According to the subitem 3) of article 19 of the Law of the Republic of Kazakhstan of June 24, 2010 "About subsoil and subsurface use" I ORDER:

1. Approve:

1) ceased to be valid according to the Order of the Minister of investments and development of the Republic of Kazakhstan of 15.05.2018 No. 330;

2) regulations on the interregional commissions on inventories of minerals according to appendix 2 to this order.

2. To provide to committee of geology and subsurface use of the Ministry for Investments and Development:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let;

3) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan and on the Internet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 2 of this order.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Regulations on the interregional commissions on inventories of minerals

1. General provisions

1. The interregional commissions on inventories of minerals (further - MKZ) perform state examination of subsoil (further - Examination).

2. The organization of activities of MKZ, structure, the regulations of work and record keeping are determined by this Provision.

3. MKZ are created and are effective in case of territorial podrazdeleniyakhvedomstvo of authorized body on studying and use of subsoil (further - territorial subdivisions).

4. Examination by popular types of minerals, and also preliminary consideration of the reports arriving for Examination of State commission on inventories of the Republic of Kazakhstan is within the competence MKZ (further - RK GKZ).

2. Tasks and MKZ functions

5. According to the main objective, during Examination, MKZ determine:

1) accuracy of the data about quantity, quality, structure, technological svoystvzapas of minerals, and also features of subsoil;

2) completeness and reliability of geological, mining, hydrogeological, engineering-geological, technical and economic data for conditions of mining and use of the subsoil plots for the purpose of which are not connected with production;

3) feasibility statements on cost efficiency of development of fields, coefficients of extraction of hydrocarbonic raw material, conclusions and offers on expansion of mineral resources, degree of readiness of inventories and subsoil plots for use;

4) results and quality of search, prospecting, experienced and operational works on geological studying and assessment of subsoil;

5) justification of liquidation or preservation of mineral deposits, write-offs of minerals or change of balance sheet accessory of the remained inventories.

6. MKZ in the activities perform the following functions:

1) issue the conclusion in the form of the minutes of the commission on inventories about profitability of explored reserves of minerals which is the basis for their statement on the state stock balance of minerals;

2) give objective assessment of quantity and quality of inventories of minerals, their value for economy of the republic, mining, hydrogeological, ecological and other conditions of production;

3) confirm the fact of commercial detection as a result of investigation in the contract area.

7. MKZ during Examination can:

1) to request and receive from the central state and local executive bodies subordinated to authorized body on studying and use of subsoil of the organizations and organizations, and from subsoil users information, documents and materials necessary for accomplishment of the task assigned to them;

3) to hold as necessary field meetings on ekspertiruyemy objects;

5) to make decisions on the questions entering their function.

3. Organization of activities of MKZ

8. Meetings of MKZ are held as required, but at least once a month.

9. Meetings of MKZ are subdivided on working and plenary. The draft decision MKZ is result of working consideration. At plenary meeting of MKZ the decision according to ekspertiruyemy reports is made.

10. MKZ are collegiate organs. Decisions are made by a majority vote the members of the commissions who are present at meeting. In case of equality of votes during decision making, the voice of the chairman is decisive.

11. Working bodies of MKZ are the working groups created from among specialists of the relevant territorial subdivisions in industry orientation of the reports arriving for consideration.
