About approval of standards of the state services in the field of entrepreneurship

According to the subitem 1) article 10 of the Law of the Republic of Kazakhstan of April 15, 2013 "About the state services" PRIKAZYVAYU:

1. Approve standards of the state services:

1) "Training of subjects of entrepreneurship within the State program of support and business development "The road map of business-2020", according to appendix 1 to this order;

2) "Provision of subsidizing of part of rate of remuneration within the State program of support and development business "The road map of business-2020", according to appendix 2 to this order;

3) "Provision of guarantees on the credits of subjects of small and medium entrepreneurship within the State program of support and business development "The road map of business-2020", according to appendix 3 to this order;

4) "Provision of state grants to small business entities for realization of the new business ideas and industrial and innovative projects within business incubation within the State program of support and business development "The road map of business-2020", according to appendix 4 to this order;

5) "Provision of support on development of production (industrial) infrastructure within the State program of support and business development "The road map of business-2020", according to appendix 5 to this order.

2. To provide to development department of entrepreneurship of the Ministry of national economy of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order its direction on official publication in periodic printing editions and in information system of law of Ad_let;

3) placement of this order on official Internet resource of the Ministry of national economy of the Republic of Kazakhstan.

3. To impose control of execution of this order on the supervising vice-minister of national economy of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after its first official publication.

Appendix 1

The standard of the state service "Training of subjects of entrepreneurship within the State program of support and business development "The road map of business-2020"

Chapter 1. General provisions

1. The state service "Training of subjects of entrepreneurship within the State program of support and business development "The road map of business-2020" (further - the state service).

2. The standard of the state service is developed by the Ministry of national economy of the Republic of Kazakhstan (further - the Ministry).

3. The state service is rendered on the Business contacts tool and component "Business school" by National chamber of entrepreneurs of the Republic of Kazakhstan of Atameken, on the "Training of Top Management of Small and Medium Entrepreneurship" component based on the autonomous organization of education "Nazarbaev Universitet" (further - the service provider).

Reception of applications and issue of results of rendering the state service are performed by joint-stock company "Fund of development of entrepreneurship "Lady", service center of entrepreneurs, the center of support of entrepreneurship, the operator of non-financial support.

Chapter 2. Procedure for rendering the state service

4. Term of rendering the state service:

1) from the date of delivery of document package to the service provider of 10 (ten) working days;

2) the most allowed time of expectation for delivery of document package - 30 (thirty) minutes;

3) the most allowed time of servicing - 20 (twenty) minutes.

5. Form of rendering the state service: paper.

6. Result of rendering the state service: the direction on training within the State program of support and business development "The road map of business-2020", or the motivated answer about refusal in rendering the state service in cases and on the bases, stipulated in Item 10 these standards of the state service.

Form of provision of result of rendering the state service: paper.

7. The state service is rendered on free basis to physical persons and legal entities (further - uslugopoluchatel).

8. Working schedule:

the service provider - Monday through Friday with 8.30, 9.00 up to 17.30, 18.30 hours, break with 12.30, 13.00 up to 13.30, 14.30 hours, except days off and holidays, according to the Labor code of the Republic of Kazakhstan of November 23, 2015 and to the Law of the Republic of Kazakhstan of December 13, 2001 "About holidays in the Republic of Kazakhstan". The state service is rendered in turn, without making an appointment and the accelerated servicing.

Reception of applications and issues of results of rendering the state service is performed from 9:00 up to 18.30, 19.00 hours with lunch break from 13:00 up to 14.30, 15.00 hours.

on training within the "Training of Top Management of Small and Medium Entrepreneurship" component:

1) the application for participation on the "Training of Top Management of Small and Medium Entrepreneurship" component in form according to appendix 2 to this standard of the state service;

2) copy of the identity document of uslugopoluchatel;

3) reference of uslugopoluchatel;

on training within component "Business school":

1) the application for participation on component "Business school" in form according to appendix 3 to this standard of the state service;

2) copy of the identity document of uslugopoluchatel;

3) reference of uslugopoluchatel (in the presence).

Confirmation of adoption of documents is registration (stamp, the entering number and date) in offices of joint-stock company "Fund of development of entrepreneurship "Lady", service centers of entrepreneurs, the centers of support of entrepreneurship, operators of non-financial support with indication of surname and initials of person who accepted documents.

10. The service provider refuses rendering the state service in the following bases:

1) establishment of unauthenticity of the documents submitted by uslugopoluchatel for receipt of the state service, and (or) these (data) containing in them;

2) discrepancy of uslugopoluchatel and (or) the provided materials, objects, supplied and the information necessary for rendering the state service, to the requirements established by the State program of the support and business development "The road map of business-2020" approved by the order of the Government of the Republic of Kazakhstan of August 25, 2018 No. 522.

Chapter 3. Procedure for appeal of decisions, actions (failure to act) of the service provider and (or) his officials, concerning rendering the state services

11. Appeal of decisions, actions (bezdeystviye) of the service provider and (or) his officials concerning rendering the state services: the claim is submitted addressed to the head of the service provider to the address specified in Item 13 of this standard of the state service.

The claim is accepted in writing by mail or in electronic form or purposely through office of the service provider.

Confirmation of adoption of the claim is registration (stamp, the entering number and date) in office of the service provider, with indication of surname and initials of person which accepted the claim, term and the place of receipt of the answer to the made complaint.

The claim of uslugopoluchatel which arrived to the service provider is subject to consideration within 5 (five) working days from the date of its registration. The motivated answer about results of consideration of the claim goes to uslogopoluchatel by means of mail service or is issued purposely in office of the service provider.

In case of disagreement with results of the rendered state service the uslugopoluchatel can address with the claim to authorized body by assessment and control of quality of rendering the state services.

The claim of uslugopoluchatel which arrived to authorized body by assessment and control of quality of rendering the state services is considered within 15 (fifteen) working days from the date of its registration.

12. In disagreement cases with results of the rendered state service, the uslugopoluchatel takes a legal action in the procedure established by the legislation of the Republic of Kazakhstan.

Chapter 4. Other requirements taking into account features of rendering the state service

13. Addresses of places of rendering the state service are placed on Internet resource of the Ministry: www.economy.gov.kz.

14. Uslugopoluchatel has possibility of receipt of information on procedure for rendering the state service in the mode of remote access by means of service desks concerning rendering the state service, single contact center concerning rendering the state services.

15. Contact telephone numbers of service desks concerning rendering the state service are specified on the www.damu.kz Internet resource.
