proceeding from need of increase in management efficiency and coordination of military-economic cooperation of state members of the CSTO, solved:

1. Approve the enclosed Regulations on the Interstate commission on military-economic cooperation of the Collective Security Treaty Organization.

2. Transform group of military-economic (technical) cooperation of Management of problems of military safety of the Secretariat of the CSTO to the department of the same name, having assigned to it functions information and analytical and organizational technical supply of activities of the Interstate commission on military-economic cooperation of the CSTO.

3. Make change to the Structure of the Secretariat of the Collective Security Treaty Organization approved by the Decision of Council of collective security of the Collective Security Treaty Organization "About the number, structure and distribution of quota vacancies in the Secretariat of the Collective Security Treaty Organization" of September 5, 2008 (with subsequent changes), having stated the Section "Management of Problems of Military Safety" in the following edition:

4. Regulations on the Interstate commission on military-economic cooperation of the Collective Security Treaty Organization

1. General provisions

1.1. This Provision determines legal status, tasks, functions and organizational bases of activities of the Interstate commission on military-economic cooperation of the Collective Security Treaty Organization (further - MKVES or the Commission).

1.2. MKVES is facilitative branch of the Collective Security Treaty Organization (further - the CSTO or the Organization) concerning coordination of interaction of state members of the CSTO in the field of military-economic (technical) cooperation.

1.3. The commission is created and functions for the purpose of consolidation and coordination of efforts of state members of the CSTO on further deepening and enhancement of multilateral cooperation and to development of integration into areas of development and military production, and also use of dual-use technologies (application) in case of production of military and civil appointment.

1.4. The commission in the activities is guided by the conventional principles and rules of international law, the Charter of the CSTO, international treaties and the decisions made within the Organization, this Provision, and also the legislation of state members of the CSTO.

1.5. For the purposes of this provision the following concepts mean:

military-economic cooperation - the area of the interstate relations connected with interaction of national defense industry complexes in case of development, production, upgrade, repair, ensuring operation and utilization of military products;

military products - arms, military equipment, documentation, works, services, results of intellectual activities, including exclusive rights on them (intellectual property), and information in military and technical area, and also any other products carried by the national legal system, regulatory legal acts of state members of the CSTO to military products;

military and technical cooperation - the activities in the field of the international relations connected with export and import, including with delivery or purchase, military products and also with development and military production;

military-economic (technical) cooperation - all complex of questions of military-economic cooperation, and also military and technical cooperation in the part connected with development and military production.

2. Functions of the Commission

2.1. The commission develops recommendations and, within the competence, makes the decisions aimed at providing multilateral military-economic (technical) cooperation in the following priority directions:

a) development and implementation of long-term programs of military-economic (technical) cooperation;

b) preserving specialization and cooperation of military production, components and spare parts;

c) development of general rules of interaction in the solution of questions of improvement of quality of production, standardization, unification and military product acceptance, and also processing equipment for its production;

d) preparation of offers on simplification of customs regimes and procedures during the importing (export) and transit of products of military and dual purpose;

e) preparation of offers in the order of carrying out joint research and development works (further - research and development) on development and upgrade of military products. Forming of lists of research and development for joint development;

e) development of mechanisms of providing with participants of foreign economic activity of legal protection of the received results of intellectual activities and protection of the rights to the received and (or) used results of intellectual activities during development, productions and uses of military products;

g) consideration of questions of cooperation in the field of conversion of the military production;
