing of rates of retraining and (or) advanced training of the personnel performing activities in the field of energy saving and increase in energy efficiency;

3) retraining – the form of professional training allowing to master other profession or specialty;

4) training center – the subject of entrepreneurship performing activities in the field of retraining and (or) advanced trainings of personnel in the field of energy saving and increase in energy efficiency;

5) energy audit (further – energy audit) – collection, processing and data analysis about use of energy resources for the purpose of assessment of opportunity and energy saving potential and preparation of the conclusion;";

6) energy efficiency (further – energy efficiency) - complex of the administrative actions aimed at providing rational consumption of energy resources and increase in energy efficiency of object;

7) management in the field of energy saving and increase in energy efficiency (further – power management) - complex of the administrative actions aimed at providing rational consumption of energy resources and increase in energy efficiency of object.

4. The main objectives of training centers are:

1) retraining of personnel;

2) advanced training of personnel taking into account permanent increase in requirements imposed to them in connection with the changes happening in appropriate technologies and production.

Chapter 2. Procedure for activities of training centers

5. Educational process in training centers will be organized according to the training programs and plans approved according to subitem 15-1) of article 5 of the Law and the schedules of educational process approved by heads of training centers.

6. Retraining and (or) advanced training of personnel are performed on the basis of the agreement about training, concluded by training center with the interested physical persons and legal entities.

7. The training cost is determined in the agreement of training.

8. Retraining and (or) advanced training of personnel are carried out only on full-time courses.

9. Are allowed to retraining and (or) advanced training of personnel in the directions:

1) energy audit - persons having the highest or so-so vocational education on technical specialties;

2) examination of energy saving and increase in energy efficiency - persons having the higher education on specialties in the field of power, architecture, town planning and construction;

3) power management - persons having the highest or so-so vocational education.

10. Persons having the certificate on passing of rates of retraining and (or) advanced training of personnel are allowed to advanced training of personnel.

11. Educational process on retraining and (or) advanced training of personnel comes to the end with final exam in the form of computer testing.

12. Questions of testing consist at least of five options where each option consists of at least fifty questions on which there are at least four answers and one of which is correct.

13. Questions to testing are updated once in quarter for thirty percent at least from total quantity of questions.

14. Questions to testing in the corresponding directions, affirm examination committee (further - the commission), quantitative and the staff of the commission affirms the head of training center, but at least as a part of four people.
